What You Will Do

The Technical Project Manager will report directly to PT division leader or deputy division leader and will provide leadership to a diverse set of programmatic activities encompassing manufacturing and surveillance programs. The Technical Project Manager will be responsible for supporting the maintenance of a programmatic portfolio including: definition and establishment of project deliverables with the Program Manager, definition of project technical requirements, status of deliverables, and interface with technical and support organizations. Responsibilities include, but are not limited to:

  • Serve as the primary interface between program and line management for a particular programmatic area.

  • Negotiate resource conflicts dealing with multiple programmatic work scopes.

  • Establish milestones based on customer technical requirements by working with program management.

  • Develop work packages with input from programmatic and line organizations.

  • Develop a detailed understanding of the integrated processing schedules and costs for assigned programs across multiple internal organizations and subject matter experts.

  • Responsible for monitoring and tracking production using different manufacturing related business systems.

  • As requested, participate as a member on the Integrated Project Team and Product Realization Team.

  • Primary interface for engineering and continuous improvement with the program offices for assigned program

  • Responsible for coordinating and integrating operational costs and schedules for assigned programs, including road mapping new projects to identify conflicts with existing projects or to enhance capability in existing projects.

What You Need

Minimum Job Requirements:

  • Advanced knowledge and demonstrated experience in aspects of project management for experimental and /or manufacturing work including: defining work scope based upon requirements, preparing schedules with milestones, budget preparation, priority assessment, risk management, schedule status updating, and managing change control for baseline schedules.

  • Extensive experience in developing, nurturing, and maintaining effective internal and/or external customer relationships.

  • Advanced knowledge and proven ability in formulating and presenting results and project information to technical and programmatic customers.

  • Proven ability to identify potential project and/or technical risks, develop mitigation strategies, and recovery plans.

  • Demonstrated ability to interact effectively with all levels of personnel; building trust, gaining consensus and resolving conflict.

  • Demonstrated record of written technical communication that can include reports to external customers, documents that have been published in peer-reviewed journals, procedure development, or research analysis.

  • Demonstrated record of verbal technical communication with internal and external stakeholders.

  • Proven ability to identify potential project and/or technical risks, develop mitigation strategies and corrective action plans.

  • Proven ability in designing, planning, and executing research and/or development projects to include monitoring efforts to ensure completion.

  • 426 DOE minimum requirement of Bachelor of Science degree, 2 years of job related experience, and 1 year of nuclear experience.

Desired Skills:

  • Knowledge of the requirements included in the Defense Programs Business Process System to perform Defense Programs nuclear weapons work scopes and / or the Phase 6.X process.

  • Demonstrated quality assurance and / or quality control knowledge based on requirements from LANL, Department of Energy, or other relevant quality systems.

  • Certification as a Project Management Professional (PMP) or Program Management Professional (PgMP) from the Project Management Institute.

  • Experience working in a high-hazard nuclear or explosives facilities.

  • Experience utilizing the Earned Value Management System to report on project performance.

  • Experience developing, updating, and / or using business system architectures that are related to manufacturing.

  • Knowledge of Classified Matter Protection and Control, Cyber Security, and Security Clearance responsibilities.

  • Advanced knowledge of regulatory and Laboratory requirements related to programmatic work, or to typical manufacturing processes.

  • Demonstrated knowledge with quality assurance requirements including but not limited to NAP-24A or NQA-1.

  • Experience working in gloveboxes or atmosphere controlled boxes

  • Active Q clearance or DOD Top Secret clearance.

Education: This position requires a minimum of a bachelor's degree and at least eight years of relevant experience or an equivalent combination of education and experience. The bachelor's degree or higher should be in Business (Operations Management or Management Information Systems), Chemistry, Engineering, Materials Science, or a degree related to the required and desired skills for the position. An advanced degree and a Project Management Institute certification is desired for this function and level.

426.2: This position is subject to DOE Order 426.2, Personnel Selection, Training, and Qualification Requirements for DOE Nuclear Facilities, which establishes entry-level requirements to ensure candidates selected for specific positions can successfully perform the requirements of the job.

Where You Will Work

Located in the beautiful mountains of northern New Mexico near Santa Fe, Los Alamos National Laboratory (LANL or laboratory) is primarily responsible for monitoring the safety, security and reliability of the U.S. nuclear stockpile and conducting research into new defense programs. The Technical Project Manager will work in the Weapons Production Directorate which provides world-class, safe, secure, and reliable special nuclear material research, process development, technology demonstration, and manufacturing capabilities that support the nation's defense, energy, and environmental needs.

The Technical Project Manager will work in the Pit Technologies (PT) divisionin one or more of the following process areas: advanced manufacturing, manufacturing process development, design and prototyping new equipment for manufacturing, process safety, earned value management, and process / quality improvement. PT division has an annual budget of $58M and supports national security missions by leading pit production, pit surveillance, and Other Government Agency programs that are executed at technical area 55.
