Job Summary

Temporary position, Grade H12, Days and hours vary.

Performs park facility operations work in the County's parks and natural resource areas. The work involves providing visitor and group services, park maintenance, repairs, and enforcement of park rules and regulations. The work requires prior experience. Workers report to a Park Manager/Site Manager.

Essential Job Functions/Other Duties/KSA

Responsible for daily park operations: Opens and closes park, performs trash pick-up and removal, collects and accounts for fees, cares for animals, ensures that services are open and ready for visitors.

Provides information to visitors.

Assigns work to park aides or other summer staff.

Enforces park rules and regulations.

Responds to complaints, incidents and injuries.

Performs general maintenance of park facilities and equipment involving grass mowing & trimming, painting, carpentry, cleaning restrooms, and other similar tasks.

Maintains daily records.

Other Duties

Performs related work as required.

Prepares reports i.e., incident/accident.

Knowledge, Skills, and Abilities (These are pre-employment KSA that apply only to Essential Job Functions.)

Knowledge of--

  • General maintenance procedures.

  • Effective techniques of supervision

Skills:

  • Operate a chainsaw.

Ability to--

  • Perform and supervise park operations work.

  • Perform park and outdoor maintenance work.

  • Deal effectively with the general public and groups.

  • Communicate effectively orally and in writing.

  • Enforce park rules and regulations.

  • Provide brief park introductory talks for registered groups.

  • Work most weekends/holidays throughout the year.

Minimum Qualifications

Required Qualifications (Note: Any acceptable combination of education, training and relevant experience that provides the above knowledge, skills, and abilities may be substituted on a full-time year for year basis.)

Training and /or Education:

High School diploma or GED equivalent.

Experience:

Two years of experience in park operation, public facility operation (such as a community center) or related employment that involved significant public contact.

Licenses or Certificates:

Valid driver's license required.

Other Information

Special Requirements:

Subject to background investigation.

Must be 18 years of age.

Operation of County owned vehicle.

Operation of park utility vehicle.

Physical Demands:

Requires long periods of standing, frequent walking outdoors, repeated bending, crouching, stooping, stretching or reaching; recurring lifting of objects up to 49 pounds.

Unusual Demands:

Exposed to hazards of working with tools.

Exposure to working in varied outdoor temperatures and weather conditions.

Involves the use of various tools and equipment. Provides support for recreation and special event programs within Howard County parks. Communicate County policies, rules and regulations, as needed, to the public. Performs labor-level operations service work under regular supervision from a technical supervisor.</p><p>DUTIES:</p><p>Duties include, but are not limited to the following:</p><ul><li><p>Pick up loose trash and empty trash cans along pathways and pavilions. Empty and clean grills.</p></li><li><p>Maintaining parkland and related facilities using rakes, shovels, brooms, hand tools, and small power tools such as string trimmers, hedge sheers, edgers, chainsaws, blowers, etc.</p></li><li><p>Work includes performing construction and maintenance tasks, tree care and maintaining grounds by assisting with planting, pruning, brush cutting, mowing, spraying, watering, tree removal, mulching, weeding, chipping and snow removal.</p></li><li><p>Loads and unloads soil, sand, mulch, stone, debris and other material from trucks.</p></li><li><p>May assist with turf maintenance tasks such as, fertilizing, top dressing, sod cutting, aeration and seeding. Assist in the layout procedures for ball field dimensions.</p></li><li><p>Assists with small construction projects such as bench and sign repair and installation and tie-wall construction.</p></li><li><p>Properly relay field reports and updates to the public.</p></li><li><p>Assist recreation programs and special events with set-up and tear down.</p></li><li><p>Turn on sports field lights, monitor park activities and provide evening and weekend security.</p></li><li><p>Maintain a nightly/daily journal of all duties assigned. Maintain communication with supervisor and public regarding issues relative to the safe operation of the park.</p></li><li><p>Properly drag a ball diamond using various types of grooming equipment.</p></li><li><p>May be assigned to a small park site and oversee the daily maintenance activities required at that location.</p></li><li><p>Other duties as assigned.</p></li></ul><p>ESSENTIAL FUNCTIONS/PHYSICAL DEMANDS:</p><p>The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. Requires a Class C driver's license. Possess and provide proof of a valid Maryland Driver's License (Class C with less than two points within previous two years).
