Position Title Technical Project Manager - COE (Grant-Funded) Position Summary

The Center of Excellence of Excellence for Minority Women in STEM (COE) is seeking a Technical Project Manager to assist with the development and launching a comprehensive virtual hub and data dashboard on women of color in STEM, with the initial focus on Black Women. It is envisioned that this hub will be internationally known as a central repository of data, research, and narratives by and about women of color in STEM and will allow users (e.g. researchers, students, journalists, and policymakers) to develop reliable data stories about women of color in STEM that are beneficial for public knowledge and/or of national interest.

We are seeking an individual with significant project management/technical lead experience and a strong technical background, which may include experience working on frontend or backend web development, data engineering, data analysis, quantitative social science, data visualization, data science, site reliability engineering, or cloud architecture. This position will be responsible for the day-to-day management of the project through all stages of the implementation process. This individual will report to the COE leadership and be responsible for developing and implementing detailed technical project plans that outline goals, timelines, and technical resources needed to maintain and update the COE virtual hub/data dashboard.

NOTE: This is a multi-year, grant-funded position.

Essential Duties and Responsibilities

Manages the execution and maintenance of the COE virtual hub/ data dashboard and has the primary responsibility for interfacing with technical consultants and/or organizations:

  • Builds strong relationships with stakeholders, partners, internal academic leaders and team

  • members;

  • Works with the COE Leadership and Steering Committee as well as external consultants to develop schedules/timelines, communicating responsibilities, establishing milestones, delegating tasks;

  • Serves as the primary point of contact for external organizations and technical consultants and liaison to the internal stakeholders (e.g. COE Leadership and Steering Committee);

  • Ensures hub/dashboard project progress against defined milestones and deadlines;

  • Provides input on the technical user requirements for the project;

  • Communicates effectively and has the ability to link developers (e.g. technical consultants) with the academic constituents (e.g., COE Leadership and Steering Committee) and translate project outcomes to various audiences;

  • Develops and manages the communication plan for phase roll out;

  • Manages logistics and develops agendas/presentations for all meetings and events (internal and external) related to the virtual hub/data dashboard;

  • Actively communicates with key stakeholders to keep them informed on project activities, progress, and alignment with goals;

  • Facilitates getting the work done in a timely fashion practicing servant leadership and encouraging discussion, decision-making, and conflict resolution;

  • Ensures adherence to the vision of COE Leadership and any security requirements;

  • Audits and updates project components and software;

  • Provides relevant suggestions and solutions to problems within the product development cycle; and

  • Anticipates and resolves any technical issues, bottlenecks, or scheduling conflicts.

Coordinates efforts for gathering, collating, and/or generating content for the COE virtual hub/data dashboard:

  • Reviews academic literature on Black women in STEM, curating a database of relevant studies;

  • Summarizes and disseminates key research findings and interventions in an accessible manner;

  • Develops and maintains a database of quantitative data related to Black women in STEM, and use statistical methods to analyze and summarize this data;

  • Identifies gaps in current research and works closely with COE Leadership & Steering Committee, as well as external collaborators, to facilitate and support data-driven research projects and partnerships, including around data sharing and governance;

  • engages directly with Black women in STEM and other stakeholders (other women of color in STEM) by working collaboratively to publish curated interviews, insights from scholarly articles, archival research, and other artifacts; and

  • Prepares and maintains data, documentation, statistics, and survey results for reports and publications.

Works collaboratively with the COE Staff and other campus offices to promote, publicize, and disseminate information about opportunities related to the COE virtual hub/data dashboard:

  • Supports the work of the COE and the vision of the COE Leadership Team, to include the COE Steering Committee and the National (external) Advisory Board;

  • Leads the development and execution of publicity/marketing strategies and efforts regarding programming & initiatives for the virtual hub/data dashboard, which may include working closely with the Office of Strategic Communications & Marketing on stories and social media planning; and

  • Creates and implements a comprehensive approach for disseminating program information to a range of constituencies.

Required Qualifications

  • Master's degree in a technical field with a minimum of three years of project management/technical project lead experience.

  • Must possess a proven track record for successful project completion within established deadlines.

  • Professional demeanor with the ability to interface with internal and external customers with diplomacy, tact, and confidentiality is essential.

  • Independent judgment is necessary to plan, prioritize and organize a diversified workload with attention to detail.

  • Work requires fact-finding and compilation skills, plus the ability to perform various tasks simultaneously. The ability to work effectively under pressure, demonstrate initiative, and promote teamwork is a key asset in the role.

  • Excellent oral and written communication skills are required when providing information and responding to questions from internal and external customers in one-on-one or group situations. The individual must be able to write business correspondence, journal articles, and procedure manuals plus compose memos, letters, and e-mails. Good proofreading skills are essential.

  • To perform this job successfully, an individual must have advanced level computer skills using the Microsoft Office Suite (Word, Excel, and PowerPoint). In addition to producing correspondence, memos and emails, duties may involve assignments that require creating presentations (PowerPoint, CANVA, Prezi), newsletters, reports, tables, graphs, or other accessible visualizations. The use of applications such as SmartSheet, Qualtrics, Google Forms, and social media platforms are an essential component of the job.

  • The ideal candidate will have demonstrated the ability to translate complex, quantitative research into compelling narratives that resonate with the public and advocate for the achievements and challenges of Black women in STEM. In addition, the individual is expected to be self-motivated, resourceful, and proactive.

Preferred Qualifications

  • Prior experience researching Black women in STEM or a related topic;

  • Experience writing for popular magazines, blogs, or online platforms, especially making academic research findings accessible and engaging to non-technical audiences;

  • Evidence of both project leadership/management and individual contributor work;

  • Ability to use statistical methods and data analysis techniques to gather and analyze quantitative and qualitative data;

  • Experience with data, statistical software, coding, and/or data visualization (such as Python, JavaScript, R, MATLAB, SAS, SPSS, Stata, Tableau, Power BI).

  • Experience with Ellucian Banner Financial Module,

Certifications, Licenses, Restrictions

Project Management Professional Certification preferred.

Physical Demands

While performing the duties of this job, the employee is regularly required to: sit, walk, use hands to handle office supplies, operate computer and other office equipment, talk, and hear. The employee is frequently required to reach with hands and arms, walk, and stand. The employee is occasionally required to: stoop, climb, and lift and/or move up to 15 pounds.
