O&M TRACK ENGINEER
Job Description
Hitachi Rail is looking for an enthusiastic self-motivated O&M TRACK Engineer who thrives in a fast-paced environment. The successful candidate will be the person responsible to assure the project delivery, leading the appropriate O&M Requirements Management, across the overall Project Lifecycle, jointly working together with all Project Departments, coordinating and preparing the necessary documentation at both System and SubSystem level, arranging the training, ensuring the proper interface management between the Design and Build team and the O&M team, as well as assure return of experience to the Product Engineering.The position is based in Honolulu, HI, USA.

Accountabilities:
During bid and project execution phases
Ensure the proposal of Budget O&M Engineering activities on projects as well as O&M operating costs.
Ensure apportionment of O&M project requirements.
Ensure appropriate Asset Management strategy.
Ensure on time provision of O&M deliverables in accordance with project schedule and budget.
Ensure the preparation and issuing of guidelines for O&M Manuals, Training, Spare Parts, Special Tools, Pricing documents.
Ensure preparation and delivery of Operational analysis, Operation and Maintenance Plans, Operation & Maintenance Manuals, Procedures, and Mobilization Plan.
Ensure preparation and delivery of Configuration Management Plans and Obsolescence Management Plan.
Ensure the preparation and review of Design Change requests and participate in design review activities proposed by the DB team.
Ensure the actual and effective execution of the handover (transfer of requirements and review of design during project life cycle) from Design and Build team to The Operator.
Ensure the preparation of technical specifications for spare parts and service contracts.
Ensure the analysis of performance data (both operation & maintenance).
Ensure the implementation and the execution of failure report analysis and corrective action identification.
Ensure the definition, execution and updating of the Mobilization Plan.
Ensure the review of manuals delivered by the subcontractors.
Participate in projects, bidding and delivery phases within project schedule.
Ensure the coverage of all points above, with particular regard to the Permanent way Technologies.
Required Skills/ Knowledge
Accountabilities:
Ensure conformance to technical specifications and compliance with maintenance specifications and tolerances (e.g. verifying dimensions and clearances of parts,…)
Maintain and produce accurate maintenance records of track, third rail and related infrastructure, equipment performance, work accomplished, and other information using a computerized maintenance management system
Ensure the effective implementation of first-line response maintenance safety standards
Compliance with Track standards, specifications, practices and regulatory requirements
Complies with Safety Rules, Operating Rulebook, and first-aid procedures.
Conducts special studies and investigations and acts as a trouble shooter or special projects officer as directed
Early identification of failure trends that may impact system availability
Assists in developing component overhaul and rehabilitation and replacement program
Control the implementation of track alignment, track and turnout installations, executed and supervised the Track Manager.
Surveying works, e.g. rail welding and installation of track works, in regards to relevant maintenance and operation rules, procedures and instructions (specifications, quality standards, quantity measurements, train safety, construction methodology and risk control.
Monitoring selection of track materials and reviewing track implementation methods as well as works instructions.
Investigate, monitor, inspect and analyze existing field conditions; prepares periodic and special reports and other necessary correspondence as assigned.
Provides technical advice and recommendations to Engineer and Asset Manager
Providing technical guidance and supervision to the Track maintenance teams in carrying out all level of preventive and corrective maintenance activities and minor modifications on the Track.
Provide training, support and guidance on maintenance related to Track Team
Maintain track and trackway infrastructure asset management databases; maintains historical maintenance records and databases related to track and trackway infrastructure.
Assist the Engineering Manager and his team in updating maintenance procedures and work instruction to enhance maintenance processes;
Assist the Engineering & Asset Manager in providing strategic direction, planning, and managing assessing asset condition, performance and obsolescence of the Track.
Perform and carry out duties as instructed/ directed by the Engineering & Asset Manager
Ensure compliance with maintenance procedures and instructions to ensure the safety and performance of the track and power systems are met
Review records kept by the Track Manager and Track Inspector to ensure that accurate maintenance records are entered into the MMIS
Report on the progress and status of work, identifying potential problem areas and attenuate risks, forecasting opportunities as needed, and provision of the means for timely management actions
Provide constructability reviews of plans, procedures, work task list and specifications to evaluate scheduled activities and staffing requirements for group and coordinate the availability of requisite equipment, material and suppliers.
Liaise with the Safety and Environmental Manager, report any relevant issues, and assist in developing and implementation of required corrective actions.
Attends and participates in meeting with customer
In coordination with the engineering manager facilitate and enable timely processing of changes and timely release of plans and changes to expedite progress of the work
Identify problem areas and provide solutions for approval
Carry out 24-hour on-call responsibility for incidents and emergency on the power systems and track
The role requires flexibility and efficiency which require shift rotation, weekends and holidays work typical of major infrastructure projects, and operating transit systems
Desired Skills/ Knowledge
TrackWork and Permanentway.
Operation and Maintenance Processes including obsolescence and change management process.
RAMS process.
Planning and organization
Previous experience in turnkey project management
Experience in Technology Management
Education / Qualifications
Electrical, Electronic, Mechanical Engineering
