The City of Fort Worth Water Department is seeking an energetic and knowledgeable Training and Development Specialist to join our Organizational Development Team. The Training and Development Specialist will be responsible for the development, implementation, and management of a department wide formal training program. This includes assessing training needs, identifying training gaps, designing training programs, and evaluating the effectiveness of the training program. This position will provide minimal classroom training; rather it will analyze department-wide developmental needs to drive training initiatives, and identify and enact suitable training solutions for employees.

Training and Development Specialist

Key Responsibilities:
  • Communicate/coordinate with division leaders, supervisory staff, and departmental trainers across the organization to assess current employee training programs and needs, identify gaps in training, and develop an annual training plan to meet training needs.

  • Design effective training programs and map out development plans for teams and individuals, which could include seminars, workshops and individual training sessions that will aid in the development of staff and operational efficiencies.

  • Research internal and external resources for courses, literature and materials to be incorporated into the utility wide training program.

  • Work closely with senior administration to identify, manage and coordinate training initiatives and projects that improve efficiency and drive continuous improvement across the organization in support of the business strategic and operational plans.

  • Manage the scheduling of training sessions and maintain the Learning Management System (LMS) Program.

  • Develop and deploy organizational culture change initiatives.

  • Aide in succession planning strategy development.

  • Assist in conducting evaluations to identify areas of improvement with onboarding new employees, programs, and processes.

  • Serve as the central hub or focal point for department wide training data collection and reporting.

Job Requirements:

  • Bachelor's degree in Human Resources, Psychology, Training & Development, Adult Education, Instructional Design or a related field.

  • At least two years of experience in the design of organizational training and development programs.

This position will act as a lead trainer to statewide trainers responsible for training local intellectual and developmental disabilities services (LIDDA) staff and nursing facility providers regarding processes and responsibilities required by the Preadmission Screening and Resident Review (PASRR) process and other LIDDA programs. This position will be responsible for mentoring and advising other trainers on effective training methods and techniques. The selected candidate will be required to observe and evaluate trainers in their delivery, use of visual aids and organization of materials, and will provide input on performance evaluations. The lead trainer is required to plan, assign, and coordinate the scheduling of training to ensure training needs are met. The lead trainer will serve as subject matter expert on program related training, techniques, and methodologies. The lead trainer consults with managers in planning and coordinating training needs; works under minimal supervision with extensive latitude for the use of initiative and independent judgment and acts as liaison for management.Essential Job Functions: Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned. Acts as a mentor/advisor in resolving difficult training problems. Monitors the effective use of training methods and techniques though coaching and facilitation with teams and individual trainers. Acts as a lead trainer for assigned training unit. Observes and evaluates trainers in their delivery, use of visual aids and organization of materials presented. Communicates assignments and deadlines to assigned team members. (35%)Oversees the development of teaching methods and outlines. Handles emergency training situations, issues and problems in the department in the absence of the manager. Schedules, coordinates and conducts training sessions for other trainers. Ensures staff accurately apply program policies and procedures to field practices. (20%)Designs and prepares curricula and course outlines, and selects or develops instructional methods, training aids, manuals, and other materials. Participates in program planning to identify issues relevant to training and develop strategies for implementing training appropriate to program needs. (15%)Facilities training programs and workshops for both internal and external customers. Works with and speaks to agency, community and professional groups to coordinate, improve and stimulate interest in the training program and to increase involvement in agency initiatives. (15%)Reports to the manager on individual and team accomplishments, problems and needs. Provides input into other trainer's performance evaluations. Compiles and evaluates data and prepares and/or reviews reports of administrative information, as required, for team including federal and state reports and other data for consistency in delivery of training and other work accomplishments. (10%)Leads committees and workgroup in generating ideas and making decisions on design, content and formulating new training programs. Reviews and evaluates information on service delivery system and methods, outputs, and activities to identify gaps in resources. Provides consultation to regional and state office manager and conveys agency recommendations to improve the effectiveness of field practices.
