Under the direction of the Child Care Regulation (CCR) Professional Development Division Training and Delivery Manager, the Child Care Regulation Training and Development Specialist V performs advance (senior level) training, planning, and curriculum development for all levels of Child Care Regulation staff who conduct regulatory activities including inspections and investigations in day care and residential child care settings.

Work involves conducting training sessions using a variety of training methods, analyzing training needs and collaboration in curriculum development.

The Training and Development Specialist V work involves identifying and analyzing training needs; designing, developing, and implementing new and custom training programs, courses, workshops, curricula, materials, and competency assessments; coordinating, facilitating, and conducting online and classroom training and workshop sessions; evaluating educational training programs available to agency staff; working in the Regulatory Blackboard learning management system; and participating in workgroups to address statewide initiatives and improvement activities. The CCR Training Specialist V will lead training delivery in-person and in the virtual classroom to support the transfer of learning. The CCR Training Specialist V will be involved in special projects and initiatives as assigned.

The Training and Development Specialist V understands various successful training and teaching methods in the regulatory, inspection, or investigation field to ensure the health and safety of Texans receiving services from licensed providers.

The position interacts routinely with CCR staff at all levels and other professional development staff. This position will travel to conduct training across the state of Texas and will be assigned special projects within the CCR department.

This position will have a focus on the Day Care program primarily delivering training curriculum and works under minimal supervision, with considerable latitude for the use of initiative and independent judgment. This position may be approved to telework up to 5 days per week when not delivering in-person training.

Essential Job Functions:

EJ1 Training Delivery. Facilitates, and conducts classroom, distance, e-learning, or blended training sessions for internal and external stakeholders using effective classroom management techniques, modern training methods, learning management systems, presentation skills, instructional techniques, and various other technologies. Facilitates workshops, conferences, and other meetings for internal and external stakeholders. Plans, develops, and provides specialized and customized training to new and existing CCR staff, including inspector and investigator training, ongoing staff development training, continuing education programs, and technology-based classes. Coordinates training and educational programs, services, and activities. (50%)

EJ2 Curriculum Development. Based on identified training needs, recommends appropriate training and development interventions; develops and designs curricula utilizing instructional design model (ADDIE); edits curricula to maintain current content; develops learning objectives, course outlines, knowledge assessments, training aids, and other materials and products in plain and accessible language meeting tight timeframes. Develops classroom curricula, and e-learning. (10%)

EJ3 Collaboration. Collaborates with leadership, training, quality assurance, compliance, and external partners to successfully build effective relationships to resolve training needs and initiatives. Collaborates with the policies and rules unit to track, plan, and devise solutions for implementing legislation, statutes, rules, and policies. Participates in workgroups addressing statewide initiatives and improvement activities. Stays abreast of current agency practices, assesses and analyzes immediate and emerging training needs of CCR staff, and provides technical expertise and consultation as needed, including identifying short term and long-range training goals. (15%)

EJ4 Project Management. Participates in strategically planning training sessions to support and enhance program improvement. (5%)

EJ5 Regulatory Compliance & Program Support. Maintains knowledge of federal, state, and program standards, updates, and training requirements to serve as a professional resource for CCR staff. Identifies and streamlines processes accordingly. Provides consultation and guidance to internal and external stakeholders. Performs related work as assigned and attends work on a regular and predictable schedule. (10%)

EJ6 Training Effectiveness. Reviews metrics for assessing and evaluating training effectiveness, including course and instructor evaluations, and recommends modifications and improvements as appropriate. Continuously assesses learner retention and satisfaction rates and adjusts. Uses creativity and innovation to transfer knowledge and engage learners successfully. (10%)

Knowledge Skills Abilities:

Knowledge and experience in child care regulation and the ability to apply knowledge to training.

Knowledge in training procedures and adult learning techniques.

Knowledge of group process and group dynamics.

Skill in establishing and maintaining effective working relationships.

Skill in effective verbal communication including public speaking.

Skill in effective written communications including the ability to write training curriculum, procedures, formal communications and to prepare clear and concise reports.

Skill in using the Learning Management System.

Ability to evaluate the effectiveness of training.

Ability to plan and lead special projects.

Ability to make sound decisions under pressure and work independently with moderate supervision.

Skill in working collaboratively with diverse groups of people.

Knowledge of and demonstrate ability to facilitate large groups and instruct others.

Knowledge of and demonstrate ability to apply instructional design and curriculum development principles, to create and evaluate training programs.

Ability to prioritize time and work on multiple projects with multiple deadlines.

Proficient in organization and using basic computer programs for electronic mail, Internet, word processing, and training software.

Registration or Licensure Requirements:

None Initial Selection Criteria:

Bachelor's degree from an accredited four-year college or university is preferred. Education and/or experience equivalent to a four-year college degree may be substituted for the four-year degree.

Clear, well-written and well-organized application.

Experience delivering distance learning and/or classroom training.

Experience in writing, formatting, and/or editing large documents.

Day Care Program experience or related field experience preferred.

Additional Information:

Position may be filled in Austin, DFW, Houston or San Antonio area within a 50-mile radius of an HHSC Child Care Regulatory office location. This position can be approved to telework.
