Designs and delivers programs to train all levels of personnel. Formulates teaching outline and determines instructional methods such as individual training, group instruction, lectures, demonstrations, conferences, meetings and workshops.
Develops tests and visual aids, conducts training classes, and develops criteria for evaluating effectiveness of training activities. Collaborates with sales, marketing, and engineering to identify program needs, obtain technical data and schedules programs. Keeps abreast of training and development research: learning theory, motivation theory, and new materials, methods, and techniques.
Confers with management, employees and clients to gain knowledge of work situations requiring training and to better understand changes in policies, procedures, regulations, business initiatives and technologies. May evaluate and/or oversee contractors or vendors to develop and/or administer training programs.
The successful candidate will have demonstrated experience in Training and Instructional Design (or experience in a similar integration role) with proven performance working with diverse customers providing, developing and implementing training and adult learning in dynamic and evolving mission environments. The candidate will have mission experience and recognized community credentials developing and implementing instructor and participant guides, training plans, courses and training scenarios/exercises.
The Training and Instructional Designer coordinates and responds to emerging needs, provides organizational highlights, tracks and posts course/class metrics, maintains and develops the overarching training curriculum in coordination with the customer. The selected candidate will help develop and facilitate high level planning and strategy meetings for new classes, develop and document training plans and provide instruction across the Intelligence Community on a variety of topics via classes and Web Based Training. The candidate should be familiar with the ADDIE model of instructional design.
The preferred candidate should have proven experience teaching technical and specialty classes on a variety of mission related topics leveraging existing course outlines and syllabi. Experience with biometrics, photography, and web technologies is desired, but the instructor can learn from existing materials prior to providing instruction.
The selected candidate must have strong interpersonal communication skills (oral and written) and be able to work collaboratively in a team environment. The position requires coordination with a variety of customers (technical, managerial, financial, administrative and IC partners) of varying levels of experience. A key element of the role will be the continued evolution of existing course materials to reflect changes in the mission, changes in technology (via Technology Insertion and the evolution of strategic plans) and new use of skills/technologies in mission environments.
The candidate is desired (but not required) to have a Bachelors Degree and at least 7 years of experience in training/instructional design or relevant experience.
Specific task responsibilities include:
Serve as an Instructional Designer for new courses
Conduct group facilitations
Provide training in multiple courses within the existing portfolio
Provide cross-program collaboration/support to other elements of the contract and other IC customers.
Work collaboratively with government customers and Ocelot leadership to set priorities, implement tasking, and provide deliverables that are compliant with project schedules, priorities, and standards
Understand of biometrics and biometric principles
Facilitate and lead process improvement sessions with senior government, industry, and contractor support subject matter experts (SMEs) across multiple domains
Develop relevant analytics, measures and metrics supporting training and future transformational initiatives
