T02Job Description Summary

Perform the duties of a Public Defender for City of Columbia for the Community Support Docket, who are often homeless or veterans. The goal of this docket is to match available services in the community, so that defendants are less likely to come back to municipal court. The Public Defender will protect the legal rights of the defendant while finding creative and innovative solutions that lead to more potential positive outcomes for both the defendant and society.

Minimum Qualifications

Essential Functions:

Represent defendants legal rights, and assist defendants in pretrial advocacy, trials as required and post plea/sentencing obligations.

Confer with service providers, court staff and the City Prosecutor on assigned cases to seek more positive outcomes by matching clients with available services.

Appear as directed for dockets, meetings with service providers, court staff and the City Prosecutor. Work diligently and be timely to resolve all cases.

Other duties as assigned or required associated with the obligations or expansion of the Community Support Docket.

Education and Experience:

Possession of a Juris Doctorate and a valid license to practice law in Missouri.

Minimum of three years experience as a licensed attorney in the State of Missouri with experience in criminal law.

Knowledge, Skills & Abilities:

Thorough understanding of the theories and practices of Municipal law and criminal defense work.

Ability to effectively communicate with defendants and service providers, court staff and the City Prosecutor in Municipal Court.

Excellent advocacy skills and ability to utilize all information, available resources and services to maximize a clients potential for success at all stages of the Municipal Court process.

Responsibilities The Advanced MSA works collaboratively in an interdisciplinary coordinated care delivery model that directly supports the establishment and maintenance of the flow of patient care throughout a Service within the facility. The incumbent participates in advanced scheduling efforts, as mandated by National guidance, that facilitate performance measure success, consult referrals, and the overall access to services at the Truman VA. He/she must assist with clinic access contingency plans by adjusting appointment times, location, or dates as well as shift patients to other healthcare providers as conflict with staffing and/or coverage occurs. The incumbent contributes to the revenue collection process by identifying patients with third party insurance and explains the VA's mandate to collect insurance information to veterans, their families, and other eligible patients. He/she collects, scans, and updates health insurance information serving a major role in the revenue process. As front-line contact with patients and staff, the incumbent sets the tone for perception concerning quality of healthcare services at the VA. A caring, compassionate and sensitive manner is essential when explaining procedures to veterans and their family members both in person and on the phone. Incumbent must screen/receive phone calls in a courteous and timely manner, determine the nature of requests and provide the information desired using privacy rules and established clinic processes. Ultimately, the position involves performing receptionist duties, customer service and other duties assigned for the proper and timely treatment of patients and maintains appointment schedules for one or more inpatient/outpatient clinics. Given the critical role of the Advanced MSA to the Truman VA's ability to provide a quality care experience for all Veterans, it is essential that the incumbent reliably reports to assigned work station and schedules planned leave with early notice. (3) Part-Time Experience. Part-time experience as a MSA is creditable according to its relationship to the full-time workweek.Forexample,a MSA employed 20 hours a week,or on a1/2- time basis,would receive 1 full-time workweek of credit for each 2 weeks of service. Grade Determinations: The following criteria must be met when determining the grade of candidates. GS-6 (Advanced MSA) Experience: One year of experience equivalent to the next lower grade level (GS-5). At this level, the MSA performs a full range of duties. The MSA is responsible for scheduling appointments, including interpreting and verifying provider orders in accordance with VHA national scheduling guidelines. Assignments at this level include, but are not limited to: scheduling, canceling, re-scheduling patient's appointments and/or consults; entering no-show information; monitoring the electronic wait list; preparing for clinic visits; monitoring both inpatient and outpatient appointments for areas of responsibility; ensuring encounter forms are completed in order to obtain appropriate workload credit; verifying and updating demographics and insurance information; processing all emergency and non-emergency transfers to other VA facilities or private hospitals; performing basic eligibility, co-pays and preauthorization requirements for specific coverage (i.e., TRICARE, sharing agreements, etc.). Assignment. The Advanced MSA works collaboratively in an interdisciplinary coordinated care delivery model (i.e., patient aligned care team, or other specialty care setting where the patient aligned care team model is used such as oncology, HIV, SCI, Military Sexual Trauma, etc.). The Advanced MSA coordinates with the patient care team to review the clinic utilization by using various reports (e.g., Clinic Utilization Statistical Summary), ensure that the clinic setup is closely monitored to effectively support the needs of the clinic, and make any necessary adjustments. They develop/maintain effective and efficient communication with the patient, interdisciplinary team, VA medical centers, and other agencies (e.g., assist with communications during the inpatient to outpatient discharge; communicate with non-VA medical facilities; facilitate/process secure messaging with the patient and team; notify patients of normal lab results; develop and manage a tracking system for follow up care such as consults, tests, etc.). Other assignments at this level include, but are not limited to: participating in team huddles and team meetings to manage and plan patient care; setting priorities and deadlines, adjusting the flow and sequencing of the work to meet team and patient needs; may work with the team to reinforce the plan of care and self-help solutions and entering appropriate information into the electronic record; monitoring pre-appointment requirements to assure readiness for patient visit/procedure (e.g., X-ray, lab work); managing electronic wait list to verify and validate accuracy and resolve issues; participating and providing input in problem solving on operational issues or procedures in team meetings, performing administrative follow up actions; participating in and independently following up on team huddles by sharing information and collaborating with the medical team to assure continuity of care; evaluating patient information and clinic schedule lists to determine whether patient is vested; educating providers about shared patients (those who receive their care at multiple VAs or those who have care in the community) and bringing to the attention of the provider. For all assignments above the full performance level, the higher-level duties must consist of significant scope, administrative independence, complexity (difficulty) and range of variety as described in this standard at the specified grade level and be performed by the incumbent at least 25% of the time.
