TITLE: TN Mobile Crisis Therapist Co-Response (Licensed or MPA)

Based @ Washington County Sheriff's Department

Day shift/ Wed-Sat/ Sun-Wed

SUMMARY: Responsible for clinical assessment of clients experiencing a behavioral health crisis situation, or perceived crisis situation, in partnership with a Crisis Intervention Team (CIT) Law Enforcement Officer (LEO). Assessments will occur in jails, community settings, homes, or other areas as designated by LEO and/or 911 dispatch procedures. Responsible for providing, coordinating, or managing treatment options for clients in crisis/co-response situations across the service continuum from least restrictive to most secure alternatives. Responsible for making decisions in coordination with LEO to ensure client and public safety. Acts as a facilitator for admission to a variety of placements within the crisis continuum, including: Crisis Stabilization Unit, Detoxification or other A&D Rehab services, state mental health hospital system and/or private mental health facilities. Helps to facilitate transport to Turning Point as appropriate for persons in crisis. Counseling, case management or other activity as required by the LE Agency for behavioral health support for persons in crisis, inmates, or arrestees.

INDIVIDUALS SERVED:

Crisis and Co-Response services and available to all persons on an "as needed" basis without a waiting list and will be prioritized by PSAP Partners or 911 dispatch. All differently abled populations are served. All age groups are served by this position.

EDUCATION AND EXPERIENCE: Education

  • Master's Degree in mental health related field required. Must be Licensed or Licensed-eligible with ability to obtain temporary licensure status for MPA.

Licensure

  • Must possess the highest level of licensure appropriate to degree.

Certification

  • Must be designated by the Tennessee Department of Mental Health and Substance Abuse Services as a Mandatory Prescreening Agent (MPA). MPA designation must be kept up to date.

Experience

  • Experience is crisis counseling and intervention techniques is required. Experience in criminal justice, law enforcement, probation, court system, 911 dispatch is preferred.

Knowledge/Skills

  • Ability to maintain composure in difficult situations. Verbal and writing skills. Ability to work cooperatively with professionals from other disciplines.

EQUIPMENT: Computer, fax, copier, iPad, Smartphone, Air Card/Hot spot, and other equipment to perform functions of the job. Automobile for crisis consultations off program premises, or potential need to respond separately from LEO, or to meet the LEO at a designated location.

LE protective gear, training, and appropriate use of designated gear and equipment as deemed appropriate by the contract LE Agency.

MAJOR DUTIES AND RESPONSIBILITIES:

1.Co-Response MCRT will be collocated on site at the local police station, jail, or sheriff's department as designated by the contract LE Agency.

2.The Co-Response MCRT will follow all guidelines, instructions, and directives of the LEO in the field and during all crisis related situations, acting immediately and decisively as directed by the LEO.

3.Conduct crisis interviews following the dispatch of a Co-Response Team by PSAP Partners/911 Centers with individuals and/or family members in various settings to obtain information critical to the treatment of a behavioral health crisis, documentation of assessments and collateral interviews and exercise good judgment in evaluating clients and implementing effective strategies.

4.PSAP Partners will contact the Co-Response Team per department protocol and as approved by Law Enforcement leadership on duty or incident commander on-scene.

5.Provide as requested by PSAP Partners intervention with LEO that may include minimal intervention until the scene is safe and de-escalated, consultation with LEO to provide on-scene intervention, and provision of known history of the individual to ensure safety and engage in a treatment-before-tragedy approach to all situations.

6.Formulate an accurate provisional DSM diagnosis based on information obtained.

7.In partnership with LEO provide direct assessment, service planning, crisis counseling, linkage to services, safety planning, advocacy, referral for clients, and appropriate follow-up to the least restrictive level of care to meet the client's immediate safety needs.

8.Provide written documentation to complete all necessary crisis assessments and referrals, and to support all data collection requirements of the PSAP, State, and local LE Agency.

9.Maintain client confidentiality according to Frontier Health policy and applicable state and federal statutes, as well as maintain strict confidentiality related to all LEO, LE agency, PSAP, and related agency or first responder staff, and protocol information.



  1. Co-Response MCRT will not disclose any information regarding TCIN, NCIC, RMS, TBI, or other criminal justice information obtained during the process of a co-response situation.

  2. Remain current and proficient in knowledge of community resources and crisis services procedures.

  3. Participate in all required staff meetings, clinical supervision, in-service training, CEU's, roll call, and others as required by Frontier Health and LE Agency.

  4. All other duties as assigned, including but not limited to any directive by the LE Agency, jail, or court staff, related to the Co-Response Team.


PERFORMANCE RESPONSIBILITIES:

4.Follow CIT LEO lead or support LEO in all situations regarding safety and securing the site for potential hazards, including ceasing contact or communication with the person in crisis.

5.Collaborate with LEO on the potential arrest and/or criminal charges for the individual in crisis.

6.Demonstrate effective communication skills by conveying necessary information accurately, listening effectively, and clarifying when needed.

7.Demonstrate reliability by arriving to work on time and using effective time management.

8.Demonstrate teamwork and be willing to promote a team environment, and be willing to engage in education regarding law enforcement culture.

9.Represent Frontier Health professionally at all times and adhere to agency/LEA dress code.



  1. Demonstrate initiative and strive to continually improve processes and relationships with community partners.

  2. Follow all Frontier Health rules, policies and procedures, as well as those of the contract LE Agency, follow all applicable laws and standards. LEA policies and procedures may vary agency to agency.
