Position Overview:

As a member for Quality Assurance (QA) team you will provide direction and guidance to Contractors and Government entities (Aircraft Program Offices) on QA performance, specification, and compliance throughout the development cycle, the acquisition process, and the evaluation process of technical publications. Conduct In-process reviews (IPRs), validations, and verifications of Electronic and paper Technical Manuals (TM/ETM), Maintenance Requirement Cards (MRC), and Interactive Electronic Technical Manual (IETM) as well as providing Adequacy Reviews on Commercial-off-the-Shelf (COTS) Manuals for specification compliance, while assisting NAVAIR leadership in establishing and/or updating QA instructions and procedures to ensure QA compliance standardization is achieved across Naval Aviation Enterprise (NAE).

Primary/Major Duties and Responsibilities (Essential Functions):

  • Assist the Quality Control Program to ensure continuous service delivery that is consistent and in compliance with the established performance per policy Government standards.

  • Serves as a member of the quality control team of NAVAIR and commercial off the shelf Technical Publication

  • Develop standardized testing methods that facilitate the quality checking process based on contract requirements/standards;

  • Present results to the Project Manager with recommended actions to correct any deficiencies to ensure all standards are continually being met; reports directly to the appropriate Program Director;

  • Interacts with the customer verbally and in writing on matters of concern and performance deficiencies; presents plan for corrective action.

Required Skills

Required Qualifications and Experience:

  • Security Clearance REQUIRED. Must already possess and be able to maintain, at minimum a SECRET Security Clearance.

  • Must have Technical Publication experience.

  • Must have effective written/oral communications and interpersonal skills.

  • Must maintain abreast of the latest technology and recommend tools and processes to increase efficiencies.

  • Must be able solve quality related problems.

  • Must possess sound knowledge of QA function within the organization.

  • Must possess good organizational and planning skills.

  • Must be detail oriented.

  • Prior Military experience in QA of Technical Publication is a plus.

Office of Quality Assurance The Office of Quality Assurance provides independent verification of data acquired or produced by SANDAG modeling, forecasting, analysis, mapping, and visualization efforts. In all, there are 70 terabytes of data stored in 200 databases, and the data comes from over 80 sources. The current focus is on developing and implementing formalized policies, processes, and safeguards consistent with best practices and industry standards. Data Quality Assurance Analyst Role The Quality Assurance team is searching to fill both a Senior and two I/II/Associate level positions. The Senior position will develop, implement, and coordinate quality assurance activities within the team and develop policies, processes, and documentation for various types of data across the agency, such as modeling, forecasting, analysis, and mapping efforts. The I/II/Associate level positions will support the QA team with data testing and validation functions on the various data acquired or produced by the agency. By working with a small team, and collaborating with department colleagues, the Data Quality Assurance Analysts ensure the integrity, validity, and credibility of data flowing into and out of various spatial and non-spatial databases. Job Responsibilities These positions are best suited for data quality assurance/quality control professionals with experience in data analytics and complex query development. We anticipate career development will occur while working on the types of duties and responsibilities described below and through mentoring and close collaboration with agency executives. Examples of primary responsibilities include: * Analyze and validate regional economic, demographic, land use, and transportation data for use in operational, procedural, and policy decision-making activities; interpret multi-disciplinary data demonstrating a thorough understanding of issues that could affect the validity and reliability of information. * Design, develop, and perform robust quality assurance testing and analysis of regional data; apply analytical and problem-solving skills to identify and report data anomalies, identify root cause patterns, and facilitate resolutions to issues. * Develop complex queries to examine existing or prospective datasets; develop and implement test approaches, automated tests, test environment requirements, and data strategies; identify risks and problem areas and recommend standards, policies, and procedures to correct deficiencies. * Create and maintain documentation related to data compliance, business rules, data flows, process flows, and reporting. * Coordinate and/or participate on inter-departmental and interagency teams assembled for various agency projects; foster collaborative working relationships with local jurisdictions, and other public agencies; coordinate with federal, state, and local agencies. * Coordinate the preparation of metrics and statistical reports, perform audits, and complete special studies; prepare spreadsheets, charts, and graphs to support information sharing. * Participate in the maintenance and documentation of comprehensive computerized databases in SQL Server, Excel, and Access formats. * Prepare and present written, oral, and visual reports and recommendations to various teams and upper management. In addition to the job responsibilities listed previously, the Senior level position will also: * Work with department managers to develop a Quality Assurance/Quality Control (QA/QC) program; research, develop, and implement formalized quality control processes, policies, and standards consistent with best practices and industry standards. * Implement best practices for maintaining, archiving, and accessing data sets; collaborate with database designers, programmers, and administrators regarding the development, management, and use of information resources. * Supervise, mentor, train, and provide career development opportunities for a team of professional and technical staff with expertise in QA functions. For these positions, we are searching for candidates with an aptitude for analytical thinking and problem solving who is organized, flexible, and can be relied upon to meet deadlines while working on multiple projects. Excellent communication skills, the ability to work collaboratively, and the use of sound judgment are important. The minimum education, training, and experience qualifications include a bachelor's degree with major course work in computer science, management information systems, regional planning, geography, demography, economics, statistics, mathematics or a related field, and one to four years (I/II/Associate) and five years (Senior) of recent professional quality assurance, data analysis, database, and programming experience, including lead or supervisory experience. The following information describes the specific types of career experiences that are most relevant to these positions: * Knowledge of quality assurance and quality control practices used for validating data and ensuring data integrity, including statistical analysis and sampling techniques, preferably for demographic and economic data. * Experience with data analysis and research methodologies; knowledge of data acquisition and quality control methods used for gathering and compiling various types of information; knowledge of factors that contribute to the reliability and integrity of collected data. * Ability to understand, simplify, statistically analyze, and effectively interpret data and report problems through written and/or graphical formats in a highly complex and data-centric environment. * Experience analyzing, organizing, interpreting, and exploring data with the ability to discover patterns, meaningful relationships, anomalies, and trends. * Experience performing complex dataset queries, to include developing and maintaining various tests and data strategies for risk identification and highest quality data standards assurance. * Demonstrated computer software proficiency using the Microsoft Office Suite especially Excel and Access, SharePoint or other collaboration portal systems. * Experience participating in multi-disciplinary project teams and providing expertise regarding quality assurance and quality control practices. * Experience with SQL Server or other relational database management system; knowledge of database construction, management, and retrieval methods; ability to write complex SQL queries to view, organize and analyze data and report analytical results. * Experience with software packages/applications used to perform Extract, Transform and Load (ETL) procedures; performing statistical analysis using software packages such as R, SAS, and SPSS; and proficiency with reading, writing and executing Python or other scripting languages. * Experience developing, implementing, and maintaining testing systems, transparent practices, and tools that align with business requirements and audit standards. * Experience with business intelligence software packages such as Power BI, Tableau, and Insights to develop visualizations to support reporting QA test results and findings. * Familiarity with the principles, practices, and objectives of regional planning and forecasting. * Familiarity with formalized data governance processes and procedures. * Experience communicating highly technical information effectively, both orally and in writing; to a broad range of audiences; ability to prepare and deliver findings, presentations and recommendations regarding various analytical efforts to management, partner teams, and other audiences. * Excellent organizational skills and the ability to manage several concurrent projects at various stages of completion; ability to establish and maintain priorities and work independently. * The selected candidate can anticipate a driving record check upon hire, and approximately annually thereafter.
