OVERVIEW

The Technical Services Manager is a team leader that is a liaison between the Client, Engineering, and Construction Management. This position requires complete comprehension of the overall life cycle of a project and each construction phase from FEL-0 to startup. Responsibilities include reading, analyzing, and interpreting engineering documents/drawings, technical procedures/specifications, government regulations, business correspondences, and technical manuals as well as the ability to write reports, business correspondences, and procedures. This position requires experience leading, coordinating, and supervising a technical staff.

SUPERVISORY RESPONSIBILITIES

Ability to train and coordinate all Technical Services Specialists assigned to project.

EDUCATION

Bachelor's degree or equivalent combination of technical training and experience.

QUALIFICATIONS AND EXPERIENCE

Minimum of eight (8) years of technical services experience in petrochemical, power generation or heavy industrial technology industries. Advanced understanding of construction drawings and specifications. Intermediate understanding of Microsoft Excel, Bluebeam, and 3D design review software.

TYPICAL DUTIES AND RESPONSIBILITIES

  • Coordinate assigned work with client, engineering disciplines, construction disciplines, and other contractors.

  • Ensure work complies with drawings and specifications by maintaining communication with Engineering, Estimating, Planning, and Scheduling

  • Ability to determine the required resources for premobilization (i.e., stakeholders, temporary facilities, equipment, temporary power, etc.) to execute a job.

  • Assist in project survey activities.

  • Advanced ability to understand and discuss technical issues pertaining to all crafts and can relay information to engineering.

  • Able to verify reports for accuracy before approval and distribution.

  • Ability to evaluate project discrepancies/questions and reports information utilizing the RFI system. Coaches' peers on the RFI process and the utilization of RFI system. Evaluates RFI submittals to reject, respond, or forward the inquiry. Recommends proposed solutions to the RFI submittals with proper approvals. Ensures supporting documents are adequate (e.g., pictures, drawings, redlines, etc.).

  • Understands the construction project's scope of work and reviews information that will be used to classify the FCO and assess potential impacts to the project. Discuss and modify estimated labor hours/dollars, material dollars/quantity, equipment dollars, and subcontracted cost that will be needed to complete the FCO with stakeholders (e.g., Craft Supt., Subcontract Manager, Engineering, vendor, etc.) and verify with project controls.

  • Investigate and document all vendor back charge issues. Ensure the correct distribution is employed to facilitate the collection of back charges.

  • Supervise the distribution of drawings, specifications, and the maintenance of revision control.

  • Advanced understanding of system definitions and how we use them. Able to read and understand system definition P&IDs/one-lines.

  • Ability to identify test packages from the system definition P&IDs and find all associated piping isometrics. Able to check for revisions and print test packages when requested from the field.

  • Ability to provide direction for hydrostatic testing programs and assist in walking systems during system turnover.

  • Understand the Customer's start-up requirements in order to support their plan.

  • Able to populate the system tracker from the project system definitions.

  • Establish turnover package criteria.

  • Ensures that systems are ready for client walk (e.g., pre-walk systems).

  • Able to walk systems with the client. Keeps track of exceptions resulting from system walks and drives them to completion. Effectivity leads system turnover meeting with client.

  • Perform additional assignments per supervisor's direction.

  • Ability to effectively communicate with client, engineering disciplines, construction disciplines, and other contractors.

Remains calm under pressure and can effectively handle several problems or tasks at once (i.e., is adaptable). Displays a willingness to speak up to the right person or group at the right time, when he/she disagrees with a course of action that might impact safety, ethics, company reputation, etc.

  • Attention to detail is the ability to accomplish/complete a task while demonstrating a thorough concern for all the areas involved, no matter how small. It includes the ability to bring together different elements to achieve results or accomplish tasks. This means ensuring information is complete and accurate and following up with others (on own work or that of others) to ensure that commitments have been fulfilled.

  • Ability to plan and exercise control over the amount of time spent over specific work activities. Develops or uses systems to organize and keep track of information (e.g., "to-do" lists, appointment calendars, follow-up file systems). Keeps clear, detailed records of activities related to accomplishing stated objectives. Always knows status of one's own work.

  • Ability to read, analyze and interpret engineering design drawings, technical procedures and specifications, government regulations, business correspondence and technical manuals. Ability to write reports, business correspondence and procedures. Ability to communicate directions effectively, verbally to others and respond to questions from clients, managers, and all levels of construction personnel.

MATHEMATICAL SKILLS

Working knowledge of algebra, trigonometry, and geometry. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations. Proficient with understanding of coordinates and elevation calculations.

PHYSICAL DEMANDS

25 lb. lifting requirement.

WORK ENVIRONMENT

Normal work environment will be a construction site within operating plants. This will require exposure to outdoor weather conditions, loud noise, work near moving mechanical parts, electrical energy, construction equipment, vibration, fumes, chemicals, and airborne particles.
