Adhere to, understand, utilize and recognize the importance of TRC's Testing and Commissioning Manual, policies, procedures including but not limited to: onsite and offsite duties, planning, reporting, testing and commissioning workflow, technical guidelines, QA/QC procedures, test documentation, drawing and document management, project closeout

Adhere to and understand TRC's Time and Expense policies and procedures including but not limited to: timely and accurate time and expense reporting, travel expense guidelines and restrictions, rental vehicle guidelines and restrictions

Adhere to, understand and utilize TRC's Testing and Commissioning standard documentation policies including but not limited to: Testing and Commissioning Services home folder, project specific ProjectWise filing procedures, onsite documentation record keeping and procedures, TRC's documentation management system (ProjectWise), standard documentation (templates, planning, reporting, data sheets, test certification sheets, isolation plans, QA/QC forms, project closeout)

Adhere to, understand and utilize TRC's Health and Safety Management System, which includes but is not limited to: Health and Safety Plans, Job Hazard Analysis, APPA Safety Manual, Daily Pre-Job Safety Tailboards, Near Miss Reporting, Incident Reporting, OSHA requirements, and all required Safety Training

Adhere to and understand project requirements including but not limited to: scopes of work, budgets, schedules, specific client requirements, project deliverables, and project closeout

Adhere to and understand the performance and utilization goals as assigned by the Management and Human Resources team and TRC's performance management system

Be familiar with the Company's drawing system, ANSI Standards, National Electric Safety Code, and the Company's design and construction standards

Advanced understanding of electricity

Performs work requiring a fundamental understanding of electrical, electronic and mechanical theories and principles

Intermediate knowledge of electrical protection systems, including relay communications. Average understanding of AC and DC schematics, wiring and interconnect drawings, one line and three line diagrams. Understand design intent of all protection and control (P&C) circuits.

Analyze and effectively utilize drawings in the commissioning and/or testing process

Advanced testing of medium and high voltage substation and power plant equipment. Perform apparatus testing and interpret test results with minimal supervision. Advanced knowledge of and ability to learn test equipment specific software to accurately conduct and document test activities.

Advanced testing and commissioning knowledge of (or the ability to learn) substation utility protection and control circuits. Perform commissioning activities and interpret results with minimal supervision. Advanced knowledge of and ability to learn commissioning methods to accurately conduct and document commissioning activities.

Execute tests on a variety of protective relays with minimal supervision. Proficient with one or more of the common relay test sets and accompanying software.

Connect to and communicate with a variety of microprocessor relays. Read and understand relay settings basis documents and settings files.

Perform advanced troubleshooting and problem analysis (or the ability to learn) associated with protection and control systems and utility substation equipment, including but not limited to: Application Errors and Omissions, Drawing Errors and Omissions, Wiring Errors and Omissions, Settings Errors and Omissions, Equipment Malfunctions, Questionable Apparatus Test Results, Battery Ground Faults, etc

Provides support in areas of high technical complexity. May be required to serve as the interface for the group with other Company departments, outside consultants, contractors, suppliers, and manufacturers on technically related matters. Shall serve as technical reviewer on assigned projects.

Participate in project meetings including but not limited to: kickoff meetings, planning meetings, progress meetings, lessons learned meetings.

Identify risks and associated mitigation techniques on utility systems and equipment. Develop a Site Risk Assessment to document all high risk construction and commissioning activities and to formalize the processes of circuit isolation and restoration in a manner that ensures no unintended operations of station equipment and protection systems and personnel safety.

Prepare detailed daily, weekly, and project completion reports and documentation that includes project progress, issues or problems, recommendations, test results and analyses

Ensure proper project drawing management and general housekeeping is kept onsite at all times. Ensure Working/Field Copy of project drawings updated continuously throughout the project to ensure they accurately reflect the as-left condition of the project at the end of each day.

Make certain all applicable tests and/or commissioning activities are performed on every piece of equipment or system in accordance with planning and project documents. Make certain all test results are acceptable and permanently recorded, filed and distributed properly.

Develop detailed test reports of various types of electrical equipment. Review and approve detailed test reports of various types of electrical equipment.

Assist other engineers and technicians, as required, during commissioning and startup of systems and equipment

Conduct TRC's formal walkdown procedure prior to energizing any equipment

Microprocessor Relays -- Familiarity with Software, Settings and Logic Application and Testing (SEL, GE, ABB, ZIV, Alstom, Beckwith, NXTPhase, etc). Perform isolation, setpoint testing, advanced logic testing, scheme testing (reclosing, breaker failure, pilot scheme, end-to-end satellite)

Electromechanical and Solid State Relays

  • Familiarity with Application and Testing Techniques, Literature (GE, ABB, Westinghouse, Basler, etc). Perform isolation, setpoint testing

Power Line Carrier

  • Setup, tune, program, power line carrier equipment (Trench, RFL, Guard/Trip, LTUs, Wave Traps, FSK, DCB, etc).

Audio Tone Equipment

  • Setup, tune, program, audio tone equipment (Trench, RFL, Guard/Trip, FSK, etc).

Examples of Equipment to be tested -- SF6/Oil/Vacuum Breakers, Circuit Switchers, Power Transformers, Capacitor Banks, Bus, CTs, PTs, CCVTs, Wave Traps, Disconnect Switches, Surge Arrestors, Regulators, Reclosers, Cables, DC Battery Banks, Grounding, Generators, Station Service Transformers, AC/DC Panels

Examples of tests to be performed -- SF6 Gas, Oil Sampling, Vacuum Bottle Integrity, Core-Ground Test, Insulation Resistance, Winding Resistance, Nitrogen System, Power Factor, Excitation, Sweep Frequency Response Analysis, Turns Ratio, Polarity, Dielectric Withstand, Motion Analysis, Operating Mechanism Inspection, Contact Resistance, Capacitance, Inductance, Impedance, Disconnect Jaw and Blade Alignment, Battery Strap and Cell Resistance/Specific Gravity/Load Tests

This position reports to the Regional Manager, Testing and Commissioning Services and is responsible for conducting tests on complex electrical, electronic and mechanical equipment. This individual performs tests on electrical equipment including but not limited to: power transformers, protective relays, circuit breakers, control and supervisory equipment, voltage regulators and other equipment within an electric power substation, generating station, or industrial plant

Education and/or Experience -- Associate Degree in a technical field or an equivalent amount of education and experience
