Description of Job

This position serves as a grant compliance and monitoring liaison between the Office of the State Controller (OSC) and state agencies on COVID-19 fiscal recovery funds. This position will coordinate and assist in the review of state agency monitoring plans and ensure compliance with all federal guidelines (Uniform Guidance, US Treasury guidance, program guidance, etc.) related to grant compliance, monitoring, and closeout activities.

A summary of the duties and responsibilities will include, but are not limited to, the following:

Coordinate compliance, monitoring, and closeout activities on behalf of the OSC for COVID- 19 fiscal recovery funds, including reviewing state agency grant compliance and monitoring plans and ensuring compliance with all relevant Federal Uniform Guidance and applicable grant program guidelines.

Provide technical assistance and training to state agencies in support of COVID-19 funding streams as it relates to grant compliance, monitoring, and closeout activities & other duties

as assigned.

H1J4XXPLANNING SPECIALIST IV

  • MINIMUM QUALIFICATIONS:

Experience Only:

At least seven years of experience in interpreting federal Uniform Guidance and other federal and state regulations and program guidance. Experience in evaluating grant compliance documents and monitoring plans. Experience in the development of training and technical assistance materials, including resource documents, FAQs, and other grant compliance related items.

OR

Education and Experience:

A combination of related education and/or relevant experience in interpreting federal Uniform Guidance and other federal and state regulations and program guidance. Experience in evaluating grant compliance and closeout documents and monitoring plans. Experience in the development of training and technical assistance materials, including resource documents, FAQs, and other grant compliance related items equal to at least seven (7) years

The exceptional candidate will possess the proven ability or accomplishment in the following preferred qualifications:

  • Previous State Service related to the work assigned to the position

  • Strong written and interpersonal skills including experience working in a team setting.

  • Experience working in a governmental setting.

  • A strong understanding of complex grant programs, including infrastructure projects.

Conditions of Employment:

  • A pre-employment criminal background check will be conducted as part of the selection process.

Appeal Rights:

An applicant who has been removed from an employment list or removed from consideration during the selection process may request a review by the State Personnel Director.

As an applicant directly affected by the results of the selection or comparative analysis process, you may file a written appeal with the State Personnel Director.

Review of the completed, signed and submitted appeal will be timely on the basis of written material submitted by you, using the official appeal form signed by you or your representative. This form must be completed and delivered to the State Personnel Board by email at dpa_state.personnelboard@state.co.us within ten (10) calendar days from your receipt of notice or acknowledgement of the Department's action.
