As a Terminal Operations Specialist, you will be responsible for progress, sustain and integrate the 17 elements of PSM including Asset Integrity, Process Hazard Analysis, and Process Safety Information into both Terminal capital projects and day to day operations. Beyond the specialized skills for PSM this role is also required to have a base knowledge and skillset which permit them to cover the Team Lead role at any given time. The role is non rotational in terms of shift and reports directly into the Terminal Manager or Regional Manager.

Your Responsibilities:

Terminal Operations

  • Supervise the unloading of vessels and product movement at the Terminal. This includes the creation of ship arrival folder(s), gathering gauging information, assessing quality of information, making notifications of arrivals, and directing ship coordination.

  • Supervise Inventory Stock Balancing.

  • Supervise Staff /Customer/Vendor entry to terminal.

  • Act as point of contact for third-party contractor.

  • Review and supervise permit coordination for operator support. Authorize permit to work as designated by terminal manager.

  • Ensure contractors' work is authorized by a purchase order.

  • Coordinate fire watch with contractors and/or firemen.

  • Supervise two or more full-time Terminal Operators on daily basis, which includes the following responsibilities:

  • Responsible for coordinating and prioritizing work assignments and directing staff as necessary.

  • Participate in the interviewing and hiring of Terminal Operators and other team members. Provide recommendations to Terminal Manager with respect to the hiring of candidates.

  • Provide recommendations to Terminal Manager and Human Resources with respect to Terminal Operators job performance and, if necessary, discipline.

  • Foster participative and persuasive interaction and communication with Terminal Operators.

  • Ensure that Terminal Operators understand difficult issues associated with the operation of the Terminal and ensure their compliance with specific business decisions.

  • Perform and supervise maintenance filing, which includes completion of PMI filing and work order completion sheets.

  • Perform and supervise driver and carrier support, which includes fielding telephone calls from drivers and carriers, identifying any issues raised by driver or carrier, and determining the best course of action. This responsibility also includes reviewing account numbers and overseeing global coordination.

  • Run inventory reports for and during transfer of products. This responsibility includes confirming inventory reports with the gauger and outside Inspection Company, entering nominations, and filing ship folder.

  • Train new drivers and provide product and rack information to weekend part-time drivers.

  • Supervise the performance of daily operations, including the completion of SPCC checklist and clock runs, product analysis, nightly nominations, inventory report, and BOL organization. Provide coordination and supervision of quality issues and procedures.

  • All such other duties and responsibilities as may be assigned from time to time. (eg serve as part of tanker operations shift)

Maintenance

  • Responsible for managing maintenance work generated by the CMMS (computerized maintenance management program). This will include planning, scheduling all preventive maintenance work but not llimited to newly found work.

  • Assign preventive maintenance tasks to terminal operational personnel for completion.

  • Manage a three-week preventive maintenance schedule based on work orders generated from the CMMS (computerized maintenance management program).

  • Develop preventive maintenance work packages, which will include the work order, procedures, instructions and any supporting documentation required (example - equipment maintenance manuals).

  • Ensure all data related to the preventive maintenance work is captured and entered under the asset number in the CMMS (computerized maintenance management program).

  • Once this task has been completed, they are responsible for closing the preventive maintenance work order within the CMMS (computerized maintenance management program).

  • PM filing

  • Responsible for reporting PM compliance as it is a monthly KPI.

  • Assist in training new operators maintenance procedures

Process Safety Management

  • Promote the Company's EHS philosophy and culture and the 17 elements of the PSM program through continued reinforcement and coaching with operations.

  • Conduct workplace inspections and utilize action tracking to ensure inspection findings and audit results are managed to completion.

  • Conduct contractor safety inspections and promote continued improvement through orientations, work permits, JSA reviews, tool box meeting attendance.

  • Inspire organization to live Safety as a Core Value. Lead, promote and guide teams to understand our safety culture, values and behaviors across the organization. Provide input into training and education programs Assist in continued implementation of and adherence to the Company's EHS Management Plan.

  • Assist Operations and Project Managers with Management of Change (MOC), Process Hazard Analysis (PHA), Pre Start-Up Safety Reviews (PSSR), closure of assigned action items, and assist with the overall improvement of PSM program.

  • Work with Terminal personnel to identify solutions to arising EHS issues and audit findings.

  • Assist Operations & EHS in Incident Investigation processes including facilitating root cause analysis of incidents.

  • Assist in Maintaining safety equipment and safety instrumented systems (SIS) in proper working order and coordinate required inspections, maintenance, calibration/testing, and replacement as required.

  • Assist in the development and enhancement of Terminal operating and maintenance procedures.

  • Participate in emergency response planning, preparation, and efforts.

  • Plan and coordinate emergency response planning, preparation, and training.

  • Maintain Terminal's Process Safety Information (PSI) library and database for hazardous chemicals and technical information pertaining to facility equipment and processes.

  • Assist EHS with Contractor management program to meet training requirements, Job Safety Analysis (JSA) reviews, and permit to work compliance.

  • Provide consultation and subject matter expertise to enable all company-wide Process Safety and Asset Integrity efforts

  • Monitoring and reporting of PSM related risk mitigation.

  • Monitor and inform organization on regulatory changes including assessment of impacts.

  • Act as the terminal MFSO (Marine facility Security Officer) and ensure compliance with marine security requirements including inspections, audits, drills and exercises.

  • Ability to lead in a positive and productive manner.

  • Must understand the requirements of the job and have the ability to work independently to achieve specific business results.

  • Lead work streams on projects and oversee personnel in daily operation of the Terminal.

  • Make recommendations to Terminal Manager with respect to improvement of existing Terminal processes.

  • Work independently to make business decisions affecting the Terminal and seek guidance from Terminal Manager when necessary. Consider the impact that a business decision will have on other areas of the Company before implementing the decision.

  • Identify potential safety risks and other dangers. Take necessary steps to mitigate these risks.

  • Act as a team leader and thinking partner to explain difficult issues to Terminal Operators. Promote teamwork and strive to motivate team members.

  • Encourage a collaborative approach to achieving business results.

Your Experience:

  • High School Diploma required. Community College or technical training is an asset.

  • 3+ years' experience in the oil and gas industry required. Additional relevant and applicable experience or secondary schooling is a strong asset.

  • Understanding of Process Safety Management and an understanding of their required active participation

  • Attention to detail around safety.

  • Mechanical aptitude

  • Ability to work in a team environment as well as independently.
