IRG is looking for Technical Project Manager for one of its direct client in Malden, MA area.

Title: Technical Project Manager
Location: Malden, MA
Duration: 9+ Months contract

In this role you will:
Assist in the definition of project scope and objectives, involving all relevant stakeholders and ensuring technical feasibility
Perform risk management to minimize project risks Measure project performance using appropriate tools and techniques
Ensure resource availability and allocation
Assist in the development of functional requirements
define technical solutions based on functional requirements for each project;
Report and escalate to management as needed
Coordinate internal resources and third parties/vendors for the flawless execution of projects
Responsible to manage projects through the application of generally accepted project management principles, based in PMI disciplines
Responsible to manage the project scope, including the creation of quality business requirements, Responsible to manage the project budget, including assistance with the business case, project estimates, and management to the approved spend
Basic qualifications:
Experience leading a development team to deliver software applications
Experience in supporting Operations
Bachelor's Degree or higher in Computer Science, Computer Engineering, Information Technology, or similar preferred
10+ years' experience managing software development projects; experience in Enterprise Data Warehouse and Business Intelligence (BI) environments preferred
Experience in developing data conversions, interfaces, complex reports/extracts, and workflow;
Desire to play a significant hands-on role in the development and implementation of an enterprise data collections solution based on the SIF data standards;
Proven comprehension of web application technology and ability to speak and understand in technical terms
Experience working in Scrum or Agile environments
Solid technical background with understanding and/or hands-on experience in software development and web technologies
Ability to apply project management knowledge to real world scenarios.
Experience delivering large complex data solutions
Strong written and oral communication skills Minimum of ten years of Project Manager experience leading technology software development projects in large, complex development environments with multiple types of development platforms
Awareness of CMM and Six Sigma Methodologies and Standards
Ability to develop strong client relationships
Desired skills
10+ years' experience in system/software development and delivery
XML Messaging experience a plus, SIF preferred, HL7 a plus
Experience migrating systems to the cloud, AWS experience preferred
Experience working in State or Federal Govt. and working knowledge of contracting, funding, etc.
Demonstrated ability to create and maintain comprehensive project documentation
Good educational background, preferably in the fields of computer science
Experience in application development, systems administration/engineering or other technical discipline
Strong risk management skills
PMP certification required

The Legal Office of the Department of Elementary and Secondary Education (DESE)advises the Board of Elementary and Secondary Education (BESE), Commissioner,and DESE staff on issues of education law, policy and administration;coordinates arbitrations under the Education Reform Act; works with theAttorney General's Office on litigation; oversees the Office of ProfessionalPractices Investigations; and provides information to school officials, parentsand students, and other constituents on the state and federal laws affectingpublic elementary and secondary schools, vocational-technical education, andadult basic education programs. We are seeking a highly motivated, organized, and detail-oriented individualfor the role of the Legal Office Project Specialist. This position will coordinate four criticalfunctions of the Legal Office: Regulations Coordinator, Legal OfficeInformation Officer, Legal Office Manager, and Professional PracticesInformation Manager. The Program Coordinator III/Legal Office Project Specialist reports to theDeputy General Counsel and works closely with other colleagues in the LegalOffice. The selected candidate will perform the following duties: Regulations Coordinator * Coordinate process for mandated forms, required information, and timelyfiling of Board/DESE regulations, working closely with attorneys,senior staff, and other administrators; * Coordinate process for timely filing of regulations, as set forth in a13-step Regulations Checklist; * Draft memoranda, letters and prepare documentation as needed. Legal Office Information Officer * Provide guidance, technical assistance and information in response to inquiriesfrom DESE staff,state and local officials, school personnel, educators, and the general publicregarding education laws, regulations, guidelines, policies and procedures; * Draft memoranda and letters and prepare documentation, consulting with attorneysas needed, regardingeducation laws, regulations, guidelines, policies and procedures. Legal Office Manager * Manage office operations, including development and ongoing maintenance ofoffice budget, expenditures, and ordering; * Train and supervise Legal Office support staff; * Monitor the maintenance of systems for comprehensive legal filing; * Monitor the processing of arbitration requests under the Education ReformAct; * Coordinate and supervise updating legal documents, including maintenance oflaw books, official regulations, and research materials to ensure accuracy andcompleteness; * Develop procedures for organizing data and record-keeping for the LegalOffice; * Provide scheduling assistance to the General Counsel. Professional Practices Information Manager * Organize and maintain the tracking system for professional practicesinvestigations and respondto inquiries from license holders, applicants, school district personnel, andDepartment staff; * Gather and organize all necessary information about open investigations andresolved cases andmaintain it in an Educator Conduct application (ECA); keep the ECA up-to-datewith respect to case opening and closure; * Review information on new cases for investigation from sources such as;school district reports, phone calls, and media reports; enter information into the ECA; * Receive and process supported abuse and neglect investigations fromDepartment of Children andFamilies (DCF); * Conduct outreach to DCF, school districts, courts, and other sources asappropriate to obtain available background information; * Prepare case hard copy file and provide to the Manager of Investigations; * Follow up on requests for information, organize information provided, andinclude in hard copy file; * Collaborate with investigators and attorneys as needed during theinvestigation and prosecutionof cases; * Monitor case development through tracking system and discuss issues with OPPIstaff as needed; * Screen and process Statewide Applicant Fingerprint Identification Services(SAFIS) reports; * Upon disposition of a case, follow case closing protocol; and * Perform other duties as assigned by the General Counsel, Deputy GeneralCounsels or the Manager of Investigations.
