The Enterprise IT (EIT) Directorate overseesthe strategic vision and implementation plan for IT systems and solutions forthe enterprise at Leidos Biomedical Research, the operational information anddata systems support to Frederick National Laboratory for Cancer Research.
The EIT PMO is responsible for successful ITproject execution across the Frederick enterprise. Responsibilities includesuccessful project management through the full project life cycle using the NCIat Frederick governance process, ensuring compliance with Leidos Biomed and NCIproject management processes and reporting, management of EIT common policies,procedure and operational manuals. The EIT PMO is responsible for the EITportfolio, promoting a pragmatic, but sound set of processes for EIT workintake, prioritization and successful execution.
The Project Manager will have overallresponsibility for the delivery of one or more concurrent projects. The PM will incorporate PMI and/or Agile bestpractices in accordance with the Frederick Governance board principles andmethodologies.
The Project Manager is responsible forproviding visibility across the projects, use effective communication formanaging stakeholders and reporting project statuses.
The position, reporting to the Director, EITPMO, will focus on EIT projects.
The position will manage:
End to end project delivery
Lead the design and development efforts
Coordination with external software vendors andconsultants
Manage the schedule, scope and costs for theproject
Effectively communicate (both written and oral)and raise project concerns and statuses
Help coordinate successful transition tooperations
Help improve project management processesacross EIT
To be considered forthis position, you must minimally meet the knowledge, skills, and abilitieslisted below:
Possession of a Master's degree from anaccredited college/university according to the Council for Higher EducationAccreditation (CHEA). (Additional qualifying experience may be substituted forthe required education). Foreign degrees must be evaluated for U.S.equivalency.
In addition to the education requirements, aminimum of five (5) years progressively responsible job-related experience
Strong project management skills
Demonstrated success in managing technicalprojects including the abilities to 1) initiate and plan a project, execute,control and monitor and close out a project, 2) develop a technical proposalwith schedule and budget, 3) execute on a project with continuous riskassessment and mitigation, schedule and budget management, and statusreporting.
Exceptional written and oral communicationskills to work closely with numerous stakeholders from diverse organizations
Ability to prioritize multiple tasks andprojects
Functions well as a member of a larger team
Excellent problem solving and project riskassessment skills
Must be able to obtain and maintain a securityclearance
Candidates with thesedesired skills will be given preferential consideration:
Project Management Professional (PMP)credential
Project management experience in a governmentcontracting environment
Knowledge of formal continuous improvementmethodologies
Portfolio project management experience is aplus
Familiarity with Deltek Costpoint ERP
