The Maryland National Capital Park & Planning Commission is a bi-county agency servicing both Montgomery and Prince George's Counties. The park systems are managed in both counties and in Prince George's County, the public's recreation programs are developed and maintained.

We're looking to fill a Trails / Roads and Grounds Principal Parks/Facilities Maintenance Worker-CDL position. In this role, you'll work on a team completing major trail projects, perform maintenance and repairs on stormwater structures, and help to complete large scale grading and construction project renovations all while having a positive impact on our county's climate resilience.

The Maryland-National Capital Park and Planning Commission (M-NCPPC) is a six-time National Recreational and Parks Association Gold Medal Award Winner. The Department of Parks and Recreation, Prince George's County administers thousands of acres of park land; a wide collection of facilities ranging from the oldest continuously operating airport in the world to a minor league baseball stadium; community centers; large multigenerational facilities; and even the recreational programming opportunities within the county. These two positions fall within the Facility Services Division (FSD), the largest Division within the Department of Parks and Recreation, Prince George's County. We provide high-quality maintenance and support services for all parks and recreation facilities. FSD has six (6) major work areas: Fleet Management, Buildings & Structures (Trade Shops), Horticulture & Forestry, Major Maintenance & Inspection, Critical Projects (Heavy Equipment/Roads and Grounds, Sustainability, Aquatic Maintenance) and the Administrative section.

The Trails / Roads and Grounds Principal Parks/Facilities Maintenance Worker-CDL will join the Critical Projects Team within the Facility Services Division. The successful candidates will work under direct supervision performing a wide range of duties related to trail maintenance and upgrades, stormwater Best Management Practices and many other ongoing projects under heavy equipment. This work is highly collaborative in nature and requires an effective team player.

Examples of Important Duties

Safety

  • Utilizes specific personal protection equipment; ensures safeguards are in place.

  • Ensures safety of work areas and sites.

  • Performs critical American with Disabilities Act (ADA) work to remove barriers and maintain compliance.

Operation / Maintenance of Tools and Heavy Equipment

  • Operates heavy and light equipment to perform routine construction and maintenance work (skid steer, front-end loader, excavator, dump trucks with plow and water trucks and hand tools / light equipment such as jack hammers, gas powered saws and chainsaws).

  • Operates complex equipment and vehicles with a gross weight rating requiring a CDL.

  • Removes snow as well as hauls materials and equipment.

  • Inspects and reports on equipment and vehicle needs daily.

  • Provides periodic maintenance of small equipment and tools.

  • Maintains inventory of equipment, tools, and vehicles for crew.

General Labor and Administrative Tasks

  • Reads and interprets blueprints, grade elevations and construction documents.

  • Estimates materials, tools, and equipment needed for daily assignments.

  • Performs routine safety inspection and maintenance of vehicles and equipment.

  • Performs routine maintenance, repairs and construction of park trails both paved and natural surface.

  • Under direct supervision, works with crew members on tasks related to grading, construction projects, trails and other specialized assignments within the parks.

  • Conducts maintenance and repairs on stormwater structuressuch as dry ponds, submerged gravel wetlands, bioretention swales, wet ponds, and rain gardens using stormwater BMP's.

  • Maintains knowledge of current practices, equipment, and technology related to job duties through certification, training, and continuing education programs; attendance at professional seminars and conferences; and informal exchanges of professional information.

Important Skills and Characteristics

  • Skilled in problem solving, interpreting blueprints, drawings and other specifications.

  • Excellent communication and interpersonal skills to build and maintain relationships.

  • Skilled in the operation of a skid steer, front-end loader, excavator, dump trucks with plows, water trucks and other heavy equipment machinery as well as hand tools including jack hammers, gas powered saws and chainsaws.

Preferred Qualifications

  • Considerable knowledge of: (1) equipment operation; (2) industry best practices; (3) grading; (4) Commission activities, organization, policies, procedures*; (5) trail maintenance; and (6) regulatory compliance including Federal, State and Local governments.

  • Possess a valid Class A CDL with appropriate endorsements upon appointment, OR the ability to acquire one within six (6) months of hire.

  • Knowledge of Maryland Occupational Safety and Health (MOSH), Occupational Safety and Health Administration (OSHA), and Department of Motor Vehicles standards of specialized equipment used in operation and safety.

  • Construction and excavating experience.

  • Knowledge of heavy equipment operation procedures and characteristics.

Working Conditions

The selected candidate for this position will primarily work outside and will be exposed to all types of weather. Working on weekends, evenings, and holidays may be required for special events. The incumbent may be exposed to weather, dirt, waste, odors, caustic chemicals, pesticides, wildlife, and potentially harmful insects. This position will be required to report during snow/weather events.

Salary Range $40,710- $72,101

(Work Hours 6:00 am - 2:45 pm)

Minimum Qualifications

  • High school diploma or Certificate of General Educational Development (GED).

  • Four (4) years of progressively responsible experience in groundskeeping, building maintenance or park maintenance.

  • An equivalent combination of education and experience may be substituted, which together total four (4) years.

  • Valid driver's license in accordance with both State and Commission rules and regulations. Driver's license must be unencumbered by restrictions, revocations, suspensions, or points that could limit the employee's ability to drive Commission vehicles or perform driving duties required of their position.

  • Pass Commission medical examination.
