Description

Partnering with Engineering Managers to understand their teams' hiring needs and team dynamics. Develop sourcing strategies for identifying passive and active candidates that strive for innovation within their respective field. Act as a consultant through the hiring processes, HR related matters, compliance, compensation, leveling guidelines, etc. Negotiate potential offers and successfully close candidates. Partner with cross functional teams, Sourcing, Recruiting Systems, HR Business Partners and HR operations teams as needed through the recruiting process. Provide excellent, timely customer service to our hiring teams and ensure a seamless candidate experience for all potential candidates.

Under supervision, the ideal candidate will successfully perform all assigned job responsibilities in support of the Contract Compliance Program and the Purchasing Office. This position is distinguished by the amount of organizational independence for both actions and decision-making and by the level of supervision, as well as the experience, required. This position may require a flexible work schedule in order to meet the needs of the Office. Functions as an independent and objective office that reviews and evaluates County contract compliance issues, and is responsible for establishing procedures and monitoring compliance with Country contracts and federal, state and local laws, rules, and regulations governing them. Performs all monitoring services in strict observance of applicable safety procedures and in accordance with onsite monitoring training protocols and practices. Demonstrates understanding of, and supports the mission, vision, standards, policies and procedures, operating instructions, confidentiality standards and the code of ethical behavior in alignment with the values and guiding principles of Professionalism, Innovation, and Equity (PIE) and Core Competencies for all employees of the Purchasing Office. Duties and Responsibilities KEY ACCOUNTABILITIES: Functional Program Management: * Audits information received pertaining to insurance policies and endorsements for completeness and compliance with applicable contractual requirements, laws, rules and regulations * Audits information received pertaining to surety bonds for completeness and compliance with applicable contractual requirements, laws, rules and regulations * Coordinates with Purchasing Office staff to ensure timely and accurate inclusion of all required construction project documentation in solicitation packages * Conducts pre-screening activities on designated construction projects, with primary focus on Travis County Better Builder Program projects, including confirming completion and submission of all required bid/proposal documentation and certifications; verifying certification responses; business entity checks of prime and subcontractor compliance history and responsibility * Assists and coordinates quality control verification services with County and third-party compliance monitors on designed projects * Develops, maintains, and updates internal tracking system databases as needed Communications and Relationship Management: * Prepares correspondence and provides reports on vendor compliance with contractual requirements, including insurance and bond provisions * Attends pre-response, pre-construction, and post-construction project meetings * Provides updates to County and prime contractor project managers regarding contracting chain compliance with construction contract terms, conditions, and requirements * Conducts on-site labor compliance interviews and collects, organizes, and stores data in internal tracking system databases Research and Analysis: * Prepares correspondence and advises Travis County Purchasing Office and County Departments on contract-related matters * Conducts investigations of possible violations of Texas statutes, rules, and regulations and prepares reports of findings * Performs routine compliance reviews * Reviews and approves insurance forms and surety bonds, certified payroll data and workforce job classifications for compliance with applicable federal, state, and local wage laws * Reviews payroll data submitted in other procurement areas for compliance with contractual wage requirements, as needed * Analyzes collected data to identify trends and acute performance deficiencies and advises the Director regarding recommended corrective action plans and compliance assistance measures needed or recommended * Prepares administrative reports and recommendations to Travis County Purchasing Office and County Departments Subject Matter Expert: * Compiles, reviews, and analyzes insurance and surety bond documentation to verify information received is correct, complete and in compliance with applicable laws, rules, and regulations * Recommends the discontinuance or modification of contract supplier services * Performs on-site inspections of Travis County construction projects to monitor compliance with Travis County Better Builder Program standards * Documents suspected or verified safety violations and safety training disparities * Updates job knowledge by participating in educational opportunities Other Expectations: * Continuous professional development through participation in educational opportunities * Protect organization's value by keeping information confidential as legally permitted Minimum Requirements Education and Experience: Associates Degree in English, Communications, Building Construction or similar AND two (2) years of compliance monitoring, contract administration, or similar experience; OR, any combination of education and experience that has been achieved and is equivalent to the stated education and experience and required knowledge, skills, and abilities sufficient to successfully perform the duties and responsibilities of this job.
