POSITION SUMMARY
The Extended Day Program Teacher on Special Assignment (TOSA) will oversee extended day program offerings beyond the school day which includes, but is not limited to, programs involving enrichment, academics and mentoring that are before school, after school, during the weekend, and summer programming. This position serves as the Program Director for the CCLC and is responsible for directing and overseeing all aspects of the CCLC grant program. The Extended Day Program TOSA will provide program development, recruiting and training staff, preparing audit reports for the Oregon Department of Education (ODE) and other grantors, communicating with the administration, staff and parents regarding all aspects of programming, and monitoring all aspects of the program budget. The Extended Day TOSA is responsible for building partnerships with local universities, city partners, and community groups to develop programs that will serve students. The Extended Day Program TOSA reports to the Director of Teaching and Learning, in partnership with the site principals or designee.

ESSENTIAL RESPONSIBILITIES
Manages all program activities and services at all extended day sites in the district including programs offered across grade levels and include tutoring, homework checks, after school and summer instruction (math, literacy, ELD) and enrichment activities, i.e., technology, robotics, STEAM, arts, leadership and language instruction.
Collaborates with district administration and building level staff to develop quality program offerings and enrichment activities aligned to the approved grant and adapt the program to meet the needs of students while meeting the requirements of the Oregon Department of Education (ODE).
Recruits and trains personnel to staff the extended day programming. This includes positions at each site, ensuring hiring procedures are followed.
Develops and delivers a comprehensive communication plan for parents, staff and students regarding the extended day offerings, registration, scheduling and program requirements.
Develops and implements a recruitment plan for students who could benefit from extended day programs. Implement, monitor, and retain students' participation in all programs.
Involves families of student participants by developing offerings in the areas of literacy and technology in partnership with local Spanish cultural partners, such as Centro Cultural and Adelante Mujeres.
Provides off campus enrichment opportunities via field trips.
Provides guidance and is responsible for program volunteers and ensuring compliance with district processes.
Provides presentations about CLCC and additional extended day programs to school board and other community organizations/potential funders.
Attends CLCC and extended day events that happen outside of the extended day.
Provides effective on-boarding procedures for new staff and volunteers.
Develops and monitors a comprehensive program budget which includes, but is not limited to, payroll, purchasing and accounts payable, following all district business practices and protocols.
Prepares and/or assists with producing all required reports to the ODE in order to fulfill grant requirements (monthly, bi-annually and annually).
Develops and provides professional development for extended day staff as needed and/or required and attend and/or deliver such training, including annual required ODE conferences.
Develops and maintains partnerships with community businesses, agencies, community organizations, local universities to develop programs, offerings and activities for students.
Coordinates transportation services with the transportation service provider for the district for all student participants.
Coordinates with district athletic director and staff regarding district gym and field usage and follows all district building/field scheduling and use processes.
Serves as liaison between extended day staff and district administration and staff.
Confers regularly with immediate supervisor.
Follows all District policies, work procedures, and reasonable requests by proper authority.
Cultivates and models a respectful working and learning environment, responding to families, students, staff, school personnel and community members.
Builds and guides a sustainability team to address reducing funding in years four and five of the grant cycle.
Meets regularly with principals, program partners and other district personnel to ensure programming is meeting the needs of students and families.
Develops and maintains an extended day website.

MINIMUM QUALIFICATIONS

Skills: Operate a computer, office machines, telephone and other technological equipment.

Excellent oral and written communication and interpersonal skills. Excellent organization skills.

Knowledge: Deliver a comprehensive program for students involving enrichment and academic activities.

Abilities: Work harmoniously with others.

Work and communicate effectively with students, parents, and school personnel from diverse cultures or backgrounds in English, Spanish, or other languages related to the job. Work independently without supervision, and with minimum oral/written instructions.

Education: BA/BS or equivalent.

Experience: Work experience involving delivering programs to students.

Experience in education, youth development or related field of study. Experience working with and coordinating state/federal grants, Every Student Succeeds Act (ESSA), grant writing, management and report writing preferred.

Certificates & Licenses: Possession of valid Oregon drivers license and TSPC Teaching License.

Continuing Education/Training Clearances: Pre-employment criminal justice fingerprint clearance.
