GENERAL STATEMENT OF JOB

Operates and maintains the County's computerized traffic signal system and traffic system database.

EXAMPLES OF WORK

  • Provides technical expertise related to the design, implementation, operation and maintenance of Okaloosa County's Advance Traffic Control System (ATCS).

  • Conducts/coordinates traffic signal timing projects, special timing and emergency timing strategies for evacuations.

  • Monitors existing arterial coordination timing plans.

  • Assists the Traffic Signal Operations staff in troubleshooting signal operations, malfunctions and programing of signal timing inputs and database management of the ATCS.

  • Prepares technical reports to FDOT for annual reports, and to contractors or other external parties for signal timing requests, and other technical requests related to the ATCS.

  • Maintains traffic system database, intersection maps, drawings, and charts that illustrate area-wide network of communications.

  • Assists Signal Operations and IT Department with fiber optic communications and/or controller equipment testing and troubleshooting when failures occur.

  • Responds promptly to requests from citizens and public officials.

  • Performs other duties as assigned.

MINIMUM QUALIFICATIONS

Education, Training, and Experience: Bachelor's degree in Traffic or Civil Engineering, or closely related field supplemented by three (3) years of experience in designing, operating or maintaining signal systems; or an equivalent combination of education, training and experience which provides the required knowledge, skills and abilities.

Experience with communication systems and networks, database management, and fiber optic networks preferred. Familiarity with Windows administration and networking is preferred.

Licenses and/or Certifications: Requires a valid driver license. Requires the ability to acquire certification as a Professional Engineer in Florida within six (6) months of employment.

OTHER REQUIREMENTS

Physical Requirements: Requires the ability to operate office equipment, to include computers, copy/fax machines, and any related peripherals.

Must be able to exert up to 10 pounds of force occasionally or a negligible amount of force frequently to lift, carry, push, pull or otherwise move objects. Must be able to work for sustained periods of exposure to outside atmospheric conditions. This position requires the ability to be stationary in a sitting position for prolonged periods of time. Physical demands are essentially those of sedentary work.

Language Ability: Requires the ability to communicate effectively in English, including the ability to convey, record and exchange information; requires the ability to explain procedures and to give, receive and follow oral and written instructions.

Must be able to read a variety of moderately complex technical data, policy and procedure manuals, codes, professional journals. Requires the ability to prepare forms and reports using prescribed formats, and adhering to all rules of grammar, spelling, diction and punctuation. Requires the ability to communicate with a broad array of individuals from various professional backgrounds.

Intelligence: Requires the ability to apply principles of logical and scientific thinking to define problems, collect data, establish facts and draw valid conclusions; to interpret a variety of technical instructions in written, mathematical or diagrammatic form; to make independent judgments; to acquire knowledge of topics related to primary occupation.

Requires the application of moderate to long range planning principles and techniques. Requires the application of principles of influence systems and synthesis functions.

Numerical Aptitude: Requires the ability to add and subtract totals, multiply and divide, use decimals and determine percentages, to determine weight; compute discount, profit and loss, ratio and proportion; interpret graphs; perform engineering and statistical calculations; utilize geometric and algebraic principles.

Interpersonal Temperament: Requires the ability to deal with people beyond receiving instructions.

Must be adaptable to performing under stress when confronted with frequent deadlines. Requires the ability to exercise consistent tact and courtesy in frequent contact with various professionals, county staff and the general public.
