Overview

Join our team as Technical Writer supporting Naval Surface Warfare Center Philadelphia.

The Technical Writer will be responsible for developing, maintaining, and overseeing the Command's Standard Operating Procedures (SOPs) and Forms Program. This role involves collaborating with subject matter experts (SMEs), compliance officers, and Command leadership to ensure procedural documents and forms meet regulatory, operational, and usability standards.

Work Schedule and Location:

Hybrid: This full-time hybrid position will work Monday through Friday, 8am to 4pm, with 20% onsite at Naval Surface Warfare Center Philadelphia, 5001 South Broad Street.

Responsibilities

  • Support the development, formatting, editing, and maintenance of new and existing SOPs.
  • Facilitate the annual review process, coordinating adjudication and concurrence with stakeholders, compliance officers, and front-office signatories.
  • Work closely with technical points of contact (TPOCs) and SMEs to manage over 80 Command-level SOPs.
  • Oversee review phases, adjudicate changes, and refine procedural steps for clarity and usability.
  • Ensure SOPs adhere to best practices by simplifying complex procedures and improving content structure.
  • Manage document formatting, including section breaks, automatic tables of contents, hyperlinks, and advanced tables.
  • Conduct research and analysis on Command operations, procedures, and requirements to enhance SOPs.
  • Support oversight and maintenance of the NSWCPD Forms Program, managing over 110 Command forms.
  • Assist in the development, layout, and design of Command forms, ensuring proper data fields, electronic signature integration, and regulatory compliance.
  • Coordinate the review, adjudication, and approval process with SMEs, the Forms Management Officer, and Command leadership.
  • Perform compliance audits of Command forms, tracking progress through developed metrics.
  • Identify and resolve discrepancies related to records management, prescribing issuances, and form structure.
  • Ensure Command forms remain compliant with Navy regulations and Section 508 accessibility standards through regular audits.

Qualifications

Required:

  • BA in English or related field.

  • Strong experience in document development, technical writing, and process documentation.

  • Ability to collaborate with multiple stakeholders and facilitate structured review processes.

  • Proficiency in document formatting and digital workflow management.

  • Strong attention to detail and ability to conduct content audits for clarity, coherence, and compliance.

Desired:

  • Familiarity with compliance and regulatory frameworks within the Navy or similar organizations.
  • Proficiency in form design.
