GENERAL DESCRIPTION

Under direction of the Director of Information Technology (IT) Department, the Supervisor

  • Enterprise Architecture leads and is directly responsible for the IT Architecture and Infrastructure Division employees, resources, processes, actions, and outcomes related to the IT infrastructure used within the department and across the City of Abilene. Coordinate activities and changes closely with Departments and business users for changes to software, servers, network equipment, security systems, and back up processes.

SUPERVISION EXERCISED

Exercises supervision over Information Technology Architecture and Infrastructure staff.

Supervises and provides leadership for the Architecture and Infrastructure team. This involves setting performance expectations, assigning tasks, providing guidance, and ensuring that the team is working effectively and efficiently. Works with the Architecture and Infrastructure team, offering leadership, mentorship, and guidance to promote a culture of collaboration and enhance team productivity.

Supervises the design, implementation, and maintenance of the organization's on-premises IT infrastructure. This includes overseeing the work on servers, storage, and networking components and that they are properly configured, secured, and maintained.

Supervision is exercised over the development and maintenance of disaster recovery and business continuity plans. The Supervisor

  • Enterprise Architecture ensures that these plans are in place and periodically tested, and that the responsible staff are aware of their roles in these plans.

IMPORTANT AND ESSENTIAL DUTIES

Assess and recommend the use of specific technologies, platforms, and tools to create an IT Technology Master Plan. This involves staying up to date with emerging technologies and industry trends.

Collaborate with stakeholders to understand business needs and design comprehensive technology solutions. Create detailed technical specifications, including system architecture, data flows, and component interactions.

Create technology roadmaps that outline the evolution of the organization's technology infrastructure and solutions, ensuring they align with future business needs.

Ensure that various components and systems within the IT Master Plan work seamlessly together. This may involve APIs, data integration, and third-party systems.

Identify opportunities for technology innovation and assess emerging trends and tools that could benefit the organization.

Identifies requirements, establishing good communication and coordination to understand service requirements.

Plan, develop, and conduct technical training programs, activities, and meetings.

Set and achieve specific, measurable, actionable, relevant and time-bound performance and productivity goals in the assigned functional area, track and report progress.

Keep senior management informed by preparing reports on system performance and problems.

Assist in the recruiting, hiring, on-boarding, and training of new employees.

Budgeting and financial management related to the infrastructure portfolio. Gather data for budget purposes; responsible for purchasing of supplies in the area of responsibility; and maintaining computerized records for equipment and supply inventory.

Operate a City vehicle, as needed, to travel to various City and/or County locations.

Knowledge of:

Administration and maintenance of infrastructure.

Design and configuration concepts applied to the infrastructure and its life cycle.

Physical facility management to include the design and maintenance of MDFs/IDFs, Surveillance and Access Control systems.

In-depth understanding of on-premises IT infrastructure, including servers, networking, storage, virtualization, and data center operations. Physical facility management including maintenance of technology closets, security, and storage.

Principles and processes for providing outstanding customer service. This includes customer needs assessment, meeting quality standards for service, and evaluating customer satisfaction.

Applicable Federal, State, City and Department laws, policies, processes and procedures.

Safe driving principles and practices; accident and incident reporting procedures.

Skill to:

Develop technology architecture policies and plans.

Administer and manage technology infrastructure.

Analyze business operations and the business's computer systems and determine which hardware and software applications could improve efficiency.

Effective communication skills for interacting with team members, stakeholders, and conveying complex technical information to non-technical audiences.

Communicate effectively across all departments to ensure effective architecture and infrastructure management.

Ensure documentation is maintained, to include configurations, policies, and procedures.

Create a budget and analyze costs for each system's life cycle.

Plan and execute IT projects, including defining objectives, timelines, and resource requirements.

Strong teamwork and collaboration skills to work cohesively with cross-functional teams and stakeholders.

Read and interpret technology project plans, technical documentation, plans and diagrams.

Use logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions, or approaches to problems.

Supervise, train, and conduct performance evaluations for staff members.

Experience and Training Guidelines:

For positions with more than one level, all listed requirements at the lower levels are required at the higher levels. Any combination equivalent to experience and training to provide the required knowledge, skills, and abilities may be qualifying. Knowledge, skills, and abilities may be obtained through:

Experience:

Three (3) years of experience in IT roles such as system administrator, network engineer, or cloud specialist with a strong foundation in IT infrastructure and Azure services is preferred.

Experience in IT infrastructure changes, updates, and migrations to understand the challenges and complexities of change management is preferred.

Experience maintaining comprehensive documentation of IT configurations, policies, and procedures is preferred.

Experience in budget management or cost control in IT setting to understand the financial aspects of the role is preferred.

Education/Training:

A Bachelor's or Master's degree in computer science, Information Systems, or related field or equivalent experience is preferred.

Five (5) years of experience in enterprise architecture with a focus on large-scale IT systems and infrastructure is preferred.

License or Certificate:

A valid Texas driver's license; the ability to obtain one within ninety (90) days of employment, or a military waiver is required.

Obtaining a Criminal Justice Information System (CJIS) Certificate is required.

Obtaining a Texas Law Enforcement Telecommunications System (TLETS) Certificate is required. C

Certifications in Project Management, ITIL, Microsoft Azure, CompTIA Cloud+, CompTIA IT Fundamentals, CISSP, or equivalent certification is preferred.

Additional certifications or training in enterprise architecture frameworks and methodologies (e.g., TOGAF, Zachman) is preferred.

Special Requirements:

Ability to work in a standard office environment.

Work is primarily performed in a climate-controlled office environment.
