, develops, and manages one or more substantive national telecommunications systems and/or programs. Represents the USDA and all of its agencies in matters related to Radio Frequency Management. Serves as a technical authority in radio frequency management and is a member of the Interdepartmental Radio Advisory Committee (IRAC). Represents the USDA to the National Telecommunications and Information Administration (NTIA) and serves as representative on the Frequency Assignment Subcommittee (FAS) controlling radio frequency spectrum activities for the USDA and its agencies. Provides management guidance in the areas of radio frequency spectrum management for the USDA and its agencies, including the Forest Service. Represents the Forest Service on the Aviation Radio Frequency Interagency Working Group. Serves on various Subcommittees and various government working groups which function at the national level to consider the Government-wide management and technical use of the radio communications in all its forms. Responsible for emergency spectrum support to USDA Forest Service including radio communications systems to support firefighters, law enforcement officers, and incident response operations.

This position is located within the USDA Forest Service Chief Information Office (CIO) in Washington, DC. The CIO manages the Information Resources environment for the Forest Service. The CIO is also responsible for the Information Resources Governance process which facilitates decision making for all information resource decisions supporting mission priorities.

Preparing plans and designs for Radio systems and developing frequency transition plans as new technologies, policies and mandates drive changes to spectrum use.
TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.
