The Opportunity

WSDOT is currently seeking a Transportation Engineer 3 to join the Olympic Region Traffic Office to support the agency's mission by ensuring highway construction projects are designed and constructed in compliance with standard specifications, contract specifications and contract plans. The Transportation Engineer 3 is placed in the position to collaborate with the Traffic Design team in designing and reviewing signing, illumination, work zone traffic control, traffic signals, channelization, and intelligent transportation systems. This position will also play a key role in the fish barrier effort across the region from a traffic design perspective.

What to Expect

Among the varied range of responsibilities held within this role, the Traffic Engineer 3 will:

  • Review Design Build (DB) or Progressive Design Build (PDB) submittals for compliance; coordinate reviews with Traffic support groups.

  • Assess project site implementation; identify and provide recommendations for correcting deficiencies.

  • Attend virtual and onsite meetings in support of delivering quality traffic control plans, discuss and/or develop viable construction staging, and ensuring Manual on Uniform Traffic Control Devices (MUTCD) and all federal and state requirements are met.

  • Read, write, and review elements of Requests for Proposals (RFP); research requirements supporting DB RFPs for traffic elements.

  • Review developer and local agency projects for compliance; coordinate reviews with Traffic support groups.

  • Review plans for approval and final plans for signature.

  • Perform field visits and on-site review and inspection of existing infrastructure and active highway construction projects.

Field work is performed outdoors, in inclement weather, in daytime or nighttime; requires traversing rough, steep, and uneven terrain.

Qualifications

To be considered for this opportunity, the following are required:

  • One (1) year of experience as a Transportation Engineer 2 or equivalent work experience, such as a Bridge Engineer 2 or Transportation Planning Specialist 2.

  • Possession of an unrestricted valid driver's license to legally operate vehicles in Washington State.

  • Advanced presentation skills to communicate information effectively and professionally to a diverse audience, including those with non-technical backgrounds, both virtually and in-person, using a variety of electronic media, including, but not limited to telephones, email, text, video conferencing, and computer conferencing.

  • Proven skill to examine, develop, and propose alternate solutions to complex elements of a project.

  • Experience in being able to effectively work both individually and within a diverse team environment.

  • Experience adhering to safety policies and diligence in performing work in a safe manner.

  • Experience in working independently, prioritizing workload, and managing multiple assignments.

  • Experience utilizing traffic modeling software to generate reports.

  • Skills related to computer applications involving computer aided drafting, roadway modeling, databases, word processing, and spreadsheets.

  • Skills to examine, develop, propose and implement alternative solutions to complex engineering issues.

  • Knowledge of environmental regulations, laws and permits.

  • Ability to transport, move, and manipulate various types of equipment weighing up to 35 pounds.

It is preferred that qualified candidates also have:

  • Two (2) years of traffic engineering experience with any combination of the following:

  • Freeway Operations

  • Traffic Operations

  • Traffic Design

  • Work Zone Traffic Control

  • Traffic Analysis

  • Safety Analysis

  • Progressive Design Build or fish passage delivery

  • Fundamentals of Engineering Certificate (EIT)

  • Professional Engineer License (PE)

  • Knowledge of WSDOT design policies, standards and practices.

  • Knowledge of computer aided design and civil engineering software.

  • In addition to the salary range listed, a general wage increase of 3% will be applied for all state employees on July 1, 2024.

  • Travel is an expectation of the position and may be required on a regular, sporadic, or as needed basis. Travel is typically to perform site/field visits, attend an off-site meeting, meet with stakeholders, or attend training. Overnight travel may be required in order to attend training opportunities or related work objectives.

  • In addition to base salary, employees may be entitled to other forms of compensation depending on the type, duties, or location of the position. For union-represented positions, more information on other forms of compensation can be found in the applicable Collective Bargaining Agreements.
