POSITION DESCRIPTION: Oversees the operation and maintenance of all Telecommunications assets; monitors operational activities to ensure compliance and equipment is kept in an operational condition.
Manages contracts for maintenance, repair, replacement and installation of all telecommunication elements such as: Digital Microwave, Ultra-High frequency (UHF) radio and Enterprise-Wide Voice over Internet Protocol (VoIP) Phone System. Assist with future design, staging, configuration, implementation, and support of telecommunication networks.
Monitors and analyzes all contract budgets and expenditures to ensure allocated contract and expense amounts are not exceeded, preventing overruns and minimizing supplemental agreements. Configures system devices and implements changes to the telecommunications network infrastructure. Proactively identify issues, contact the appropriate vendor to issue trouble tickets and move adds and/or change requests.
Conducts field inspections to assess status of work orders and to ensure work is performed in accordance with requirements, regulations, standards, codes and in a timely manner. Ensures proper documentation is maintained, acceptable qualities of standards are met and all work orders are closed properly. Reviews and approves invoices, purchase orders, purchasing card transactions and other modes for purchasing used in the performance of the unit's work to ensure compliance with state policies, procedures, rules and regulations as well as contract requirements.
Provides first response to system alerts, warnings and errors and diagnose and resolve system problems. Troubleshoots telecommunication devices and components as is relates to the VoIP and telecommunication networks Perform Quality Assurance (QA) and testing of various transmission medium and infrastructure components.
Identifies and develops resolutions to maintain the Enterprise's Telephone System in an operational condition. Oversees the preventive maintenance program for the microwave telecommunications system, UHF radio equipment and telephone system.
Advises the Program Supervisor and administrative staff on operational issues of Turnpike's digital microwave, UHF, and telephone systems. Coordinates and participates in advanced technical maintenance, repair and testing of the digital microwave system, involving mobile and base station radios to maintain its operational condition.
Provides daily consultation and assistance to management and staff in the management and operation of contractor services and responsibilities. Coordinates the activities of assigned contractors and maintains records through the Operation Management System. Duties include developing work orders, inspecting work completed by contractors, reviewing and approving invoices.
Maintains the Telecommunication Inventory and other necessary records as required by the Department, State, and the Federal Communications Commission. Provides the appropriate reports such as:
Traffic Usage, call accounting, etc. Actively participates on statewide teams, both internal and external to the Turnpike
KNOWLEDGE, SKILLS AND ABILITIES: Knowledge of basic and advanced analog and digital electronics, VoIP and microwave radio frequency (RF) principles and theory; Knowledge of basic digital electronics equipment; Knowledge of basic telephone wiring and color code; Knowledge of policies and procedures for purchasing goods/services; Knowledge of processing and/or approving purchasing card invoices; Knowledge of basic telecommunications programming; Ability to collect, evaluate and analyze data to develop alternative recommendations, solve problems, document work flow and other activities relating to the improvement of operational and management practices; Ability to plan, organize and coordinate work assignments; Ability to program moves, adds and changes to the Enterprise's Phone System; Ability to perform quality assurance field reviews in accordance with procedures; Ability to maintain records; Ability to communicate effectively, orally and in writing with internal and external customers; Skilled in the use of basic computer software; Ability to operate standard office equipment and cellular phones; Ability to understand and apply applicable rules, regulations, policies and procedures.
OTHER JOB RELATED REQUIREMENTS: A valid Class E driver's license is required.
This position may require statewide and overnight travel. This position is required to remain available during off-duty working hours.
