Technology Solutions Manager
Reports To: Deputy Director of IT
This manager helps the Enterprise Technology Department and its partners transform ideas for improvement into business value through overseeing its Technology Solutions Center (TSC). The manager will lead the TSC's eight staff members in pursuing its vision, mission, and goals:
The vision for the TSC is to have its partners truly value it as a trusted resource for business consulting and project management expertise and execution, with processes, standards, and templates that improve their ability to transform ideas into organizational value.
The TSC's mission is to add value to the County's business processes and technology investments by utilizing best practices to find optimal solutions and effectively manage projects and the IT portfolio.
The TSC's goals include
Enable the Enterprise Technology Department and its partners to transform ideas for improvement into business value, serving as a trusted advisor, providing expertise and execution to help them pursue the County's values.
Create complete transparency into the demands and projects on which the TSC will work with all relevant partners, both within the Enterprise Technology Department and in the broader organization, feeling well-informed about the prioritization and status of these demands and projects.
Implement and continuously improve consulting and project management processes, standards, and templates for the Enterprise Technology Department, and provide expertise on these things to partners in the broader organization, being recognized as a value-adding partner.
Develop TSC staff, helping them obtain new consulting, analysis, and project management knowledge, skills, and abilities, and demonstrate their competence through relevant degrees and certifications, for example, those offered through the Project Management Institute, the International Institute of Business Analysis, etc.
Lead and manage the TSC, setting expectations with its staff members, ensuring they have the resources they need, motivating them, developing them, and supporting them in their work for the County's departments, summarized below:
Create a new initiative request or idea/issue statement
Analyze current state and business requirements, and frame a challenge
Co-create and analyze solution alternatives
Create a business case for a solution (desired future state)

Stakeholders, especially leadership, working with steering committee (organization change management, including communications, training, and readiness tasks)
Business case and value realization
Contracts / service level agreements
Finance and procurement
Resources, including contractors (teams, role descriptions, organization/hierarchy, acquisition, on-boarding, training, performance, rewards, roll-off)
Project and work planning, including estimating
Execution, including schedule, budget, responsibility assignments
Risks and issues
Security, especially data protection
Work environment(s), including tools, especially for planning, executing, sharing, status
Deliverables and releases, possibly including stage gates and signoffs
Quality and defects
Documentation and knowledge transfer
Reviews and lessons-learned
Setup of service and support

Status and performance against scope, schedule, cost baselines; contract/SLA; other KPIs
Compliance with requirements
Risks and issues
Resource time and utilization
Track reference information from which to determine best practices, contributors to success, candidates to lead future projects

Communicating effectively with a diverse group of both IT and non-IT professionals

Preferring a team-oriented collaborative environment
Bachelor's degree (or equivalent relevant experience) in business administration, public administration, technology, or a related discipline
Experience in business consulting, business analysis, project management, and organization change management
