The Telecommunications Operator, Campus Police will receive emergent and non-emergent calls, monitor alarms, obtain and relay information, prioritize calls/alarms, coordinate response procedures, dispatch appropriate public safety personnel, and maintain public safety communications logs and databases. The Telecommunications Operator is responsible for operating a host of complex telecommunications and computer equipment, including multi-line phone systems, multi-channel police consoles, emergency notification equipment, records management databases and Division of Criminal Information terminals.

Minimum Qualifications

  • Certification as a Division of Criminal Information Network (DCIN) computer operator or the ability to achieve certification within 90 days of hire.

  • Basic Telecommunicator Certification in accordance with the provisions of the North Carolina Criminal Justice Training and Standards Commission or the ability to achieve certification within one year of hire. All degrees must be received from appropriately accredited institutions.

  • Knowledge of applicable Federal Communications Commission rules and regulations, an understanding of public safety operations, and demonstrated skill in the operation of telecommunications technology.

  • Ability to effectively work under pressure during emergency situations.

  • Must be able to work with and maintain a degree of confidentiality.

  • Must possess general typing and computer skills with emphasis on accuracy.

  • Knowledge of applicable Federal Communications Commission rules and regulations, an understanding of public safety operations, and skill in the operation of telecommunications technology is required. Must have the ability to multi-task in high-stress situations. Must maintain confidentiality and discretion in the course of conducting business; work individually and/or with others; and adapt to change and circumstances.

Preferred Qualifications

  • Prior Telecommunicator/Dispatcher experience.

  • Knowledge of general office duties and experience in Microsoft Office, Excel, and Word.

  • Ability to communicate in Spanish.

Essential Duties

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.

  • Operate the department's radio communications system and dispatch all calls for assistance to officers in a clear, proper and professional manner.

  • Respond to emergency situations which may involve contacting the Winston-Salem Police Department, Fire Department, Forsyth County Emergency Medical Services, Rescue Squads, on-campus emergency teams and other departments and agencies.

  • Notify the Dispatch Supervisor of all service difficulties, complaints, console or equipment problems and major emergencies as soon as possible.

  • Utilize DCI computer terminal hardware and data within security regulations prescribed by North Carolina State Law.

  • Maintain necessary contacts to keep system functional and reports all defects/problems.

  • Regularly monitor the College fire and burglar alarm systems and takes appropriate actions when necessary.

  • Regularly monitor video surveillance cameras.

  • Accurately record all events and activities during each shift utilizing computer-aided dispatch (CAD) in accordance with Federal/State laws, College Policies and Departmental rules and regulations.

  • Answer incoming telephone calls (emergency 7911, and non-emergency).

  • Dispatch officers to calls and log times for calls: received, dispatched, officer's arrival and clear.

  • Contact EMS, fire, police, sheriff, or other agencies as needed.

  • Enter all information received via phone, walk-in, e-mail etc. into the Computer Aided Dispatch system.

  • Remain calm during emergency situations; use appropriate radio procedures; determine purpose of call, and provide requested service/information or forward calls to appropriate personnel or department.

  • Issue temporary parking and other permits; enter parking tickets into computer system; assemble parking brochures and decals; , and other duties as required.

  • Answer questions about the organization and provide callers with appropriate information.

  • Take and deliver messages or transfer calls to voicemail when appropriate personnel are unavailable.

  • Write, type, or enter information into computer to prepare memos, donation correspondence, and other documents.

  • Proofread records, forms, and other documents.

  • Respond appropriately to faculty, staff, general public and customers in stressful and difficult conditions.

  • Complete found property paperwork as needed.
