The Training and Outreach Support Specialist supports all training and outreach activities including the MCAC's private sector, law enforcement, first responder, public health, and other government customers training and outreach activities. The Training and Outreach Support Specialist support the Training, Outreach and Liaison Program Manager to offer training and awareness of the Mid-Atlantic INLETS (Intel & Law Enforcement Training Seminar), a collaborative training program offered to law enforcement and industry stakeholders and the FBI's InfraGard program. The position supports the Maryland Intelligence Liaison Officer Program, the Nationwide Suspicious Activity Reporting Initiative, and other programs as they develop and the Homeland Security Information Network (HSIN) partnership. The position supports the development and implementation of outreach programs and events working closely with other stakeholders to ensure that these events are well-attended and that they provide useful information to the public. This position works in supporting and conducting statewide liaison and outreach activities as they relate specifically to public safety, government, and private sector businesses, agencies or groups.

Due to the nature of the work in this position, the candidate may be required to pass a drug screening test and must possess (or be able to obtain) a government-issued top secret security clearance and pass a criminal background check.

Employee may be required to work outside of normal duty hours, including weekends and holidays, during significant or special events and during crises or high-level investigations related to terrorism or criminal activities.

Key Responsibilities:

Support the development, planning, and oversight of all training and outreach activities associated with the MCAC:

  • Assists with training delivery, evaluation, and campaigns designed to increase the experience and knowledge base of MCAC employees.

  • Assists with Maryland Internal Training Programs.

Planning and organizing events:

Responsible for planning and executing community outreach events, such as town hall meetings, workshops, and training sessions, working closely with other stakeholders to ensure that events are well-attended and provide useful information. The position also collects feedback and uses it to improve future outreach efforts.

Support strategic training partnerships:

Support partnerships with Mid-Atlantic INLETS (Intel & Law Enforcement Training Seminar), the FBI's InfraGard program, the Maryland Fusion Liaison Officer Program, the Homeland Security Information Network (HSIN) and the other outreach programs. Assist the Fusion Liaison Officer (FLO) Coordinator/SHIELD Coordinator with training and outreach activities to include administrative responsibilities: Assist with coordinating certification requirements through the Maryland Police Training Commission for the FLO Program. Contribute and participate in the delivery of the MCAC Fusion Liaison Officer Program's training modules. Assist SHIELD program in facilitating outreach and program development with a focus on relevant stakeholders.

Required education and experience:

Education: Bachelor's degree or higher in sociology, psychology, criminal justice, law enforcement, business/public administration or a closely related field.

Experience: Two years in developing or providing training and/or supporting a program of training and outreach field. Additional related experience and formal education in which one has gained the knowledge, skills, and abilities required for full performance of the work of the job class may be substituted for the education or experience requirement on a year-for-year basis with 30 college credits being equivalent to one year of experience.

Preferred Education: Bachelor's degree or higher in intelligence, communications, sociology, psychology, criminal justice, law enforcement, business/public administration or closely related field.

Preferred Experience: Three or more years of progressive experience in training and/or conducting outreach, liaison, training, analysis or reporting that supports training, outreach and staff certifications; two or more years' experience in the public safety sector delivering training and outreach programs and trainers/instructional staff. Experience in analysis, investigative or law enforcement.

Required Knowledge, Skills and Abilities

  • Knowledge of law enforcement and homeland security issues

  • Knowledge of communication and presentation skills

  • Experience working with law enforcement

  • Ability to use business platforms for presentation purposes

  • Management Experience working with Microsoft Office products (Word, Excel, Access, PowerPoint).

  • Ability to communicate effectively orally and in writing to a wide range and number of audiences.

  • Experience working with federal, state and local law enforcement databases.

  • Ability to work extended hours as necessary.

  • Ability to prepare lesson plans, outreach materials, and other illustrative devices from collected data or visual presentations.

  • Ability to effectively communicate both in oral and written form.

  • Ability to understand and follow directives, instructions, and standard operating procedures.

  • Ability to develop, manage and deliver multiagency virtual and in-person training to up to 500 people regionally in multiple deliveries regarding terrorism, crime, critical infrastructure protection and other homeland security and tradecraft topics using local, regional and international trainers

  • Background in learning management systems management and development and delivery

  • Experience with instructional design

  • Experience in developing and managing multimedia marketing and presentation
