DUTY LOCATION: Idaho Military Division, Idaho Office of Emergency Management (IOEM), Boise, Idaho, Gowen Field -not remote

TYPE OF POSITION: Civilian Nonclassified; Initial appointment will be 1385 temp, with the option to convert to limited service appointment upon availability of funds and/or available FTP. Allowed conversion within 1-year.

QUALIFICATION REQUIREMENTS: Applicants must attach to their application individual responses addressing each requirement separately.

(2) Must submit to and successfully pass a state background check, and must be eligible to obtain and maintain a "SECRET" security clearance through the U.S. Department of Homeland Security. (3) Must be willing to travel by all modes of transportation, and stay overnight at destinations for extended periods of time. The majority of the incumbent's time will be spent away from their assigned office.

Knowledge, Skills and Abilities (KSAs)

Applicants must have 18-months of specialized experience performing related to the duties as specified below. In your detailed, individualized responses describe your civilian and military education, training, and work experience as it relates to each KSA that demonstrated your related experience. KSA responses assist in verifying your qualifications and determining the best-qualified applicants.

(1) Knowledge of a wide variety of interrelated steps, conditions and procedures or processes required to assemble, review and maintain complex budget and financial transactions.

(2) Knowledge of various budget and financial regulations, laws and requirements to ensure compliance and recommend action.

(3) Knowledge of automated budget systems to reconcile errors that require an understanding of nonstandard procedures or to provide assistance in the development of automated procedures for clerical operations.

(4) Knowledge of extensive and diverse budget regulations, operations and procedures governing a wide variety of types of related transactions to resolve nonstandard transactions, complaints or discrepancies, provide advice or perform other work that requires authoritative procedural knowledge.

JOB TITLE: IOEM 9-1-1 Grants and Agreements Manager

INTRODUCTION: This position is assigned to the Idaho Office of Emergency Management (IOEM), within the State of Idaho

  • Military Division. It functions within, and in support of, the Idaho Public Safety Communications Commission (IPSCC). The IPSCC is the Governor's designated advisor body on public safety communications and serves as the vehicle to distribute grants funded by the 911 access line fee. The primary purpose of this position is to provide technical support for budget analysis, budget administration and grants management.

DUTIES AND RESPONSIBILITIES:

1.Develops and recommends procedures, objectives and processes pertaining to preparation and execution of the organizational Grant budget. Ensures timely submission of budget estimates.

Reviews and consolidates budget estimates, taking into account issues, problems and conflicts within the budget program. Persuades officials to revise estimates that do not conform to established guidelines or requirements. Maintains an accurate record of incoming and outgoing funds.

Provides ongoing analysis and evaluation of administrative and grant budget status to ensure priorities and mission objectives are achieved. Projects program needs, taking into account funding variations and knowledge of organizational requirements. Identifies funding shortages and takes action to ensure priority projects are not eliminated.

Recommends transfer or allotment of funds to cover increases in obligations within established limits. Processes budget movements, moves funding sources within budgets based on Idaho Code 31-4804, 31-4819 and IDAPA 15.06.01.100. Allows department spending of resources to maximize budget use.

2.Documents operating transactions, corrects and details fiscal coding to transactions based on grant agreements and policies and ensures reliability of data by utilizing authorized Idaho Military Division financial systems. Monitors and reports grant/agreement budgets to the IPSCC.

Reviews proposed federal awards and modifications and recommends application. Adjusts grants accounts to reflect current availability of funds. Monitors the validity and propriety of obligations charged against grants. Prepares and reconciles grant reports, quarterly reconciliations and year-end closeouts for legislative review.

3.Prepares and updates status reports. Reviews, edits and ensures accuracy of reports prior to release to management officials.

Ensures management officials are provided current program status. Provides information and guidance on procedures, forms and documentation to support budget estimates. Informs officials of current guidelines for preparation of estimates. Ensures budget reports are submitted promptly and that fund usage meets statutory and regulatory requirements.

4.Performs other related duties or projects as necessary or assigned.

SUPERVISORY CONTROLS: Incumbent works under general supervision of the IOEM 9-1-1 Program Manager who is responsible for the administrative and financial support of the Idaho Public Safety Communications Commission (IPSCC). The 9-1-1 Program Manager provides general information about priorities, deadlines and changes in reporting requirements.

PERSONAL WORK CONTACTS: Incumbent works closely with IOEM 9-1-1 Program Manager and members of the Idaho Public Safety Communications Commission (IPSCC), and has personal contact with individuals within other government agencies and the private sector. The majority of the work contacts are with line managers, supervisors and staff officials in service activities of the state, local governments, and with staff budget analysts in the state.

WORK CONDITIONS / PHYSICAL EFFORT: Work is primarily sedentary and performed in an office setting.

Duties involve carrying light items such as files, computer printouts, and loose leaf notebooks for short distances. Work location is flexible, requiring easy access to telephone, files, calculator and a computer. A work computer and cell phone are provided.

Substantial work related travel is required. Approximately 20% of work time is spent traveling/out of office. Travel includes day trips (2-3 per month), 1-2 day overnight stays (1-2 per month), and some overnight stays for moderate periods of 3-7 days (2-4 annually).
