Description of Job

The Colorado Civil Rights Division (CCRD) is charged with enforcement of the Colorado Anti-Discrimination Act (CADA). CADA prohibits discrimination based on protected class in employment, housing, and places of public accommodation. The CCRD enforces CADA primarily through the investigation of complaints of discrimination, but also through mediation and education.

This is a temporary position

This temporary position supports the disability task force by coordinating with the Department staff and the Facilitator for the project. This position conducts literature reviews and legal research on issues to prepare reports of findings for attorneys and other stakeholders; and reviews, analyzes, and compiles information based on research. Topics for research include but are not limited to the following: civil rights for persons with disabilities, access to outdoors for persons with disabilities, affordability, attainability of housing for persons with disabilities; physical and programmatic basic access within state and local government and any other issues related to accessibility and the civil rights of persons with disabilities. The position organizes and compiles information received from research or participating with the Task Force and/or Subcommittee members. This position monitors and analyzes the task force and subcommittee meetings, providing written analysis to stakeholders when necessary.

Duties include, but are not limited to:

  • Reviewing recommendations or proposals developed by Task Forces and Subcommittees against existing law sources such as case law or federal law;

  • Communicating results in writing, or verbally with 23-1296 Task Force members, Subcommittee members, DORA staff, other executive branch agencies, and public and private industry members;

  • Presenting results of research and outcomes of stakeholder engagement using interviews, survey tools, and attending Task Force and Subcommittee meetings. reviewing recommendations or proposals developed by Task Forces or Subcommittees against existing law sources, case law, etc.;

  • Organizing and compiling information using best practices for adult learners and participants who require disability access to documents or need to participate in a remote meeting.

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

MINIMUM QUALIFICATIONS (MQs):

  • Two (2) years of experience, which must include all of the following:

  • Conducting legal research to support decision-making, including gathering, analyzing, and compiling data from legal references and resources;

  • Reviewing and analyzing research data, such as statutes, decisions, and legal articles, codes, and documents;

  • Summarizing and reporting legal research findings;

  • Preparing drafts of legal documents by formatting, proofreading, and editing.

SUBSTITUTIONS:

  • There are no substitutions for the required experience.

Preferred Qualifications:

  • Experience working with and/or knowledge of administrative laws and rules;

  • Demonstrated professional* experience attending conferences and public/open meetings, performing tasks such as organizing information and note-taking;

  • Demonstrated experience reviewing reports and identifying points of follow-up;

  • Demonstrated experience reviewing and analyzing information related to legal matters in public records;

  • Demonstrated experience briefing cases;

  • Demonstrated experience utilizing legal research databases and platforms, including LexisNexis and/or Westlaw;

  • Demonstrated experience working with and/or knowledge of the Colorado Anti-Discrimination Act (CADA);

  • Demonstrated experience working with various vulnerable communities/populations.

  • Professional work involves exercising discretion, analytical skill, judgment and personal accountability and responsibility for creating, developing, integrating, applying, and sharing an organized body of knowledge that characteristically is: uniquely acquired through an intense education or training regimen at a recognized college or university; equivalent to the curriculum requirements for a bachelor's or higher degree with major study in or pertinent to the specialized field; and continuously studied to explore, extend, and use additional discoveries, interpretations, and application and to improve data, materials, equipment, applications and methods.

  • Self-starter, including the ability to work independently, learn new processes, utilize own knowledge and that of the supervisor, and complete work with minimal supervision;

  • Knowledge and understanding in the use of PC software applications including Microsoft Office (Access, Word, Excel, etc.), and Google Suite (Doc's, Sheets, Slides, etc).
