Job Summary

This position is located in the District Department of Transportation, (DDOT), Operations Administration. The purpose of this position is to maintain situational awareness within the District of Columbia about Traffic Management and Operations. The Traffic System Operator will work to analyze, recognize, and monitor incidents and potentially emerging incidents that will or could affect major traffic routes.

Duties and Responsibilities

The incumbent monitor's operation and function of the Traffic Management System. The Traffic Systems Operators' primary mission is to be aware of but not limited to, Special Events, Traffic Incidents, Traffic Congestion, Construction Sites, and Utility Work Zones.

Uses Phone or two-way radio to contact appropriate party-maintenance or engineering personnel to respond to operational or traffic events. Serves as Dispatcher in Main Traffic Control Center for Roadway Operations Patrol Units. Alerts traffic signal maintenance personnel to respond to traffic signal incidents.

Maintains and updates the location and status of all traffic incidents, as well as the recording of damaged assets. Incumbent will handle Non-Injury Crashes directly from citizens traveling the roadways. Receives, evaluates, and establishes the priority of, and assigns incoming trouble calls to available service units from various agencies.

Performs a mixture of typing and investigative work for the Division which requires knowledge of specialized subject matter relating to the responsibilities of various DDOT and DPW activities and contents and use of the Division's records of the operations and maintenance of the transportation network system. Responsible for daily data entry of Incident reports into a computerized database.

Maintains the level of quality records entered into a database.

Maintains the record of the status of each event, closes out events when appropriate, and processes follow-up messages. Operates the closed-circuit television surveillance system and the computerized sub-systems that support the surveillance system.

Qualifications and Education

Specialized Experience: Specialized experience is an experience that is directly related to the position and has equipped the individual with the knowledge, skills, and abilities to successfully perform the duties of the position.

To be creditable, the incumbent must possess at least one (1) year of specialized experience equivalent to the next lower grade level in the normal line of progression. Knowledge of division policies, procedures, and operational responsibilities as developed through training and experience. Incumbent uses this knowledge and experience to monitor traffic flow and operation of the transportation management system and respond to incidents and events as appropriate.

Incumbent performs a wide variety of assignments and works with various agencies to coordinate traffic situation responses. Knowledge of the city street systems to determine the exact location of signal malfunctions. Experience in Geographical Information Systems.

Knowledge of regulations and procedures governing the preparation and maintenance of records and request forms necessary to deal with daily operational functions. Skill in operating traffic signal management systems, freeway surveillance systems, Closed Circuit Television surveillance systems, and various electronic and computerized subsystems that support these major systems.

High School Diploma or its equivalent.

A minimum of two (2) years of work experience is highly desired.

Licensures and Certifications

Must possess and maintain a valid driver's license.

Work Conditions/ Environment

Work is performed in an office setting. There is a high level of activity/noise due to the constant or nearly constant voice transmissions occurring around the duty station. The work area is adequately lighted, heated, and ventilated.

Collective Bargaining Unit (Union): This position is in the collective bargaining unit (union) represented by AFGE Local 1975 and you may be required to pay union dues through direct payroll deduction.

Position Designation: The position has been deemed security-sensitive, pursuant to section 410 of Chapter 4 of the D.C.

Personnel Regulations. Accordingly, the incumbent will be subject to pre-employment checks (criminal background checks, consumer credit checks, traffic record checks, if applicable) as a condition of employment, and will be subject to periodic criminal background checks for the duration of your tenure

Emergency Designation: This position has been designated as an essential employee position under the provisions of the District Personnel Manual, Chapter 12.

As such, your services may be required in emergency situations to perform crucial duties, i.e., snow removal, debris removal, transportation, shelter operation, food distribution, and communications. These duties may be performed. When the government is closed or when most employees and dismissed early.

Employees are required to work rotating shifts, including evenings, nights, weekends, and holidays. Employees are considered emergency personnel and are subject to call-in 24 hours a day and will be required to provide the employing agency with a telephone number where they can be reached.
