AT&T has an opening for Tier III operations and maintenance (O&M) engineers to support the customer's various WAN and LAN networks, in providing network upgrades and config support to the architecture team; act as subject matter expert in WAN and LAN technologies and vendors; support customer's intra- and inter- net and other data communications systems or segments of networked system; and by Providing tiered support for the network operations centers (NOC).


Description of Job Duties/

Responsibilities:
  • May supervise other network support and client server specialists and plan, coordinate, and implement network security measures

  • Participate in evaluation of new network technologies and makes recommendations to network architecture team regarding the integration of these technologies into the existing network. Ensures that plans for hardware and communications are adequate. Develops and implements methodologies for analysis, testing, and support of LAN and WAN networks

  • Diagnose hardware and software problems, and replace defective components

  • Support operations and maintain activities and administer networks including hardware, systems software, applications software, and all configurations

  • Monitor the performance of systems and networks

  • Support routine network startup and shutdown procedures and maintain control records

  • Configure, and test hardware, networking software and operating system software

  • Prepare technical proposals for presentation to the engineering review boards for adding new technologies to the network

  • Perform a full range of upgrades in accordance with existing network architecture

  • Review user requests for upgrades or additions to the network to assess impact on network performance and provide advice and guidance on the most practical technical approach to meeting user requirements

  • Perform long term O&M activities to include tier 3 troubleshooting and problem resolution

  • Utilize complex network analysis tools to identify and correct problems in the network while maintaining logs and records associated with reported problems or situations

  • Prepare troubleshooting procedures for restoring the network to optimal performance levels

  • Provide fault management for the network and supports performance management functions

  • Respond, isolate, and resolve network troubles. Monitor alarms and alerts to identify network elements causing network degradation or failure

  • Execute reporting functions and data input associated with network management

  • Monitor security posture of the network, report suspected violations to designated authority

  • Coordinate with configuration management and implementation teams

  • Perform operator-level maintenance on components for network management systems

  • Analyze network characteristics (e.g., traffic, connect time, transmission speeds, packet sizes, and throughput); recommend procurement, removals, and modifications to network components

  • Optimize network topologies and site configurations. Plan installations, transitions, and cutovers of network components and capabilities

  • Coordinate requirements with users and suppliers

  • Organize and direct network installations on site surveys

  • Assess and document current site network configuration and user requirements

  • Maintain operating systems, communications software, data base packages, compilers, assemblers, and utility programs

  • Apply software, hardware, and standards information technology skills in the analysis, specification, development, integration, and acquisition of open systems for Information Management (IM) applications

  • Ensure these systems and applications are compliant with standards for open systems architectures, reference models, and profiles of standards - such as the IEEE Open Systems Environment (OSE) reference model - as they apply to the implementation and specification of IM solutions on the application platform, across the application program interface (API), and the external environment/software application

  • Evaluate and recommend COTS applications and methodologies that can be acquired to provide interoperable, portable, and scalable information technology solutions

Required Qualifications:
Candidate must have 16 years of experience that can be a combination of work history and education. This equates to a Doctorate and 8 years of experience OR Masters and 10 years, Bachelors and 12 years, Associates and 14 years or HS and 16 years. Must be compliant with DoD 8570 IAT Level 3.

Works closely with the Department Director,NASA Office Chief and JWSG business office financial personnel department managers and project leaders to plan, track, analyze, and provide financial reports to management and the NASA project managers. Candidate must have extensive experience with Microsoft Project, PowerPoint, Excel to include formula and workbook utilization, pivot tables, and Access database skills. Experience with project execution and management to include planning, estimating, tracking, scheduling and cost control is highly desirable. Experience with commercial software and adaptable to internally developed software, including JEMS and SPICE. Expert knowledge with Excel is required. Analyzes complex data, prepares and presents detail task order financial reports to department management and NASA project managers. Analyzes past performance, trends and forecasts service center revenue. Assists managers with detailed analysis of data and produces specialized reports at the request of management. Makes recommendations to management to improve service center estimates based on data and trends. Works with the JWSG Business Office to understand how Jacobs' project management software tools operate and then translates this understanding of these tools for application by Project Leaders. Candidate will be the department's point of contact on project management and financial analysis. Prepares and conducts monthly financial briefings for NASA Office Chief, JWSG management, and project managers. Manage the department's overhead task order, including ordered services task orders at director's discretion and management support. Daily duties may include researching financial issues for project leads, management and NASA project managers, tracking actual costs, supporting monthly estimates, TOPAR reviews as required by management, project leader responsibilities, provide financial/performance data and recommendations to assist management forecast service center revenues and support management determine yearly service center rates. This position also requires communication with technical personnel to provide financial analysis support and budgetary variance evaluations. Candidate must have organizational, time management, and prioritization skills, and must be able to work independently under the direction of the department director, management and our NASA clients. Candidate must have the ability to effectively communicate and build professional relationships with internal customers and department personnel. This is a NASA Test Evaluation Support Team (TEST) position with Jacobs Technology Inc. BA or BS degree in business administration, accounting, finance, Industrial management or related discipline plus three (3) to five (5) years of progressive and relevant experience. Experience in project management and finance management is highly desirable. Must have advanced knowledge of common Microsoft Office products (Excel, Word, PowerPoint, Access and Project 2010) and expert knowledge with Excel, including data importing/exporting/extracting from/to other data bases, pivot tables, IF formulas, graphical functions, workbooks, etc. ESSENTIAL FUNCTIONS UNUSUAL OR SPECIAL PHYSICAL REQUIREMENTS OF POSITION Position is located on a hazardous testing facility; must be able to quickly evacuate buildings in the event of an emergency. Walking on uneven terrain including paved areas, gravel/rocks, and dirt/sand is required to access various locations on the facility. Uneven surfaces exist in office and shop areas and must be traversed. Must be able to function as a member of a team in a fast paced environment. All work must be completed in a safe manner in accordance with NASA and Company safety standards. CRITICALITY OF ATTENDANCE Attendance and punctuality are essential in this highly collaborative environment. Normal working hours are nine (9) hours per day with some flexibility based on pre-approval. Condensed work schedule, allowing alternate Fridays off, is typically in use for each two week pay cycle (9-80 schedule).
