This position performs professional-level and technical engineering work within the Engineering Division with responsibility for supporting the City's Transportation System. Major responsibilities include, but are not limited to, supporting the development and management of traffic/transportation programs and budgets to include the Arterial Street Fund, the Local Street and Arterial Street Preservation Funds, and portions of other General Funds related to the Transportation System; providing support to the Senior Traffic Engineer and City Engineer for transportation issues; and representing the City's concerns with adjacent jurisdictions, funding agencies, and boards. This position may supervise subordinate technical and professional staff as assigned.
Supports the City's transportation grant program by researching grant and other funding opportunities, preparing grant and loan applications, coordinating grant applications to define scope, costs, and schedules, delivering presentations that promote the grant applications, and working with Transportation Planning Staff to ensure the grant applications support and adhere to the City's transportation planning efforts.
Evaluates development proposals/applications to determine impacts on the transportation system and for regulatory/policy conformance and/or makes recommendations for mitigation, facility extensions, paybacks, participation, and/or design alternatives, as applicable.
Supports the coordination of interagency issues with Washington State Department of Transportation (WSDOT), Public Works Trust Fund (PWTF), Puget sound Regional Council (PRSC), various grant agencies, and other local agencies for the purposes of special and emerging project funding considerations
Oversees and performs transportation-related reviews and technical assistance in support of development applications and City capital projects.
Prepares traffic studies and reports in support of transportation projects and initiatives.
Supports Transportation Planning staff in evaluating and determining appropriate mitigation to offset development project impacts in accordance with City Policies and the State Environmental Policy Act (SEPA); supports the planning, development, and implementation of the Neighborhood Traffic Calming Program by providing technical analysis and review of proposed improvements; recommends items for inclusion within the program.
Administers traffic engineering records collection and management (volumes, speeds, accidents, etc.)
In coordination with the Senior Traffic Engineer, manages and implements the local and arterial street preservation programs dedicated to improving the community's streets, including the completion of annual reporting.
Oversees small transportation projects and contracts such as routine maintenance contracts, channelization modifications, annual bridge inspections, and other system improvements.
Supports the development of budgets for transportation activities including consideration of necessary funding and staffing allocations; coordinates with the Street and Vegetation staff for the development of street maintenance budgets.
Assists and works in coordination with the Transportation Planning staff on the planning, coordinating, developing, and adopting of the Comprehensive Transportation Plan and Six-Year Transportation Improvement Plan, the transportation element portion of the Capital Facilities Plan, associated updates/amendments, and special studies including coordination with general engineering services staff and utility staff on project scopes and costs.
Coordinates with Maintenance and Operations Services on program priorities for transportation-related projects; works with the Senior Traffic Engineer to most effectively accomplish priorities.
Supports the management and tracking of customer requests that are processed by Transportation Engineering staff.
Reviews and updates traffic ordinances for review by the Senior Traffic Engineer; e.g., speed limits, parking controls, truck restriction, etc.
Provides traffic engineering technical guidance to staff; helps determine alternative solutions to complex technical problems; writes position papers; identifies potential policy, procedures, criteria, or other regulatory implications.
Performs transportation studies to forecast and project system needs, and evaluates system performance including travel time, delay, traffic counts, speed studies, origin & destination, capacity analysis, and other related studies.
Provides input to the Senior Traffic Engineer in the review and approval of Engineering Division construction documents and Engineering Design and Construction Standards with respect to geometric design, traffic safety, and conformance with the Comprehensive Transportation Plan and City policies.
Coordinates with, and supports, the Senior Traffic Engineer as necessary to provide an interface to existing or emerging transportation associations, taskforces, advisory groups, and/or other entities responsible for developing, coordinating, and maintaining strategic planning initiatives and interlocal issues.
Maintains communications with the public through local media and personal contact concerning transportation matters; attends appropriate public meetings and makes presentations to the City Council, Planning Commission, Hearing Examiner, Transportation. Advisory Board, Transportation Benefit District, public agencies, and other civic groups; ensures staffing is provided for regional forums as appropriate.
Supports the management of the Transportation Advisory Board, including setting of agendas, and assisting the Board during meetings.
Supports the collection and maintenance of traffic data to include turn movement counts, daily volume counts, traffic collision information, vehicle classification studies, and other related traffic studies.
Supports the collection and maintenance of pavement, sidewalk, signs, and markings data for transportation infrastructure management.
Develops and manages the City's traffic impact fee program and the release or collection on previous traffic mitigation agreements.
Assists with preparation of emergency response procedures including those required dealing with adverse weather conditions.
May supervise and evaluate the performance of assigned staff; evaluate, counsel, and recommend formal recognition or discipline for personnel, as appropriate; evaluate training needs and staffing requirements; assign, prioritize, schedule, supervise, and inspect work to ensure efficient, effective, and quality day-to-day work of the staff engaged in assigned projects verifying quality and quantity of work.
May resolve workflow issues and conflicts, evaluate current practices, and suggest improved work methods and procedures to make more efficient use of staff and employees in order to implement approved changes.
Maintains knowledge of engineering principles and standards particularly related to transportation and traffic systems, municipal engineering procedures and practices, contract administration, Federal, State, and City laws, and policies regulating transportation operations, maintenance, design, and construction.
Prepares the annual Safety Priority Index System (SPIS) report.
Prepares, updates, and coordinates with other staff to implement the City ADA transition plan and monitors and reports on the progress towards meeting transition goals.

MINIMUM REQUIRED EDUCATION AND EXPERIENCE
Bachelor of Science degree in Civil Engineering AND five (5) years of successful civil engineering experience and successful grant writing experience: OR a combination of education, training, and experience that would indicate successful completion of the essential job functions listed above. Two years of successful transportation engineering experience in an engineering setting is highly desirable; municipal engineering experience is highly desirable; Professional Engineering (PE) License is highly desirable.
LICENSES AND CERTIFICATIONS
Possess and retain a valid Washington State Driver's License during tenure of employment, without impending loss at time of appointment.
The employee works both indoors in a clean, climate-controlled workspace and outdoors, sometimes during inclement weather. The employee is required to sit, talk, and hear; frequently required to use hands to finger, feel, and/or handle writing utensils, computers, and office supplies, which require repetitive arm, wrist, and hand movement. The employee is occasionally required to stand and reach with arms and hands, climb, balance, stoop, kneel, crouch, bend, crawl, and/or walk for long distances. Specific vision abilities include close, distant, color, peripheral vision, depth perception, and the ability to adjust focus. The employee is occasionally required to lift and/or move up to 25 pounds. The employee may visit job sites that require walking on uneven, rocky, or rough ground. The position requires mental acuity to ensure thorough mental analysis of situations in a fast-paced environment. The employee is required to maintain confidentiality of information within the department. The employee may be required to deal with irate, disgruntled, and sometimes hostile individuals requiring the use of conflict management skills. The employee is frequently required to perform work in confidence and under pressure for deadlines, and is required to maintain professional composure, tact, patience, and courtesy at all times.
The employee works under the general supervision of the Senior Traffic Engineer and performs work independently within established procedures and professional standards. The employee consults with the supervisor on special project requirements and questions of policy prior to implementation. The position may supervise professional and technical staff. Completed work is reviewed for accuracy and conformance to instructions or project goals through discussions, reports, meetings and periodic formal performance evaluations.
