BOLI has an opening for one Training and Development Specialist (Learning & Development Specialist 2) position in the Apprenticeship & Training Division. This position will be based in our Portland office. The successful candidate may also be eligible to work a hybrid schedule.

This is a limited duration, full-time, SEIU represented position, scheduled to last through June 30, 2025. There is a chance that this position may become permanent.

What You Will Be Doing

Below is a sampling of job duties. It is not meant to encompass all duties.

  • Provide ATD staff, partner state agencies (HECC, ODE, OED), sponsors, training agents, apprentices, intermediaries, and business associates (Oregon apprenticeship system) with accurate and timely information relating to ORS 660, OAR 839-011, 29 CFR 29, and 29 CFR 30 (registered apprenticeship laws)

  • Develop, research, and write training and presentation materials

  • Present seminars

  • Answer phone calls, emails and web inquiries daily

  • Contribute to at least six new or revised manuals/guides yearly

  • Research and write all materials for unit publications, including handbooks, fact sheets, training materials and presentations, and other informational materials

  • Conduct outreach to partner agencies to work on collaborative efforts to provide training opportunities to meet workforce needs

Working Conditions:

The working environment is fast-paced and may require the ability to work after hours or nontraditional hours at times. The position will require maintenance of tight deadlines and the ability to work on multiple tasks simultaneously, sometimes within short or shifting time frames with frequent interruptions. The work will involve frequent contact with executives, management, and a variety of people both internal and external to the organization which will require the incumbent to exercise diplomacy.

This position requires regular and consistent attendance. The Apprenticeship and Training Division is a small unit that exists to serve the Oregon apprenticeship system. It is crucial that when not conducting training the person in this position is in the office or works from home station to respond to phone calls, email inquiries and walk-in customers.

This Is What You Need to Qualify:

  • Five years of work experience designing, planning, and implementing adult education courses, or applying web-based technologies in a blended learning environment

OR

  • Five years of work experience designing, planning, and implementing organizational development strategies

A bachelor's degree in Education, Organizational Psychology, Business or Public Administration, Training and Development, Human Resources, Organizational Behavior, or related field may substitute for three years of the work experience stated above.

The ideal candidate will possess the following desired skills and attributes:

  • Designing training course objectives, lesson plans, and course materials

  • Developing, designing, and delivering in-person training, instructor-led online training, or eLearning components/deliverables

  • Operating a desktop computer, computer software applications, and platforms

  • Planning, organizing, conducting, and evaluating training techniques

  • Analyzing data and situations accurately and determining an effective course of action

  • Providing leadership and facilitation to groups

  • Public speaking, writing, and presenting information effectively

  • Recognizing and dealing with conflict within a group

  • Assessing individual, program, or organizational development needs, establishing objectives, and specifying the strategies and actions to achieve objectives
