About the Position: The pay band NH-03 includes the General Schedule grade equivalent to GS-12/13. Other initiatives under the Acquisition Demonstration Project include simplified classification, streamlined hiring process and expanded developmental opportunities.
Job Description Performs a variety of writing, editing and research duties in connection with the preparation of technical manuals and technical publications on the theory, installation. Performs a variety of writing, editing and research duties in connection with the preparation of technical manuals and technical publications on the theory, operation and maintenance of a variety of complex electronics equipment and/or systems. Writes and edits technical manuals which involve the latest theories, developments and concepts in the subject area.
Evaluates and extrapolates technical and engineering source data and presents information tailored to users needs considering training, education, readability and comprehensibility. Prepares contract Statements of Work covering equipment publication requirements tailored to communication/electronics equipment, audience (soldiers) needs. Evaluates contractor proposals and serves on Source Selection Boards.
Conducts equipment publications contractor Start of Work meetings, and in-process reviews. Edits submitted draft manuals and advises contractors, guiding a project from inception through completion. Conducts verifications on equipment using target audience troops and is responsible for completeness and accuracy of manuals and final acceptance from contractors.
Supervisor outlines general objectives to be achieved. Final product is reviewed for attainment of objectives and overall adequacy of coverage and content. Writes and edits technical manuals using theories and concepts in subject areas or engineering source data Prepare SOW covering equipment publications concerning communication/electronics.

To qualify based on your work experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience: To qualify, applicants must possess one year of specialized experience equivalent to the next lower grade/level (NH-02). Specialized experience is defined as: 1) Providing formal or informal training, mentoring, support, and/or coaching to technical writers; 2) Interpreting regulatory guidance to develop educational materials (with SME input) to train employees on developing compliant publications that articulate technical information; 3) Maintaining and reporting metrics for publication-related information; AND 4) Managing publication-related project schedules to meet organizational goals.
AND My specialized experience includes, or was supplemented by, the ability to acquire and present technical information through independent reading, interviews with subject-matter specialists, observation of tests and experiments, interpretation of blueprints or diagrams, or other appropriate methods. Such experience may have been acquired as a writer or editor of technical reports, articles, manuals, or specifications.
