Role Overview

This position is for a senior business development professional within our Integrated Tactical Networks team for the Communications, Navigation and Guidance business. The environment is fast-paced, technical and challenging. Candidates should have a thorough understanding of the US DoD requirements, budget and procurement processes, and be comfortable interacting with DoD subject matter experts in all areas of the acquisition process.

Primary Responsibilities:

  • Develop company market requirements for highly technical and complex communications products, systems and solutions. This includes the development of product, systems and solution based strategies, requirements analysis, and "Real, Win, Worth" analysis.

  • Lead the development and execution of Business Development Plans to include product / system / solution positioning and requirements shaping in the marketplace.

  • Support business plan development and execution with internal engineering and program management teams.

  • Reduce broad concepts and strategic initiatives into actionable Business Development Plans that identify strategic inflection points in the marketplace for core and non-traditional business initiatives.

  • Provide technical assistance and marketing support to the sales organization in Pursuit Order Capture activities.

  • Work as part of a combined team as the principal business development lead along with program managers and engineering leads to uncover, pursue, and capture new business in the integrated communication systems market.

  • Be responsible for developing, forecasting, and capturing new opportunities and maintaining relationships with existing customers.

  • Create customer contact plans and influence relevant customer organizations on highly significant matters relating to policies, programs, capabilities, and long-range goals and objectives relating to integrated communication systems and networked solutions.

  • Develop and present compelling strategic and business growth opportunities that may include market and competitive analysis via decision point reviews.

Basic Qualifications:

  • This position requires a Bachelor's degree in the appropriate discipline and 7 years of relevant experience or an Advanced degree in theappropriate discipline and 5 years of relevant experience. In the absence of a degree, 11 years of relevant experience is required.

  • U.S. citizenship required

  • Demonstrated professional verbal, writing and presentation skills

  • Passion to lead and grow the business

  • Position is eligible for telecommute

  • Travel up to 40% may be required

Preferred Qualifications:

  • Active U.S. Top Secret security clearance and SCI eligible.

  • Bachelor's degree (or higher) in an engineering or technical discipline

  • Familiarity with fixed site radios as part of an integrated communications system is a benefit

The ideal candidate will have:

  • A strong background in tactical military radio communication systems, integrated communication systems requirements, and US DoD CONOPS.

  • Demonstrated experience in networks and networked communication systems architectures, especially the US Army (or DoD) vision for networked air-ground communication interoperability at the battalion/brigade/division level, to include the Integrated Tactical Network (ITN).

  • Experience with US Army organizations such as CECOM, PEO C3T , Network Cross-Functional Team (CFT), or Army Futures Command is highly desired.

The ideal candidate will have business development experience and proven success capturing Digital Services, IT development and sustainment programs in the FEDCIV markets, including the General Services Administration (GSA), Departments of Homeland Security (DHS), Treasury, Commerce, State and Health and Human Services (HHS), as well as the U.S. Patent and Trademark Office and others. This ideal candidate will identify gaps and emerging requirements; develop, mature and maintain an opportunity pipeline; perform market and economic analysis; conduct business intelligence; design and execute formal capture plans; and support proposal development and price to win activities. Develop an overall win strategy and perform the associated marketing for assigned opportunities. Develop, organize and execute significant capture activities, including building industry teams, assessing win probability, and executing customer call plans to shape acquisitions, in order to respond to and win business with new and existing customers. Responsibilities: * Proven FEDCIV business development experience within the Digital Services sector, with strategic engagements at the enterprise level, including Department and Agency level senior executives. Maintain an opportunity pipeline of $1-2B. * Focus primarily, but not exclusively, on identifying and maturing TechFlow's opportunities and relationships within the FEDCIV market. * Develop Capture Plans and Campaign Plans, drawing on successful experience across the business development life cycle for all capabilities and solutions, particularly for large–scale technology opportunities. * Develops capture strategy including business solution for pursuit of opportunities; develops value propositions, discriminators and differentiators; identifies customer decision-makers, performs competitive assessments, assists in identifying teaming suppliers, and develops price-to-win assessments. * Lead and facilitate the development, delivery, and presentation of whitepapers, request for information responses and unsolicited proposals. * Drive technical and acquisition client call plans and other outreach efforts to qualify and inform opportunity pursuit decisions. Requirements: * Bachelor's degree in related field, Master's degree preferred * 10+ years of experience in a senior business development role with annual revenue and sales targets at a major federal government contractor * Experience with the entire business development cycle through contract award * Experience with Shipley Process and Program Management * Ability to travel 25% of the time * US citizen with a security clearance or the ability to obtain one is required.
