Overview

Bio-Rad is looking for a Senior Trade Compliance Specialist. This position can be located in our Hercules, CA or Pleasanton, CA offices.

Responsibilities

  • Works on projects and tasks that are local and regional in scope and impact with significant complexity.

  • Exercises significant judgement with latitude to propose and implement improvements in the Trade Compliance policies and processes.

  • Supports the coordination of import/export shipments with the Corporate Logistics and Compliance departments.

  • Performs SAP Global Trade Services (GTS) export compliance screening, set up restrictions in SAP GTS for regulatory concerns, and manage shipments with export restrictions.

  • Assigns HTS classifications, Export Control Classification (ECCN) FDA import product codes and country of origin information in GTS.

  • Maintains and assists with implementation of Bio-Rad's export and import compliance procedures and work instructions.

  • Handles daily information requests from Customs Brokers for import clearance of products and materials.

  • Administers import/export recordkeeping requirements.

  • Supports projects focused on improving business operations and processes.

  • Coordinates with Customer Service and logistics to troubleshoot problem orders/shipments.

  • Responsible for auditing customs brokerage and shipment transactions and files

  • Manage Global Trade Services (GTS) module of SAP.

  • Subject matter expert in one or multiple areas of the law such as HTS, Origin, Free Trade Agreements.

  • Develop presentations and effectively communicate results with recommended action plans to management.

  • Uses data analysis/modeling to create new reports. Troubleshoots and modifies existing reports including Target KPIs, commodity indices, cost savings opportunities, etc.

  • Partner on initiatives to support the creation of new reports, metrics and dashboards based on business needs.

  • Acts as a liaison between end-users, IT and other cross functional teams and professionals in the analysis, design, configuration, testing and maintenance of systems to ensure optimal operational performance.

  • Troubleshoots, reports on and tests new system/tool functionality.

  • Supports internal audit procedures.

  • Recommends, supports and implements scalable practices for the future of the organization to further enhance business measurements using statistical based analysis to drive data based conclusions.

  • Provides necessary compliance training to operational personnel.

  • Provides recommendations and implements improvements to trade compliance management.

  • Identifies and documents business risks.

  • Expertise in multiple areas of import and export laws such as HTS Classification, Country of Origin, Free Trade Agreements, Customs Valuation.

  • Measures regulatory compliance of customs brokerage transactions processed by auditing transactions.

  • Responsible for all compliance aspect of the business unit within a single country.

  • Directly responsible for taking corrective action when there are issues with non-compliance.

  • Responsible for analyzing and interpreting export and import regulations and provide risk assessment and advice related to business activities.

  • Identify and develop business processes to address compliance risks.

  • Maintains awareness of industry and market trends through ongoing research.

Qualifications

  • Bachelor's degree or equivalent in International Business, Business Administration, Business Information or related discipline.

  • 7+ years database management experience.

  • 7+ years in a dynamic Global Trade environment.

  • Experience working in bio-pharma, medical or life science related companies.

  • Knowledge of trade compliance regulations in more than one country

  • Advanced quantitative skills with proficiency in data analysis (SAP/MS Access) modeling (MS Excel) and presenting (MS PowerPoint).

  • Advanced skills in Microsoft Excel and tools such as PowerBI.

  • Expert knowledgeable about how to qualify items under various Free Trade agreements, Customs Reconciliation & Duty Reductions Programs.

  • Advanced knowledge of US Customs Harmonized Tariff Schedule, Government Agency, Import/Export regulations (i.e. CBP, Census, BIS, EAR, OFAC).

  • Strong skills in product classification-ECCN and Harmonized Tariff Classification application.

  • Demonstrated experience in working in cross functional teams driving, developing and implementing Customs related procedures and work instructions.

  • Multi-lingual.

  • Ability to explain and teach new data models and functions.

  • Customs Broker license or equivalent certifications preferred.

This includes assisting in the deployment of regional and/or localized trade compliance procedures and guidelines that will assure compliance with import and export regulations, executing audit and risk assessment programs including corrective action plans and providing leadership in strategic projects that affect the supply chain to ensure proper/advantageous structuring of transactions. In addition to developing and ensuring process adherence, the role will act as a key knowledge point for all trade compliance issues and take a lead in the training and development of key stakeholders. This position can be located in our Hercules, CA or Pleasanton, CA offices. Responsibilities * Maintains and evaluates the region's compliance status with various regulatory bodies including customs, export control and applicable tax authorities. * Ensuring proper documentation and procedures are maintained in accordance with regulations. * Reviews internal controls, develops processes, administers the compliance audit program, and oversees corrective action plans for the region. * Identifies compliance gaps and recommends process improvements. * Assists in establishing and maintaining localized policies and procedures for compliance with import and export regulations as well as ensuring broad Company awareness of these requirements. * Identifies and develops business processes to address compliance risks, with a focus on continuous process improvements to increase efficiency and improve performance to customers. * Responsible for monitoring and reporting KPIs and metrics to senior management and daily reporting of import and export compliance for the region. * Sets overall budget, operational strategy and priorities for assigned area of responsibility. * Prioritizes and manages projects in the region for both import and export compliance which involves defining the project scope, budget, scheduling and execution of project risk. Qualifications * Bachelor's or advanced degree in International Business, Business Administration or Supply Chain management. * 10+ years overall trade compliance experience. * 5+ years experience with trade compliance for multiple countries or in a global environment. * 8+ years working in bio-pharma, medical/diagnostics or life science related companies * 5+ years management experience. * Experience with global trade management software and systems. * Expert knowledge of import and export regulations across the region. * Project management experience. * Experience with implementation and scaling of trade automation tools including but not limited to SAP-GTS. * Expert working knowledge of Import Licensing, Export Licensing, Free Trade Agreements, HTS and Export Control Classification, Country of Origin, Valuation, Transfer Pricing, Authorized Economic Operator, Customs Trade Partnership Against Terrorism, Approved Exporter, Health registration Agencies, including but not limited to the U.S. Food and Drug Administration, U.S. * Department of Agriculture and other related Export and Import regulations within a region and countries. * Experience writing and submitting binding rules. * Experience with audits and disclosure practices. * Experience working in the Medical Device, Pharmaceutical, Life Sciences or Diagnostic industry highly preferred * Multi-lingual in the regions responsible for with strong English verbal and written communication skills. * Demonstrated strong leadership, communication and people management skills. * A proven record of designing and implementing value added import/export policies and processes. * Strong analytical skills. * Exceptional verbal and written communication skills and interpersonal skills at all levels in the organization. * Results orientation and strong sense of accountability. * Customs Broker License highly preferred.
