Position Summary and Responsibilities

Summary

The Trade Compliance Manager is responsible for oversight of the import/export compliance program for Teledyne Cable Solutions, the Teledyne Cable Solutions Maquiladora facility in Mexico, and certain other related Teledyne Marine Facilities located in the US and Canada. This position will have overall responsibility for the company's import/export compliance program to ensure compliance with all applicable import and export laws, and will provide day to day operational support and guidance for all Teledyne employees at these locations.

Essential Duties and Responsibilities

  • Determination and management of trade data such as: HTS, ECCN, Country of Origin, trade preference program qualification, product codes, import/export documentation requirements, and valuation of products.

  • Work with internal and external customers/vendors, freight forwarders/customs brokers, government agencies and other functional areas to ensure compliance of imports and exports.

  • Develop, implement, enhance and maintain trade compliance management systems, policies, and department procedures and work instructions, including ITAR and EAR classification and jurisdiction; licensing and administration; denied party, proliferation and diversion screening; technology transfers; deemed exports; export documentation; anti-boycott reporting; NAFTA recordkeeping; and import broker compliance.

  • Execute, monitor and resolve import and export blocks and sanctioned party screening.

  • Audit facility compliance with Global Trade Compliance Management Systems.

  • Ensure employee understanding of legal regulations and principals relative to the import and export of products through communications and training.

  • Conduct regular import and export compliance training for senior management, shipping, sales and marketing and other functions involved in international business.

  • Keep abreast of changes in trade regulations to ensure company compliance.

  • Acts as compliance liaison to sales representatives, distributors, customers, other third parties and Customs House Broker, as required.

  • Manage all non-regular trade compliance interfaces with government agencies including working with external counsel and consultants. Provide additional resources to facilities as needed to manage non-routine audits and/or investigations.

  • Secure import licenses as required.

  • Prepare and submit export license applications, technical assistance agreements and other request for licenses and approvals to the State Department and Commerce Department; administer export licensing program and ensure compliance with conditions and reporting requirements.

  • Assure all imports are in compliance with U.S., Canadian and Mexican Customs Regulations.

  • Attend the Corporate International Trade Compliance annual conference and external third-party import/export training seminars as required

  • Assist with information requests and implement directives by the Corporate International Trade Compliance Team

  • Conduct periodic audits and self-audits and implement corrective action, as required.

  • Assist Teledyne Corporate Legal & Compliance Department with investigations of any incidences of purported non-compliance with import/export laws and regulations.

Knowledge, Skills and Abilities

  • Excellent verbal and written communication skills, taking facts and information and assembling them into a logical report with well supported conclusions and summaries.

  • Good organizational skills with the ability to handle multiple and changing priorities.

  • Ability to work independently.

  • Ability to speak effectively in person or on the telephone to both individuals and teams

  • Ability to add, subtracts, multiply, and divides in all units of measure, using whole numbers, common fractions, and decimals.

  • Proficient with MS Office applications i.e. MS Word, Excel, Outlook. Prior experience using a MRP or ERP system is preferred but not required

Will be required to perform other duties as requested, directed or assigned.

Qualifications

Education and Experience

  • Working experience (5 to 10 years) in the International Traffic in Arms Regulations, Export Administration Regulations, U.S. Customs Regulations, and Office of Foreign Assets Control Regulations; able to apply technical knowledge of regulations to business transactions.

  • Bachelor's Degree Required

  • Ability to read and understand complex legal regulations

  • Experience with automated denied party screening systems and U.S. Government on-line license application procedures.

  • Excellent organizational skills; detail-oriented and proactive in management of projects and tasks.

  • Excellent oral and written communications skills

  • Experienced in presenting export/import compliance training to all levels of management and employees

  • Works well in a fast-paced environment with minimal day-to-day supervision.

  • Strong computer skills; ERP/MRP skills a plus

  • U.S. Customs Broker License a plus

  • Fluent in Spanish a plus

Physical Demands

  • Light physical effort up to 20lbs to occasional movement of TCS product or documentation

  • Regularly required to sit, stand, or walk throughout the facility

Work Environment

  • This position requires periods of working behind a desk, performing tasks on computer.

  • Significant periods of standing or walking throughout the facility to interface with other associates.

  • Occasional travel, including overseas

  • Quiet, office environment

Personal Protective Equipment

  • The use of Safety Glasses is required when walking throughout all production areas of the facility.

  • Steel toes are required in areas of the facility.
