Summary

The successful candidate will perform traffic signal repair and maintenance work in support of the goals and mission of the Traffic Signals Program in the Public Works Department.

Traffic Signal Technician I-III Salary Range:

TST I (PG 209): Hiring Range $36,997 - $49,015; (Full Pay Range $36,997 - $61,034)

TST II (PG 211): Hiring Range $40,789 - $54,039; (Full Pay Range $40,789 - $67,289)

TST III (PG 213): Hiring Range $44,969 - $59,578; (Full Pay Range $44,969 - $74,186)

Traffic Signal Technician I:

This is an excellent entry-level apprenticeship position within-house and third-party certification training provided by the Town.

The purpose of this position is to repair all traffic signals in the Town. This is accomplished by providing daily maintenance, performing periodic inspections, and use of bucket truck and specialized equipment. Other duties may include troubleshooting school zone flashing beacons, locating utilities, and generating reports as directed by supervisor and maintaining signs. Position will take emergency calls on a rotation basis with a certified technician until qualified to take call independently.

Traffic Signal Technician II:

The purpose of this position is to troubleshoot the traffic signals to prevent and solve problems. This is accomplished by maintaining a repair schedule and keeping updated records in the computer. Other duties include using a bucket truck and specialized equipment to make necessary repairs, locating utilities, being on call for emergencies on a rotation basis and other town activities.

Traffic Signal Technician III:

The purpose of this position is to install, repair and program computerized traffic signals to provide safe and efficient traffic control. The Traffic Signal Technician is responsible for the installation, maintenance, and repair of traffic signals, and the programming of computerized electronic traffic signals. Other duties include using a bucket truck and specialized equipment to make necessary repairs, locating utilities, being on call for emergencies on a rotation basis and other town activities.

Essential Functions

Traffic Signal Technician I:

• Assists in inspections and maintenance of traffic signal system;

• May occasionally be assigned work in the traffic operation room; operates cameras; and communicates with personnel;

• Surveys downtown street lighting for burned out LEDs and proper operation and other areas as needed and reports problems;

• Installs traffic devices for work zones and special events;

• Performs other duties as assigned.

Traffic Signal Technician II:

• Maintains traffic signals; performs regular maintenance; responds to citizen complaints and emergency calls;

• Uses utility locator and diagnostic tools in troubleshooting fiber optic cables;

• Performs inspections; provides accurate documentation and meets contractors on job site; maintains records; responds to all traffic signal outages;

• Performs other duties as assigned.

Traffic Signal Technician III:

• Inspects equipment; identifies the cause of errors or other problems; conducts fiber optic troubleshooting;

• Repairs and maintains electronic equipment; services, calibrates, regulates, and tests equipment;

• Analyzes data, makes decisions, and solves problems; identifies principles facets of information; evaluates results to decide the best solution; implements traffic control plans.

• Performs other duties as assigned.

SUPERVISION EXERCISED

Lead others as assigned.

PHYSICAL DEMANDS

The work is typically performed while standing or stooping, with intermittent sitting or crouching, or working at heights, and requires the ability to distinguish between shades of color and pass a standard test for color blindness. The employee uses equipment requiring a high degree of dexterity and strength.

WORK ENVIRONMENT

The work is typically performed in the outdoors in various weather conditions and at work sites.

Minimum Qualifications

An equivalent combination of education and experience that would provide the required knowledge, skills, and abilities to perform the duties of the job.

KNOWLEDGE OF:

All Levels:

• Fundamentals of electricity or working with electronics

Traffic Signal Technician I:

• Basic knowledge of electricity

• Demonstrated satisfactory level of skill in reading and interpreting circuit diagrams (once IMSA certified).

Traffic Signal Technician II:

• NCDOT Traffic Signal Specifications Manual

• Fiber optic troubleshooting

• Working knowledge of the traffic signal systemsoftware, trends, and practices and the ability to operate the closed-loop system

• Manual on Uniform Traffic Control Devices and the NCDOT Specifications Manual.

Traffic Signal Technician III:

• Well-versed in traffic signal systemsoftware, trends, and practices, and the ability to operate the closed-loop system

• Fiber optic troubleshooting

• Manual on Uniform Traffic Control Devices and the NCDOT Specifications Manual.

Traffic Signal Technician I:

• Read and interpret maps, basic blueprints, manuals, and data;

• Operate a bucket truck.

Traffic Signal Technician II (Experienced):

• Use volt/ohm meter, megohmeter, conflict monitor tester, utility locater, NEMA traffic signal controller test board, ground testing meter, oscilloscope, curve tracer, and soldering station;

• Program traffic controllers;

• Read and interpret traffic plans.

Traffic Signal Technician III (Highly Experienced):

• Troubleshoot and maintain the traffic signal system software and equipment, including wiring and replacing traffic control cabinets, traffic signal heads, and overseeing emergency repairs by third party contractors.

EDUCATION

All Levels - A high school diploma or equivalent or an equivalent combination of education and experience that provides the required knowledge, skills, and ability to perform the job duties.

EXPERIENCE

Traffic Signal Technician I - Entry-level position with knowledge of and/or experience in basics of electricity or electronics. This is an excellent entry-level apprenticeship position.

Traffic Signal Technician II - Two-year degree in electricity/electronics or equivalent and 3 years of related experience OR 4 years of traffic signal experience.

Traffic Signal Technician III - Two-year degree in electricity/electronics or equivalent and 4 years of related experience OR 6 years of traffic signal experience.

CERTIFICATION

All Levels:

• A valid driver's license issued by the State of North Carolina

Traffic Signal Technician I:

• Ability to complete in-house training related to Demonstrated Ability/Skills Required for Troubleshooting Traffic Signal Failures within 6 months of employment;

• Successful completion of IMSA Work Zone Safety course within 12 months of employment; and

• Ability to obtain and maintain IMSA Level I Traffic Signal Tech Certification.

Traffic Signal Technician II*:

• Current IMSA Level II Traffic Signal Certification; and

• Ability to obtain a NC CDL Class B within 6 months.

Traffic Signal Technician III*:

• Current IMSA Level III Traffic Signal Certification and Bench Repair or Field Technician; and

• NC CDL Class B.

• There may be times when we recruit for a higher-level position in which the top candidate does not meet all of our internal criteria. In those situations, special conditions may be imposed with a reasonable timeline to meet necessary certification requirements.

The Public Works Department pays for training, testing, and dues for any certifications required to complete the duties of the position.
