The Opportunity

WSDOT is currently seeking a Transportation Engineer 3 to act as the supervisor for the Olympic Region Traffic Management Center (TMC) and the region's Intelligent Transportation System (ITS). This consists of traffic operations, ramp meters, variable message signs (VMS), highway advisory radio (HAR), toll operations and moveable bridge supervisory control and data acquisition (SCADA) systems. They will assist assigned personnel in performing daily tasks associated with the region's ITS. The safety of the public and fellow employees is a top priority and must be considered in every decision and activity.

What to Expect

Among the varied range of responsibilities held within this role, the TMC Supervisor will:

  • Prioritize and assign work to staff; develop and maintain staffing schedules for TMC operations using computerized systems.

  • Review daily TMC logs for accuracy and completeness; review all TMC-entered maintenance Requests-For-Work into computerized systems; review records for accuracy.

  • Train personnel in equipment usage, safety, incident management, and public relations; create, update and maintain training materials used by the TMC.

  • Provide technical assistance in the development of ITS design for the scoping and development of ITS plans of both design-bid-build projects as well as Design-Build projects.

  • Review Requests for Proposals (RFP) of Design-Build projects. Verifies conceptual plans and design requirements for technical accuracy and ensuring compliance with state/region engineering requirements.

  • Respond to constituent inquiries and coordinates incident management plans with regional internal/external partners

Typical schedule is Monday through Friday, 40-hours per week, for 4, 10-hour days or 5, 8-hour days. Weekends and holidays may be required to respond to non-scheduled or call-out emergencies. Requires ability to work alternate and emergency shifts, and respond to emergency situations in all weather conditions, 24 hours a day, 7 days a week. Occasional standby may be required. Overnight work is required to train and assist overnight staff.

Qualifications

To be considered for this opportunity, one of the following is required:

  • Bachelor of Science in Civil Engineering (B.S.C.E.)

OR

  • Engineer-In-Training (E.I.T.)

OR

  • One (1) year experience as a Transportation Engineer 2 (TE2).

OR

  • One (1) year equivalent experience.

The following are also required:

  • Possession of an unrestricted valid driver's license to legally operate vehicles in Washington State.

  • Demonstrated experience reading, interpreting, and reviewing complex engineering drawings and specifications for compliance with policies, standards, and procedures.

  • Possession of a valid Traffic Control/Flagging card with experience performing traffic control per MUTCD including planning, setting signs and cones or barrels, and flagging; or obtain Flagger Certification within six (6) months of employment.

  • Advanced skills to communicate information effectively and professionally to a diverse audience, both virtually and in person, using a variety of electronic media, including, but not limited to telephones, email, text, video conferencing, and computer conferencing.

  • Demonstrated experience working and communicating in emergent/high stress situations while remaining professional, calm, composed, focused, aware of larger issues and concerns (the bigger picture), and objective.

  • Demonstrated ability to cultivate and practice collaborative partnerships with internal and external customers to support the accomplishment of agency goals.

  • Demonstrated ability to work independently and prioritize workload, with the ability to handle multiple assignments.

  • Written, verbal, and presentation skills to effectively communicate information to diverse audiences, including those with non-technical backgrounds, in a professional and respectful manner.

  • Proficient in operating Windows based computers and software, such as MS Office Suite, including Excel, Word, SharePoint, and Outlook; Cloud computing; virtual meeting software, such as MS Teams; and various system databases utilized for project tracking, and information and asset management.

  • Possession of sound background in adhering to safety policies and diligence in performing work in a safe manner.

  • Ability to report in service to assigned duty station within 60 minutes of an after-hours call.

  • Ability to traverse rough, steep, and uneven terrain to scope projects and assess ITS needs during occasional field duties.

It is preferred that qualified candidates also have:

  • Two (2) years of experience working in TMC Operations.

  • Demonstrated understanding of WSDOT ITS structure and ITS Server applications, including NG_TMS, NG_WebES, NG_WebVMS, and NG_Snapshot.

  • Working knowledge of the "Emergency Response Guidebook" (ERG) as it relates to spill response procedures to protect self, other workers, and the public.

  • Working knowledge of the Manual on Uniform Traffic Control Guidelines (MUTCD) emergency and standard traffic control procedures, in addition to WSDOT's M54-44 "Traffic Control Guidelines" publication.

  • Completion of the National Incident Management System (NIMS) Courses in ICS 100, ICS 200, ICS 700, and ICS 800.

  • Knowledge of the Traffic Incident Management (TIM) best practices in accordance with the National Unified Goal (NUG).

Important Notes

  • This recruitment may also be used to fill additional positions per business needs.

  • The salary listed includes the legislative approved 5% assignment pay for Transportation Engineer 3 based in Pierce County.

  • In addition to the salary range listed, a general wage increase of 3% will be applied for all state employees on July 1, 2024.

  • Travel is an expectation of the position and may be required on a regular, sporadic, or as needed basis. Regular travel to and from highway locations is necessary. Overnight travel is required.

  • In addition to base salary, employees may be entitled to other forms of compensation depending on the type, duties, or location of the position. For union-represented positions, more information on other forms of compensation can be found in the applicable Collective Bargaining Agreements. Information on other compensation types for non-represented positions can be found in Chapter 357-28 of the Washington Administrative Code.
