The Kansas Department of Health and Environment has a Title X Program Consultant opening in Topeka. Family Planning and Reproductive Health is an important essential service for many Kansas. Join a motivated team to help provide local clinics with technical assistance for programmatic requirements and budgeting. This position requires traveling to clinics across Kansas annually.
Job Responsibilities may include but are not limited to the following:
Provides administrative oversight and management of fiscal and data collection functions of Title X Family Planning (FP) contracts, projects and services-including Aid to Local (ATL) sub-recipient grants and contracts- as assigned. Maintains and tracks data collection through various databases and reports for data quality, measurable objectives, benchmarks and outcomes for ATL sub-recipients/contractors according to submitted fiscal reports, progress reports and data submission through program database. Assists with the review/revision of the ATL Grant/Contract Application Guidelines and the ATL Grant/Contract Reporting Guidelines (within the Catalyst system), Universal Contract, Contract Attachment (FP), Notice of Grant Award Amount and Summary of Program Objectives. Reviews ATL grant applications for projected outcome and process objectives and makes funding recommendations to the Family Planning Director. Review periodic reports, data, and financial status reports for ATL sub-recipient/contractor progress toward meeting program objectives. Conducts on-site monitoring visits to assess program's fiscal and administrative processes, provide technical assistance and verify compliance with grant and funding requirements.
Interprets technical state and federal fiscal guidelines, regulations, and policies and makes recommendations on procedures for service, fiscal, data collection and reporting practices of FP sub-recipients. Provides data and analysis to develop recommendations for program policy/procedural practices to address programmatic and customer service issues. Provide data and analysis with recommendations to inform the public and others about policy, legislation and other matters which may impact family planning programs and/or services. Annually reviews written administrative and fiscal guidelines and in charge of annual review and revisions of the Kansas Family Planning and Reproductive Health Manual.
Qualifications
Education:
High School, GED
Licensing & Certification:
Valid Driver's License
Minimum Qualifications:
One year of experience in planning, implementing and monitoring activities relevant to the agency's programs. Education may be substituted for experience as determined relevant by the agency.
Preferred Qualifications:
Bachelor's degree.
Experience in family planning/reproductive health.
One year of experience in program coordination, fiscal and project coordination.
Ability to apply and explain technical state and federal fiscal and administrative guidelines.
Ability to apply/explain fiscal and administrative guidelines.
Knowledge of state/federal fiscal and administrative laws and regulations.
Knowledge of accounting principles and budget development.
Ability to prepare/maintain reports/financial documents.
Understanding of databases, data management and use.
Ability to provide professional training and inservice.
Ability to communicate effectively, orally and in writing.
Ability to maintain effective relationships.
Proofreading, editing, attention to detail.
