Description of Work

Position Definition: Performs skilled and technical work in the installation, repair and routine maintenance of traffic signal equipment, traffic signage, roadway and parking lot lighting, traffic cameras, video detection, and emergency vehicle pre-emption.

Example of Duties: Installs, maintains, tests, modifies, adjusts, overhauls, troubleshoots and repairs a variety of electrical systems, magnetic devices and used to monitor and control traffic signal systems, including traffic signals, controllers, emergency vehicle pre-emption, communication, video, and loop detection, as well as other cabinet components and ITS devices.

Performs signal head modifications and intersection infrastructure construction. Maintains traffic signal system hardware, including signal and pedestrian heads, mast arms, back plates, visors, and LED lenses. Troubleshoots signal malfunctions.

Installs, adjusts, and replaces video detection and traffic cameras. Pulls, repairs, and installs wires in signal heads, conduit, and bases. Maintains school crossing and other warning beacons including time clock and flasher programming.

Installs, repairs and replaces traffic control signs and posts using aerial lift truck, hydraulic-powered driver and puller. Assists in installing, repairing, and maintaining streetlight systems. Places work zone traffic control during maintenance operations to comply with the Manual of Uniform Traffic Control Devices.

Operates various hand and power tools and a bucket truck in the performance of duties. Collects traffic data and monitors traffic signal operations. Conducts traffic counts as assigned including the placement of traffic counters Citywide.

Keeps accurate records of maintenance, repair and daily activity and keep basic records and reports up to date. Maintains an inventory of traffic equipment and prepares reports regarding conditions, supply and replacement needs. Responsible for general housekeeping of work areas and work vehicles.

Also responsible for re-stocking work vehicles and storage areas. Serves a role in support of citizen engagement and work order solutions. Stand-by and overtime availability are required, candidates will be expected to respond to after hours for service and repair callouts including emergency situations when traffic signal equipment requires immediate repair.

Additional Duties: Assists traffic signal technician in the repair and maintenance of related traffic control equipment when needed. Performs call before you dig which includes marking out traffic signal utilities as necessary and other tasks as assigned by traffic engineer or their designee.

Supervised By:Receives general supervision from Traffic Engineer or Traffic Signal Supervisor.

Required Knowledge, Skills and Abilities

Knowledge of the principles of electric theory and terminology. Knowledge of the methods, equipment and materials used in testing, repairing and maintenance of electric and electronic components of the traffic signal system, fiber optics, camera systems and parking lot lighting.

Knowledge of the principles, concepts and requirements contained in the Manual on Uniform Traffic Control Devices (MUTCD). Knowledge of the requirements for Work Zone Traffic Control in roadway construction and maintenance operations. Knowledge of safety procedures for the electrical trade and for working on public streets. Ability to read and work with traffic signal plans, blue prints and complex wiring diagrams.

Ability to operate a personal computer. Ability to write reports in a clear and concise manner. Ability to operate a bucket truck, aerial lift truck, hydraulic post driver and puller, underground locator, generator, pumps, electrical test equipment, banding machine and various power and hand tools.

Ability to lift and carry objects weighing fifty up to (50) pounds. Ability to walk, climb, maneuver around buildings and on uneven terrain. Ability to climb and work from ladders.

Ability to work in extreme weather conditions including heat, cold, rain or snow. Ability to establish and maintain effective working relationships with other employees.

Minimum Qualifications

Associates Degree in electrical engineering, electronic engineering, electrical technology, computer technology, automotive technology, electrical construction and maintenance, or electronic technology and one year experience in the installation, repair, or maintenance of traffic signal equipment and/or intelligent transportation systems or commercial, industrial or military electronic/electrical integrated systems components; or military training in an electronics field including completion of an electronic/electrical school program and two (2) years' experience described above; or Graduation from a high school technical electricity/electronics education program or a program issued by a recognized education authority and three years' experience described above.

Special Licenses/Certifications AND/OR Supplemental Information

Licenses and Certifications:Connecticut Commercial Driver License (CDL); Bucket Truck Safety Training/Certification within one (1) year of employment; Certification by International Municipal Signal Association (IMSA) for Work Zone Traffic Control Safety OR Connecticut Road Master Program Work Zone Safety Certificate within one (1) year of employment; IMSA Level 1 Traffic Signal Certification OR Level 1 Connecticut Traffic Signal Technician Certification within one (1) year of employment; and, IMSA Level 2 Traffic Signal Certification OR Level 2 Connecticut Traffic Signal Technician Certification within two (2) years of employment. IMSA Roadway Lighting Certification within two (2) years of employment. Failure to obtain and maintain required licenses and certifications may result in termination.

This position is a Grade 10.
