Supervision Received: The Title IX Coordinator reports to the Associate Vice President, Human Resources (AVPHR).

Supervision Exercised: Supervises the Senior Investigator plus periodically assigned Title IX team members.

Salary: $105,000.00 to $115,000.00 (Salary commensurate with education and experience)

General Statement of Duties:

The Title IX Coordinator has primary responsibility for managing the responsibilities associated with the University's compliance obligations pursuant to Title IX. Additionally, the Coordinator will provide substantial support for the advancement of equal opportunity in consultation with the AVPHR.

The Coordinator occupies an important leadership role in working across divisions and departments to assist the University in achieving its goals of promoting an open, diverse, and inclusive learning and working environment. The Coordinator serves as a skilled communicator who can reach across institutional lines to build strong partnerships, inspire and facilitate collaboration, and advise and influence academic and administrative leaders at all levels on relevant guidelines and regulations.

Specifically, the Coordinator will monitor and maintain compliance with Title IX regulations and requirements while also contributing to the implementation, evaluation, and enhancement of the University's Equal Opportunity Plan. The Coordinator will also partner with Student Affairs to ensure the coordination and implementation of supportive measures. The position provides leadership, collaboration, and coordination with departments and campus stakeholders in support of intakes, investigations, education, and training.

Duties and Responsibilities:

Duties include but not limited to:

Essential:

  • Serves as the University's central resource and institutional custodian of record of Title IX sex- based discrimination, harassment, and sexual assault and related retaliation records for internal and external reporting purposes by maintaining documentation and records of complaints, investigations, and reports. Safeguards their confidentiality.

  • Develops, oversees, and maintains processes for receiving Title IX complaints and reports of sex-based discrimination, harassment, sexual assault and related allegations of misconduct. Collaborates with Student Affairs, Public Safety, and other applicable stakeholders while regularly apprising affected parties of status information. Ensures investigations are adequate, reliable, timely, confidential, and fair while using both formal and informal means for resolution, as appropriate. Manages cases in compliance with the University's Title IX, Equal Opportunity, and Clery requirements.

  • Develops and implements long-term goals for programming, services, education, and assessment of compliance efforts.

  • Serves as a back-up investigator of complaints of discrimination and harassment in compliance with state and federal laws, executive orders, and University policies and procedures.

  • Develops and delivers education, training, and outreach programming concerning the awareness, prevention, and reporting of sexual violence, sexual and gender-based harassment, stalking, discrimination, and retaliation. Responsibilities include preparing reports and other written material, planning and coordinating workshops, meetings and special events.

  • Contributes to the development and administration of campus-wide climate surveys.

  • Reviews and revises select University policies and procedures to promote equity, consistently leads efforts to audit departmental compliance with Title IX and related policies.

  • Prepares annual reports regarding the number, nature and disposition of discrimination, harassment and sexual misconduct.

  • Acts as the University representative when attending conferences and communicating with government compliance or investigation officers.

  • Maintains up-to-date knowledge and information regarding federal, state and local laws and regulations relating to unlawful harassment, discrimination, sexual violence, ADA, and FERPA.

  • Enhances the University's Title IX website.

  • Performs other duties, as requested by the AVPHR, in support of the HR team's portfolio of works.

Requirements:

Required Qualifications:

  • Bachelor's degree

  • Demonstrated abilities regarding client intake, complaint reporting and resolution, employee relations, or compliance.

  • Strong intercultural skills including cultural humility and an understanding of intersectionality and associated implications for policy education and programming.

  • Demonstrated ability to conduct work with integrity, fairness, and empathy.

  • Ability to understand the needs of the University and pivot between interactions with students, faculty, staff, Public Safety, and legal counsel.

  • Effective communication both verbally and in writing.

Preferred Qualifications:

  • Master's degree with a minimum of three years of relevant experience.

  • Demonstrated knowledge of federal and state laws and regulations related to discrimination and harassment, including Title IX, Title VII, and ADA.

  • Experience interpreting federal and state laws and regulations pertaining to EO, Title IX and ADA benefits regulations.

Salary:

Salaries for current Westfield State University employees and individuals currently working for the state of Massachusetts must be calculated individually in accordance with collective bargaining agreements as well as state policies.
