CONDITIONS OF EMPLOYMENT:

  • Possession of a valid Oklahoma driver's license with an acceptable driving record.

  • Must be 21 years of age.

POSITION PURPOSE: To ensure the safety and quality of transportation for City of Enid residents through the installation and preventative and corrective maintenance of arterial, residential, and commercial traffic signal, pedestrian, and school crossing lights.

ESSENTIAL FUNCTIONS AND BASIC DUTIES

  • Install various new traffic signal equipment at specified locations and update existing equipment.

  • Install, replace, or adjust filters, light bulbs, screws, bolts, washers, luminaries, poles, load switches, controllers, and associated equipment to adjust and maintain traffic signal equipment.

  • Inspect traffic signal systems' equipment, and components to identify hazards, defects, and the need for adjustment, replacement, or repair, and to ensure compliance with codes.

  • Test traffic signals' systems and continuity of circuits in electrical wiring, equipment, and fixtures, using testing devices such as ohmmeters, voltmeters, and oscilloscopes, to ensure compatibility and safety of system.

  • Diagnose malfunctioning traffic signal apparatus and components, using test equipment and hand tools, to locate the cause of a breakdown and correct the problem.

  • Advise management on whether continued operation of equipment could be hazardous.

  • Plan layout and installation of electrical wiring, equipment and fixtures, based on job specifications and local codes.

  • Remove, rebuild, or replace existing traffic structures to include the removal of concrete.

  • Design and create regulatory, warning, construction, guide, school, recreation, and custom signs, and street markers.

  • Apply City of Enid vehicle door logos and numbers and Police and Fire Department vehicle decals.

  • Set up or remove barricades, traffic cones, warning signs, or similar objects to provide traffic control on work sites.

  • Install and monitor traffic count equipment.

  • Operate bucket truck, trencher, backhoe, and front-end loader.

  • Maintain current apprentice license to meet governmental regulations.

  • Provide assistance to other departments as needed.

  • Perform other duties as required.

PERFORMANCE MEASUREMENTS

  • The Technical Services Department runs smoothly and efficiently.

  • A preventive maintenance program is followed resulting in lower repair costs and reduced motor vehicle accident rates.

  • Equipment is well maintained, and replacement schedule is in place and periodically updated.

  • Effective working relations exist with City personnel.

  • New employees are well trained and assisted. Management is appropriately informed.

  • Employee understands and adheres to applicable safety policies.

  • The City's professional reputation is maintained.

QUALIFICATIONS

EDUCATION/EXPERIENCE:

High school diploma or general education degree (GED); or 6 months related experience; or equivalent combination of education and experience.

CERTIFICATES/LICENSES:

IMSA Level 1 Signal Technician certification within 2 years of employment.

IMSA Work Zone Safety Temporary Traffic Control Certification within 1 year of employment.

REQUIRED KNOWLEDGE:

Electrical: Basic electrical knowledge and electrical safety knowledge.

Mechanical: Knowledge of machines and tools, including their designs, uses, repair, safety, and maintenance.

Public Safety and Security: Knowledge of relevant equipment, policies, procedures, and strategies to promote effective local, state, or national security operations for the protection of people, data, property, and institutions.

SKILLS/ABILITIES:

  • Handle multiple tasks simultaneously.

  • Accurate and attentive to detail.

  • Familiarity with heights and electrical voltage.

  • Good communications and public relations abilities.

  • Basic typing and computer application skills.

  • Ability to assist and support others.

  • Able to operate telephone, PC, copier, and other basic business machines.

PHYSICAL & MENTAL ACTIVITIES AND REQUIREMENTS OF THIS POSITION

FINGER DEXTERITY:

Manual dexterity sufficient to reach/handle items; works with the fingers and perceives attributes of objects and materials.

VISUAL ABILITIES:

Normal vision, with or without corrective lenses.

Color vision.

Peripheral vision.

PHYSICAL STRENGTH:

PDC Level:  Very Heavy Employee lifts/carries 50 lbs occasionally (less than 33% of the time or 1-100 times per day); exert push/pull force of 100 lbs. occasionally.  Extensive physical activity required performing strenuous daily activities of a mechanical nature.  Frequent standing, over the head reaching and lifting, twisting, carrying, climbing, and balancing required. Periodic shoveling requiring lifting from ground to waist to shoulder.

LANGUAGE/COMPREHENSION:

Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals.  Ability to write routine reports and correspondence. Ability to speak effectively before groups of customers or employees of organization.

REASONING ABILITY:

Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists.  Ability to interpret a variety of instructions furnished in written, oral diagram, or schedule forms.

MATHEMATICS ABILITY:

Ability to apply advanced mathematical concepts such as exponents.  Ability to apply mathematical operations to such tasks as frequency distribution, determination of test reliability and validity, analysis of variance, correlation techniques, sampling theory, and factor analysis.

WORK SCHEDULE/HOURS:

Regular - 8-hour shift, typically 7:00 a.m. to 3:30 p.m., Monday- Friday.

Hours change with Daylight Savings.

24-hour call, nights and weekends, as required.

Emergency work during storm related emergencies.

Overtime as required.

Other-Variable lunch period and breaks in coordination with other personnel.

WORK CONDITIONS:

Outdoors exposed to changing weather conditions (for instance sun, rain, snow, wind, etc.) and indoor shop environment.

NOISE LEVEL:

Loud.  Hearing protection required.

OTHER WORK CONDITIONS:

Working above ground level where the possibility of falling exists.

Risk of electrical shock.

Personal protective equipment required.

ADVANCEMENT CRITERIA

INTERMEDIATE

3-5 years experience in related field.

Additional  Coursework and/or training in related field.

Working Knowledge of Traffic Control Systems.

IMSA Level II Signal or Bench Technician Certification.

IMSA Level I or II Signs & Marking Certification.

IMSA Level II Traffic Signal Construction Certification.

Ability to fill in for Lead Traffic Electronic Technician for short periods of time.

Valid CPR certification.

Defensive Driving.

Class B CDL

ADVANCED

8+ years experience in related field.

Unlimited Journeyman's License.

Mastery of Traffic Control Systems.

Advanced Electrical & Electronics Safety Application.

IMSA Level III or IV Signal or Bench Technician Certification.

IMSA Level III Traffic Signal Construction Certification

IMSA Level III or IV Signs & Marking Certification.

Ability to fill in for Traffic Systems Specialist for extended periods of time.

Completion of coursework in networking, web design, and/or web interface.

Associate's Degree or equivalent in related field.

Ability to fill in for Journeyman Electrician for short periods of time (if licensed).

Class A CDL
