Description and Functions

GENERAL DESCRIPTION:

The Wyoming Department of Transportation (WYDOT) is committed to providing a safe, high-quality, and efficient transportation system for the State of Wyoming. WYDOT is currently seeking a Senior Staff Technician responsible for assisting district staff maintenance, traffic, and engineering operations with the coordination of activities, equipment, and workforce to complete district projects in a timely and efficient manner within the established budget.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function which may be performed at the job level.

  • Utilize many highly technical programs such as Agile Assets, ERP, MicroStation, and other agency-specific reporting programs

  • May require this position to be highly specialized in their skills for a specific expertise

  • Develop Agile Assets beginning, intermediate, and advanced training materials

  • Provide in-person and online Agile Assets training

  • Make budgetary recommendations and provide research in their area of expertise

  • Provide work direction and guidance for lower-grade Staff Technicians

  • Assist in the development of department policies and procedures

  • Plan and conduct statewide meetings

  • Train and/or coach district staff in the area of expertise

  • May have the authority to make purchases to accomplish their job

  • Work on Special Projects as assigned

  • May travel extensively in the field and provide investigative expertise in particular areas for the specialized needs of WYDOT.

Qualifications

PREFERENCES:

Experience using Agile Assets and ERP (Peoplesoft).

Training experience (in person and virtually)

KNOWLEDGE:

  • Knowledge of OSHA, DEQ, and EPA rules & regulations

  • Knowledge of accounting principles, concepts, and current practices of management, including bidding and purchasing practices, maintenance operations, and budgeting

  • Extensive knowledge of computer operations, software functionality, and integration to include: Word processing, spreadsheets, databases, internet information gathering, designing, and web-based integrated ERP linear asset management and financial reporting systems (Agile Assets & PeopleSoft)

  • Skills in effectively communicating oral and written communication with the ability to receive orders and directions and relate them to others within the department and outside the department in a clear and concise manner

  • Skills in interpersonal relations as applied to interaction with WYDOT, Local, State, Federal Governmental, and non-governmental personnel to include legal representatives, engineers, managers, and work crews

  • Knowledge of Hazardous Material spill response, clean-up, and disposal procedures.

  • Skills in evaluations, decision-making, work leadership, and management, including estimating materials, workforce, and equipment needs

  • Skills in basic engineering and accounting calculations and techniques with the ability to make accurate computations using personal computers and calculators relating to highway budgeting and planning concepts

  • Displays self-motivation, direction, and independent judgment in determining work methods

  • Effectively and professionally deals with conflict and controversial issues

MINIMUM QUALIFICATIONS:

Education:

Bachelor's Degree (typically in TransportationOccupational Groups)

Experience:

0-3 years of progressive work experience (typically in Transportation Occupational Groups) with acquired knowledge at the level of a(n) Staff Technician II

OR

Education & ExperienceSubstitution:

4-6 years of progressive work experience (typically in Transportation Occupational Groups) with acquired knowledge at the level of a(n) Staff Technician II

Necessary Special Requirements

PHYSICAL WORKING CONDITIONS:

  • Outdoor data collection and asset condition evaluation may be seasonally required

  • Overnight travel may be occasionally required

  • Occasionally stand for at least 15-minute periods, and walk at least 1 mile when in the field.

  • One year of service to WYDOT must be completed, failure to complete this requirement will forfeit the hiring incentive; funds will be recouped from final pay.

  • Internal candidates would be required to remain in the position for a minimum of one (1) year from their promotion date.

  • Employees would only be eligible for one (1) hiring bonus in a 12-month period.

  • If the employee elects to downgrade through an active recruitment and/or appointment during the twelve (12) month period, they would be required to pay the bonus back.
