Department Description

Emergency Management is under the auspices of Facilities & Support Services.

Based on the four phases of emergency management of mitigation, preparedness, response, and recovery Emergency Management's mission is to manage and protect primarily staff who in turn will be able to provide a high standard of care for patients and visitors at UCSF Medical Center during, before, and after an emergency incidents/events.

Emergency Management adheres and maintains compliance with all relevant and evolving requirements such as clear and action oriented documentation, training, and effective implementation through regulatory and licensing bodies that include but are not limited to The Joint Commission and CMS.

Job Summary

This position reports to the Director of Emergency Management and Workplace Violence and interacts with staff at all levels throughout UCSF Health. This position serves as a training, drills and exercise expert for the organization.

Under limited direction, the position will work independently overseeing the development of security and emergency management training for UCSF Health as well as developing functional exercises and drills (discussion-based and operations-based) that test UCSF Health's emergency operations plan, business continuity plans, and emergency communication plans, policies, and procedures. This position will also aid in developing trainings and drills for departments to help exercise and test their internal emergency action plans.

The Training, Drills and Exercises Program Manager will work in close coordination with numerous city, regional, and state partners and community groups to develop, coordinate, and execute drills, exercises and training programs. In furtherance of this goal, this position:

  • Develops and presents training courses and programs covering emergency preparedness, First Receivers, safety and security training, active shooter and workplace violence

  • Creates and maintains a multi-year training and exercise plan

  • Reviews, analyzes, documents, and disseminates After Action Reports and Improvement Plans of emergency exercises and actual emergency incidents/events

  • Tracks progress against Improvement Plans

  • Investigates, researches, and makes recommendations regarding best practices with respect to emergency management

  • Manage the design and production of documentation in multiple media to train staff to respond efficiently during emergency incidents/events

This position utilizes the tenets and systems of emergency management through authoritative entities, such as but not limited to, the Department of Homeland Security (DHS).

Additionally, other areas of involvement include participation in the Medical Center Emergency Management Committee, implementation and activation of HICS (Hospital Incident Command System), participation in local city and county hospital preparedness meetings, and other committees as required to support preparedness activities across the enterprise.

Will represent Emergency Management at meetings and conferences involving system wide, local government, state and federal levels of authority. Decision-making is based on established procedures and integration/interpretation of relevant laws, regulations and organizational policy; professional best practices; and senior management approvals. Decisions may impact medical center departments, segments of the organization and/or organization-wide.

Required Qualifications

  • Five years experience in Emergency Management, or related field (i.e. Safety or Security Management)

  • Bachelor's Degree and four years of experience in emergency management; or a combination of education and experience

  • Experience in exercise design development and implementation

  • Strong written, verbal and interpersonal communications skills, including advanced political acumen and skill to effectively communicate with diverse constituencies in a highly political environment of business continuity and basics of emergency management

  • Advanced skill to effectively represent the organization to state and federal authorities, and community groups

  • Advanced analytical and organizational skills to organize, prioritize and manage the successful completion of emergency management and business continuity plans, policies, and procedures time constraints

  • Advanced skill to appropriately use technology and relevant scientific equipment as required

  • Demonstrated skills, knowledge and abilities to apply professional knowledge and expertise from disciplines of emergency management and business continuity using original and innovative approaches and techniques to solve complex non-routine problems

  • Demonstrated skills and abilities to recognize trends, develop long-range goals, and analyze data of a complex and variable nature; possesses skills and abilities to negotiate and resolve conflicts involving diverse views and positions and lead diverse groups working complex projects to consensus and resolution

  • Skills in working independently and following through on assignments with minimal direction

  • Ability to establish and maintain cooperative working relationships with co-workers and department personnel

  • Excellent oral and written communication skills necessary to communicate the intent of business continuity plans and basics of emergency management

  • Ability to manage resources and assets (i.e., staff and physical resources) during a dynamic emergency incident/event under varying levels of stress while maintaining professionalism and collaboration

  • Exemplary organization and prioritization skills

  • The flexibility to orient and work at all UCSF Health locations
