The Maryland-National Capital Park and Planning Commission (M-NCPPC), Enterprise Division, is seeking a Recreation/Park Facility Manager II to oversee the operations of the Pauline Betz Addie (Cabin John) Tennis and Wheaton Indoor Tennis Centers.

This position will be responsible for staff supervision, facility and equipment maintenance, administration, facility budget, marketing, and customer service. This position requires regular exercise of independent judgment and performance of duties within policy guidelines. Also required is the development of successful business strategies and methodologies to achieve optimum facility operations.

Weekends and Evenings are required for this position.

Examples of Important Duties

  • Establishes operating procedures and defines goals and objectives in managing operations at the Pauline Betz Addie Tennis Center and Wheaton Indoor Tennis facility.

  • Supervises designated staff to include two career (Recreation/Park Facility Manager I's) and seasonal staff. Recruits, selects, trains, and evaluates staff. Plans, schedules, and assigns work. Conducts performance appraisals. Ensures staff receives various trainings.

  • Manages and coordinates the facilities' operating budgets which include revenue-producing facilities and programs. Works with managers on project planning and facility improvements. Prepares financial reports and assists with recommendations of fees. Responsible for regularly monitoring revenues and expenditures within approved budget and reporting them to the Enterprise Regional Operations Manager.

  • Manages facility records and reports in accordance with Commission policies and procedures*. Prepares and maintains a variety of administrative records of the facilities such as revenue and expenses, inventory of supplies and equipment, timecards, rentals, facility maintenance and attendance.

  • Attends professional seminars to identify new programs, methods and equipment which might be useful for facility. Conducts research to identify trends or seek information that would be useful to develop programs. Develops marketing strategies with marketing staff.

  • Assist Marketing Department staff to market facilities. Ensure staff is checking programs that are offered in the Parks and Recreation Guide are accurately entered into the system.

  • Oversees the maintenance and repairs of the facilities and grounds and ensures they are promptly addressed with minimal disruption to facility programs or schedules.

  • Manages customer service activities of the facilities. Sets a positive example for employees ensuring customers are treated in a prompt, professional, and respectful manner.

Minimum Qualifications

  • Bachelor's Degree in Parks and Recreation, Facility Management, Recreation Management, Education, Business Administration, Physical Education, Communication, Leisure Services, or any related field.

  • Two (2) years of responsible professional experience working in a facility related to parks, recreation, leisure services, or area of required specialty (e.g., arts, performing arts, equestrian, tennis, aquatics, gymnastics, ice rinks); including one (1) year as a facility manager, program coordinator or supervisor.

  • An equivalent combination of education and experience may be substituted, which together total six (6) years.

  • Valid driver's license in accordance with both State and Commission rules and regulations. Driver's license must be unencumbered by restrictions, revocations, suspensions or points that could limit the employee's ability to drive Commission vehicles or perform driving duties required of the position.

  • Contingent upon area of assignment, some positions in this class may require valid: (a) operating license (e.g., county pool operator, childcare license) as appropriate; (b) First Aid, CPR, automated external defibrillator (AED) certifications; or (c) certifications as related to assignment (e.g., Lifeguard Instruction, Fundamentals of Gymnastics).

  • Pass Commission medical exam.

Class Specification:Rec/Enterprise Facility Mgr. II - 1858

Working Conditions: Works inside and outside an assigned facility which may operate seven days per week. Works extended hours, evenings, weekends, and holidays. On-call to respond to emergency situations as required. Incumbents in this class must frequently remain in a stationary position, operate vehicles, communicate, and exchange information with internal staff and the public, be able to see for short and long distances, and occasionally lift equipment and other items weighting up to 49 pounds and ascend and descend ladders and stairs.

May be subject to medical, drug and alcohol testing.
