Demonstrates thought leader-level abilities with, and/or a proven record of success directing efforts in product development life cycles including the following areas:

  • Managing multiple products and projects simultaneously;

  • Leveraging experience in all phases (development, execution, and transition) of product delivery;

  • Understanding business and client needs and determining overall strategic product objectives;

  • Developing and managing product roadmap across a portfolio of initiatives, including managing dependencies between products;

  • Utilizing Agile methodology; managing scrums and sprint cycles;

  • Leading a team of product managers who are focused on defining detailed product requirements and specifications;

  • Collaborating with development/technology leaders to establish alignment between technology architecture and product objectives;

  • Developing multi-level relationships with stakeholders and team members to establish project delivery goals are met as planned;

  • Identifying, managing, resolving, and mitigating key risks and issues impacting the project delivery; and,

  • Confirming new services have a fully developed end to end support structure, including Processes, Service Level Agreements (SLAs), Key Performance Indicators (KPIs), and monitoring commensurate with business requirements and priorities.

  • Acting as a gatekeeper function that establishes effective transfer to Operations in compliance with the transition process for all new services introduced;

  • Providing fully documented services which are updated and maintained throughout the life of the service;

  • Establishing that appropriate lifecycle resourcing, training, tooling, support, and documentation is delivered with a formal project sign-off from all key stakeholders;

  • Working with Project and product Managers, Business Owners, Service Owners, Development teams, Partners, Operations teams, and 3rd parties to establish that transition activities are executed and successful;

  • Establishing that any new third party contracts contain an agreed support schedule which aligns with the proposed support model and is backed up with SLAs managed through regular service reviews;

  • Defining and delivering the end to end support model with all key stakeholders across multiple delivery organizations;

  • Establishing all operational support material is completed to a high standard by all relevant Design and Service Transition functions; and,

  • Establishing an effective set of performance metrics and service levels are delivered for new products.

Demonstrates intimate abilities and/or a proven record of success as a team leader in planning and executing projects to deliver Technology solutions including the following areas:

  • Agile methods (Scrum, etc.) and establishing optimal flow (Kanban, etc.);

  • Microsoft based technologies including ASP.NET,C#, SQL Server, SSRS, etc.;

  • Development of new business capabilities using technology;

  • Cloud-based implementations and upgrades utilizing tools such as Azure; and,

  • Continuous Integration and DevOps utilizing tools such as Azure DevOps.

This includes curricula for existing Tax and operational systems as well as implementations of future systems and strategic initiatives in support of the Tax Digital Strategy. The role requires a deep understanding of the strategy, process and operational procedures of Talent Development. Candidates for the Talent Technology Program Manager role should have an understanding of learning management systems and related integrated systems (including but not limited to vendor LMS, eLearning platforms, attendance/polling applications, curation systems, adaptive learning platforms, HRIS integrations, etc.). * Act as a learning and talent development strategic advisor with internal clients, taking a consultative approach to designing and delivering effective and innovative learning programs with measurable business results. * Create and execute marketing and communication messaging and materials for programs in collaboration with internal partners and through a comprehensive change plan. * Conduct needs assessments with client, determine gaps in curriculum/programs, evaluate and recommend development options including buy, build and/or redesign and lead design efforts. * Serve as the curriculum architect and lead designer of innovative learning solutions that improve performance, drive business outcomes, and engage the modern learner for our curriculum. * Determine appropriate delivery mechanism (e.g., classroom, e-Learning, virtual classroom, performance support, blended learning) and ensure quality delivery against the defined objectives and desired outcomes. * Manage and execute end-to-end program operations within a matrixed organization including budget, program delivery, evaluation/feedback and measurement of business impact. * Execute with strong project management skills, managing a team of internal resources and contractors, monitoring work-plans and managing against milestones, knowing what to prioritize and why, knowing who to keep informed and when to escalate. * Support the coordination of local learning deliveries through standardized processes, escalate issues as appropriate, and solicit feedback for continuous improvement. * Provide input into the annual plan and budget to execute learning and talent development activities. * Act as the liaison between internal stakeholder teams, Global Talent, GTS/ITS and the vendors to understand requirements and drive modifications. * Provide scoping, tracking, reporting, issue/risk management and partner with technology and stakeholders to prioritize activities and business needs. * Collaborate with stakeholders on new business requests; serve as a business advisor on configurations and workflows to meet business needs. * Advise how best to leverage the current systems to support business needs and manage system configurations with full understanding of configuration impacts, and execute/track of agreed upon configurations * Translate business processes and use cases into technical configurations and design and translate technical processes into training documentation. * Liaison with Global Talent and GTS on new system releases, coordinate UAT to test system against the workflow; identify implications, manage changes, and communicate to appropriate system users. * Coordinate with impacted teams to update document templates and other system content as needed including job aides and process documents. * Experience with vendor selection, including managing RFPs and developing detailed technology requirements. * Experience using Excel, Tableau, or other tools to perform analysis and reporting in support of strategic priorities Qualifications: * Bachelor's degree and 5-7 years of relevant work experience * Background and experience with Talent systems and processes; or Human Capital; or Consulting experience; or IT/Field Operations project management experience preferred * Strategic-thinking skills with an ability to collaborate with team members on best practices * Excellent project management skills.
