Harris-Stowe State University is a historically Black institution (HBCU) located in the heart of vibrant mid-town St. Louis, Missouri. Essential Functions
Day-to-day oversight of grants and contracts administration
Works directly with the Accounting Office (Grant Accountant)
Assists in obtaining and interpreting program guidelines
Supports the budget administration process and participates in the development of the annual budget
Reviews and verifies budget submissions from funded activities to ensure completeness, accuracy, authorization, and updates using the system in an accurate and timely manner.
Assist in completing federal reporting and budget allocation for activities and programs under Title III.
Assists with the resolution of Title III award activity problems
Implements compliance policies and procedures for grant and contract proposals and awards for Title III
Ensures expenditures comply with established procedures, regulations, and organizational objectives with appropriate documentation to provide an assembled audit trail.
Identifies, analyzes, and monitors Title III payroll expenditures to ensure payroll is posted & payments are being drawn down.
Reviews transfer budgets between accounts to meet fiscal needs to cover shortfalls or budget management.
Prepares grant documents and correspondence to present information relevant to grant activities.
Report, track, and analyze assigned payroll and all program expenditures to record charges and submit budget analysis reporting monthly.
Reconciles all Title III Grants program budgets with Grant Accountant reports, including but not limited to DOE drawdowns.
Conducts budgetary and financial information analyses by applying budgetary methods and techniques, statistical methods, and formulas; compares and contrasts current historical budget and program data using the system and other computerized software.
Reviews historical data and suggests matching expenditures.
Knowledge, Skills and Abilities
Strong interpersonal skills
Working knowledge of Microsoft Office, specifically Excel, and Word, for grant and report writing
Database management and analysis
Ability to work independently and prioritize multiple tasks with attention to detail
General knowledge of general accounting principles
Ability to effectively communicate; general understanding of federal regulations, guidelines, and practices
Ability to independently execute responsibilities
Ability to interface professionally with a variety of internal and external stakeholders
Minimum Education and Experience
Bachelor's Degree is preferred
Minimum of three years of experience in college or university grant administration or a related field; or a combination of training and experience
