About the Job

The Traffic Operations Engineer Supervisor is responsible for the development, implemation and operation of software, hardware and technologies deployed in the Traffic Management Division. The incumbent is responsible for the analysis and reporting of freeway operations metrics as well as the identification of mobility issues and deployment of mitigations. The incumbent is responsible to achieve and maintain a high degree of technical expertise of the proper function, design and operation of complete traffic systems and subsystems including communications, control hardware and software. The incumbant is responsible for the supervision of the Freeway Operations section.

A Day in the Life

  • Supervises and manges engineering and technical staff and resources in assigned area.

  • Responsible for development, administration, maintenance and operation of the ATMS system.

  • Responsible for identification, evaluation and mitigation of mobility issues on both freeway sections of INDOT highways. This is done through the utilization of the latest technologies and procedures identified through Traffic Management staff, Purdue Staff, JTRP projects, National research and other states.

  • Extensive knowledge of all ITS devices across the entire state, including location, purpose, and function of Vehicle Detectors, Closed Circuit Television (CCTV) Cameras, Dynamic Message Signs (DMS) and Travel Time Signs;

  • Assists the division in the review and activation of new devices in construction projects, including full Advanced Traffic Management System (ATMS) deployments, and other large contracts across the state that include ITS devices;

  • Responsible for the administration, maintenance and operation of INDOT's central signal system.

  • Participates in Quality Assurance(QA)/Quality Control(QC) programs to ensure policy and best practices are actively deployed;

  • Coordinates with multi-jurisdictional governmental units and/or officials (i.e. Federal Highway Administration, local authorities and county officials, consultants, private industries and general public)relating to the agency's activities;

  • Investigates freeway operations complaints;

  • Assists in the review of plans and contracts for new and modernized ITS systems;

  • Maintain INDOT's statewide ITS Arcitecture

  • Perform and maintain systems engineering analysis for Traffic Management Projects

  • Operates and installs control, communications, detection and traffic data management systems;

  • Performs other duties as assigned.

Supervisory Responsibilities/Direct Reports:

This position is responsible for the direct supervision of two Engineers and Traffic System Analyst.

This position requires the ability to train and professionally develop assigned staff.

Physical Effort:

A large portion of the responsibilities require the incumbent to work in the office about 90% of the time and outdoors and in a vehicle about 10% of the time.

Working Conditions:

Flexible work schedule and limited overnight travel is required.

What We're Looking For

  • Must have a Bachelor of Science degree in Civil Engineering from an ABET accredited school;

  • Must have a Professional Engineer license in Indiana;

  • Must have an Indiana drivers license;

  • General knowledge in traffic engineering,;

  • Ability to work specifically with traffic control equipment and technical and computer networks;

  • General knowledge of construction, maintenance and traffic practices and methods obtained through field experience;

  • Must have the ability to read and interpret a wide variety of contracts, plans, laws, administrative rules and regulations;

  • Broad knowledge and understanding of state of the art methods, materials, and procedures for cost effective highway construction, maintenance, and traffic operations;

  • Must have excellent oral and written communication skills;

  • Must be willing to travel throughout the state, working with district crews;

  • Basic knowledge of agency;

  • Must be able to read and interpret specifications, standards, and policy and apply to operations;

  • Ability to work in a multi-disciplinary team environment;

  • Must be able to work independently;

  • Outstanding interpersonal skills, able to build relationships and establish credibility;

  • Ability to work with internal and external customers to assess needs, provide assistance, resolve problems, and satisfy expectations.

A Day in the Life * Assists the District Fleet & Facilities Manager with the daily operations of the Facilities Department and District fleet management; * Acts on behalf of the Fleet & Facilities Manager in his/her absence. * Researches CMMS (WMS) and CFMS (M5) for data and generates data/reports on facilities and fleet inventory and maintenance. * Generates spreadsheets and correspondence using MS Office. * Provides supervision, prioritization, instruction and training for safe and efficient completion of work by assigned staff; * Oversees the work of outside contractors; making sure assigned work is completed appropriately and as scheduled, as well as in a safe and efficient manner; * Provides supervision/management (e.g., recommendations for hiring/disciplinary action, staffing, coaching, performance management, reviewing/approving time worked and leave requests), and instructs/trains assigned staff or others as directed by facility management; * Identifies, makes recommendations to the proper parties, and takes appropriate action to ensure timely correction of maintenance issues/problems at all district facilities; * Oversees operation and maintenance ensuring that supervised employees accomplish service requests and preventive work orders by a scheduled finish date; * Oversees operation and maintenance of the facility and/ or buildings to minimize the interruption of service to the various operations; * Assists with implementation/improvement of operational programs, procedures, and project planning; * Supports and suggests activities that will improve customer satisfaction from both public and staff perspectives; * Assists in ensuring that the facility and grounds are in a constant state of survey readiness from a maintenance perspective; * Completes Work Order documentation associated with assigned and daily activities; * Provides data for daily/ weekly updates to day cards, WMS; * Performs other duties as assigned/required.
